By no means rapid advances in technology affects the working and improvement of all systems built to increase the quality/standards of human living. Information technologies as the main driving force of technological progress today happen to be a sine qua non for all organizations hoping to keep pace with or surpass rivals. However, despite their vital advantages it is true that these create undesirable side effects that harm social systems and the rights of persons. Similar to all others in the world Turkey is trying to cope with the problem through creating an appropriate legal and administrative substructure trusted to discontinue or at least minimize such criminal acts.



A Study on the Improvement of Software Workforce's Working Conditions to Meet Their Increasing Role

At this time, it is very urgent and important that the new high value-added industries with convergence and embedded software technologies are promoted to make the driving force for new growth. Moreover, software is used as an essential part or material of nearly all products. However, the economic and social treatment over the software workforce, which is the core of software development, is very weak. In addition, the discussion or study on the treatment improvement and value awareness of software practitioners is almost non-existent. Therefore, this study suggests some measures for software workforce’s improved treatment to meet their increasing role. We examine the present state of software workforce, discuss their status and role, and suggest some measures for the improvement of their working conditions and social treatment.



The Review of the State Policy in the IT Industry and HRD in South Korea

This article is concerned to investigate the changing nature of the role of the state in relation to industrial policy to foster the IT industry in the Republic of Korea. In doing this, it has started with economic globalization introduced to the Korean political economy since the late 1980s. It has identified in what ways the state responded to the change, and to what extent the role of the state has fundamentally been changed in the context of policy mechanism in the process towards facilitating the IT industry in Korea. In addition, it presented how the state played a role in skill formation in relation to the industrial policy. In consequence, the role of the Korean state in fostering the IT industry has fundamentally changed from that as the developmental state in the industrialization process. In the process, that the strategic co-ordination role of the state and relations between the state and private capitals and societies are very significant to achieve the economic goal is presented as results, as well as some future tensions that would encounter in the way of charting the current policies.

The rapid growth of information and communication technologies prompted the need for developing the strategic implementation framework of IT/ICT programs in universities. Here, we propose a strategic framework for the development of the IT/ICT programs in the universities of the province of Mazandaran in Iran. We use the SWOT analysis to assist the formulation of the strategy, where the Analytic Hierarchy Process (AHP) is applied to weigh the SWOT factors and the fuzzy TOPSIS is used to evaluate the strategic plans. Based on Iran and Mazandaran Digital Indices (DI) and considering the SWOT matrix, four strategies are identified. Finally, an analytical concept, namely the strategy shooting, is considered to show the role of SWOT factors and strategic plans on the performance of the system.



Strategic Management for Growth in International Food Retail Market : Case of Carrefour SA

This paper provides in-depth analysis of internal and external factors that are important to food retailers’ international market expansion, presenting Carrefour as a case.Nine sources of risks inherent in international retail market operation are explored and examined which are critical for Carrefour’s international expansion. Key financial ratios of Du Pont System are used to assess Carrefour’s performance in local market and relative to competitors. Carrefour’s competitive advantages are also explored and compared with Wal-Mart, its major competitor in the international expansion.



Understanding Business from Business Report Visualization

The visualization of business reports has received greater attention from information system scholars. Tables, graph and charts are often used to represent vast amount of complex numerical data and spreadsheet visuals become a de facto standard in business. This study suggests the use of individual’s cognitive differences onbusiness report visualization instead of providing "one visual fits all"type of reports. It is argued that that reports with data augmented by appropriate visuals will affect the efficiency and effectiveness of an individual’s learning outcomes and subsequently his or her decision making processes. It is argued here that report visualization can augment the usefulness of contents and enhance many desirable features of reports as specified in those proposed models.



Performances of Simple Option Models When Volatility Changes

In this study, the pricing performances of alternative simple option models are examined by creating a simulated market environment in which asset prices evolve according to a stochastic volatility process. To do this, option prices fully consistent with Heston[9]'s model are generated. Assuming this prices as market prices, the trading positions utilizing the Black-Scholes[4] model, a semi-parametric Corrado-Su[7] model and an ad-hoc modified Black-Scholes model are evaluated with respect to the true option prices obtained from Heston's stochastic volatility model. The simulation results suggest that both the Corrado-Su model and the modified Black-Scholes model perform well in this simulated world substantially reducing the biases of the Black-Scholes model arising from stochastic volatility. Surprisingly, however, the improvements of the modified Black-Scholes model over the Black-Scholes model are much higher than those of the Corrado-Su model.



The Study on the Effect of ISP(Information Strategic Planning) at the Institutional Sites

Understanding what lies beneath the relationship between ISP and its implementation is an significant area of inquiry in the ISP research. Through an empirical analysis and complementary case examples the current study examines this relationship at six different university sites which undergone both of these processes years from 1995 to 2001. The face-to-face, in-depth interviews were conducted to those participated in both of these processes. A questionnaire survey was also conducted to same participants to elevate the quality of the validity and reliability of the measures. Due to the limitation of the access to the data, it was not possible to compare how similar the final implementation outcomes are from what was originally planned in ISP to some sites. However the study finds that such organizational factors as management support, communication, and organizational culture at the ISP play an important role in the implementation process. This paper proposes that these organizational factors although little they seem to directly affect each individual elements in the implementation process, its latent impact is critical as a whole.



An Empirical Study of Relationship among IT Capability, Trust, and Attitude on RFID Adoption in Korea

Recently, many enterprises are interest in implementing Radio Frequency IDentification (RFID). However, they have some difficulty in implementing RFID because of incompleteness of RFID technology and uncertainty of Return on Investment (ROI). Even though usefulness of RFID are recognized, many enterprises are just interested in planning of RFID rather than implementation of RFID. Among successful factors of RFID implementation, Information Technology (IT) capability is the most important one. If enterprises have systematic IT capability, it would make positive attitude to implement RFID. In addition, it will provide trust about RFID and promote adoption of RFID implementation. This study, therefore, empirically analyzed the relationships of trust, attitude, IT capability, and intention to RFID adoption using Partial Least Squares (PLS) approach. The result show useful guidelines and practical implication in implementing RFID.



A Study on Factors Related to the Conflict in IT Project Teams

IT projects need engineers with various backgrounds to cooperate to build an IT system that satisfy the requirements of users given a limited expense and time. Such diversity of team members and the complexity of task naturally involve considerable amount of conflict among team members. High level of conflict among team members is known to be detrimental to the performance of the team. The purpose of this study is to examine the reasons for conflicts among team members in IT projects and to check how the level of conflict affects the performance of a project and the satisfaction of the members of the project team. To test the relationship, a survey on 166 participants in IT projects was conducted. The reasons for conflicts in IT projects were categorized into five types. The level of ambiguity was found to have a significant correlation with the level of conflict. And the level of conflict, in turn, is found to have a significant effect on the degree of satisfaction among team members and the project results. Based on the research results, it is suggested that a clear definition of tasks and their boundaries is required to reduce ambiguity and thus, the level of conflict and improve the level of satisfaction of IT project team members.



How Does a Tortoise Catch up a Hare? : The Case of Instant Messenger in Korea

SK Communications entered Korean instant messenger market as a late-mover in 2001 and its instant messenger service “NateOn” was placed in competition with Microsoft’s “MSN Messenger”, the leading service provider at the time. NateOn studied the nature of users accurately and gradually increased its market share through various services, and in September 2005, it succeeded in overtaking MSN as No. 1 in the market. The success of NateOn is a case where a late-mover overcame the buddy-list network, a powerful competitive advantage, of the incumbent. By studying the changes in the instant messenger market of Korea, we try to examine the causes of NateOn’s victory and MSN’s loss. Through this, we wish to give implications for managers who endeavor to discover the internal and external strategies the leading business has to implement to remain ahead, and how a late-mover can overcome the lack of resources and capacity to leave a mark in the market.



Mediation Effect of Motivation and Immersion for Learning in the Relation between Tutor and Learning Effectiveness of Cyber Home Learning

The main purpose of cyber home education in public sector is to promote public education and restrain expensive private education expenses. The primary purpose of this study is to explore the effects of motivation, immersion and tutor on the effectiveness of cyber home learning. The variables of motivation, immersion and tutor participation were incorporated in this study as follows: ① tutor participation was classed as a single independent variable, which has interaction and also effects passion; ② motivation and ③ immersion were classed as two mediatory variables: motivation which include relevance and confidence; and immersion which includes attention and controllability. ④ learning effect was classed as a single dependent variable of learning influence factor which has learning attitude and learning satisfaction. The results show that a tutor had a direct influence on the effects of the learners’ study but motivation and immersion had an indirect influence on the effects of learners’ study independently. Based on these findings a tutor should provide motivation and immersion with various learning methods and contents for learners to get maximum benefits from cyber home learning.



Influence of IS Planning and Change Management on ERP Implementation Success

Enterprise Resource Planning (ERP) system is one of key information technology to shape doing business. ERP adoption characteristics like IS planning and change management before ERP implementation are rising in importance, because of gaining competitive advantage. The purpose of this study is to analyze the impact of the characteristics of ERP adoption on ERP implementation success. From previous researches on ERP adoption and implementation, two characteristics of ERP adoption such as IS planning and change management, and 2 dependent variables such as process innovation and business performance, are identified. From data collection processes, 122 samples are collected. The results of hypothesis testing show that organizations with IS plan have higher implementation performance than organizations without IS plan. Also, organizations with the process of change management have higher implementation performance than organizations without the process of change management. Also, The interaction effect between IS planning and change management shows bigger impact in ERP implementation success.



Entrepreneurial Orientation of Technology Spin-offs Created by University Faculties and Institute Researchers in Korea

This research focuses on entrepreneurial orientation(EO) of technology spin-offs as they are expected to reduce the gap between their technology and the market. Entrepreneurial orientation is an organizational activity or process that redistributes or combines resources in an innovative way and takes risk to create new values. It helps improve the level of organizational innovation to deal with uncertainty. An empirical study was performed to analyze the EO of spin-offs established by members of university faculties and research institutes in Korea. Antecedent variables to EO are hypothesized to include public policy for university faculty members and researchers at research institutes, the relationship with incubating organizations, and the level of social networking with other firms. The EO and technological performance relationships are also hypothesized. Data from a total of 121 spin-off organizations were collected and a series of multiple regressions were performed. The performance variable included both technological performance, such as the number of newly marketed products and new technology and subjective performance, such as the level of satisfaction with sales amount and profitability. Several important conclusions were drawn from this study. First, while government policy is not related to EO, the policy of a university or a research institute has a significant effect on the level of innovativeness. Second, a high percentage of human resources applied at the incubating organization results in a negative effect on risk taking. The level of cooperation with the incubating organization too is not related to Entrepreneurial Orientation. Third, the intensity of cooperative networking with other firms has a significant effect on risk-taking. Network relationship with government related organizations is not related to Entrepreneurial Orientation. This study analyzes the importance and role of policy of the university and research institute and networking with other firms to improve EO. It also suggests that a high composition of human resources at the incubating organization has a negative relationship with EO.



The Use of simulation in Assessment and Certification

Many organizations require their current and perspective employees to obtain industry-based certification to maintain, and seek promotions. However, many certifications are simple knowledge based examinations that reward memorization instead of actual performance. With industry's increased reliance and demand to hire certified professionals, there is much more dishonesty, as well as incompetence, entering the system. This paper examines the issues and difficulties faced by organizations trying to hire IT staff based on current certification methodologies and recommends that IT assessments should be shifted from knowledge-based to performance-based examinations through the use of scenario-based simulations. It also demonstrates how to integrate simulations into certification and assessment testing using a proposed digital forensics certification as an example.



A Discussion of Current Issues Integrating Mobile Agent in Web

With the development of enabling technologies such as wireless networking and various types of hand held-mobile devices, Mobile intelligent agent has been widely applied to various fields. Different views on capabilities, advantages, and disadvantages of mobile intelligent agent providing an ubiquitous access are brought by field researchers and practitioners recently. The purpose of this paper is thus to provide the discussion of the comtemporary development of mobile intelligent agent in the contexts of the Infosphere, focusing especially on developing and nurturing the future research grounds such as information scalability, and information security. The results of this study would improve the applications of mobile intelligent agents in web transaction, especially mobile business surroundings where many interest groups have to adjust their point of issues rapidly due to the changing business environment, i.e., customer's change the order item in web.
