명예산업안전감독관 제도 활성화 방안에 관한 연구

To promote the participation and support of workers in the industrial safety prevention acticities, the Honorary Industral Safety Inspector System was introduced by an instruction of the Ministry of Labor in July, 1995, and was newly inserted in article 61.2(the Honorary Industrial Safety Inspector System) when amending the Industrial Safety and Health Act in December, 1996. Based on the research analysis, the suggestions can be summarized as the following four items. First, regulate the election methods of the workers' representative in the case of labor union without the majority of the labors. Second, prohibit the Honorary Industrial Safety Inspector from participating as the employer member in the Industrial Safety and Health Committee. Fourth, promote the better understanding of the employer and specify the disadvantage ban provision(Article 61.2(2) Industrial Safety and Health Act) on the Honorary Industrial Safety Inspector activities. Fifth, develop and apply an Honorary Industrial Safety Inspector System models that correspond to the characteristics for each industry category. The research result points out that we have to consider the following countermeasures; First, the government should make up the support system by a law dealing with proper compensation and professional education for the supervisor, and tax reduction for companies. Second, the companies should make an effort firming up the safety consciousness of top management, and strengthening the employees' concern about safety through continuous safety education and campaign by a labor union, and promoting the supervisor's pride through recognition from top management and other emplowees.

Phased retirement systems of ageing in Europe are considered to contribute to the policy objective of longer working careers. In particular, Among a wide range of instruments, this article describes the Belgian career break system and the Netherlands life-course scheme. The Belgian career break system, which provides financial incentives for 50+ workers to reduce their working time by one fifth or by half, are assessed in detail. The Netherlands life-course scheme and some types of phased retirement schemes in other European countries are briefly described. We find that both system and scheme should be improved for the success of longer working careers.

Korea reformed its Minimum Wage Act on May 31, 2005. It stipulated a step-by-step annual incremental increase in the minimum wage for surveillance and intermittent workers, with the entire Minimum Wage Act to apply to them from January 1, 2015 onward. Nevertheless, according to the Article 63 of the Labor Standards Act, surveillance and intermittent workers still are the object of exclusion in working hours, recess hours, and holidays. The reason for this exclusion comes from the perception that their labor intensity is trivial in form, environment, and duties, etc. In general, in Korea apartment guards are classified as 'surveillance workers' and 'intermittent workers'. This article examines the working conditions of guards employed at apartment complexes in Goyang city. The findings show that their labor intensity is not much different compared with regular workers. The findings point to the need to reform the Labor Standards Act for surveillance workers and intermittent workers.
