본 논문에서는 제주자치경찰에서 무인기를 도입하기 위한 검토를 통해 다음 과 같은 제도적 방향을 도출하였다. 첫째, 자치경찰 기능에서 자치경찰권 행사를 위해 사용되는 무인비행장치를 도입하기 위해서는 경찰권 행사에 대한 법률유 보의 원칙에 따라 법률적 근거의 마련이 선행되어야 한다. 둘째, 경찰권 행사를 위해 다양한 상황에서 비행이 가능하도록 전문적 교육을 시행할 필요성이 있기 때문에 자치경찰 무인비행장치 조종사 양성제도를 도입할 여지가 있다. 셋째, 자 치경찰공무원의 조종을 통해 무인비행장치를 이동시키며 불특정 지역과 대상을 촬영하고 통신망을 활용하여 영상신호를 처리장치에 저장할 수 있는 규범적 근 거를 마련할 필요가 있다.

In this paper, I derive a systematic way following a review by the UAV in Jeju Municipal Police to introduce. First, UAV in Jeju Municipal Police to introduce for Municipal police function should be based on legal by principle of legal reserves. Second, Because it requires to get a professional education in variety of situations to fly Available, Municipal Police Pilot training system is needed. Third, Municipal police pilot control of the UAV, shot the unspecified areas and target, utilizing a communication network, is required by law that can store an image signal.

몽골의 국토의 크기는 세계 19위로 실로 엄청난 국토를 소유하고 있지만 인 구는 300여만명 밖에 되지 않는다. 인구 분포도 전국적으로 고루 분포되어 있 지 않고 대부분 수도인 울란바토르에 집중하고 있다. 아이악(도) 단위의 조직은 21개로 구성되어 있으며 지방의회는 지방을 관할하는 간접 민주주의제도를 채 택하고 있다. 특히 지방의회를 중심으로 지방자치제도가 도입된 몽골행정제도 와는 다르게 몽골경찰은 중앙집권적 국가 경찰로 조직 운영되고 있고 경찰권은 행정권의 일부로서 법무장관이 수반으로 되어 있기 때문에 법무장관은 경찰청 과 하부 경찰기관을 관장하고 경찰행정에 관한 심의나 의결사항도 법무부 경찰 위원회에서 다루고 있다. 그러나 몽골경찰은 형식적으로 지방경찰청을 시·도지사 소속하에 두고 있으 나 이들의 지휘·감독은 받지 않으며 실제적으로는 지방경찰청장이 경찰청장의 지휘와 감독을 받아서 관할지역 경찰기관장을 지휘·감독하고 있다.

Public safety administration is important aspect that is related to the protect of life and property of citizens and processing of national punishment. Mongolian police system, when compared with Korea's dual system, is the model of so-called discrete model which completely separates the general administrative police from the enforcement police. The police in particular state should not be simply designated as the same “police” in the comparative institutional way. Therefore, it should be clear that the public function of police, risk prevention for the maintenance of public peace and order, which means what is being done in the functions of the police in the material sense, how conventional crimes prevented and repressed, and whether the maintenance of order should be included to the activities of police or not. Of course it is very difficult to decide police system, as the selection whether centralized police system or autonomous police system was very important considerate factor at authority management. To introduce the autonomous police system in Mongolia, it has been many argumentations what's kind of autonomous police system is the most reasonable system in the domestic surroundings for decades. In what ways national (centralized) police system and autonomous police system negotiate information relationships in producing information to maintain amity and secure their in Mongolia.

본 연구는 현재 경찰홍보의 중요성은 인식하고 경찰홍보의 실태 및 문제점을 근간으로 경찰홍보의 활성화를 위한 방안을 다음과 같이 제언을 하고자 한다. 첫째, 경찰홍보에 대한 인식전환이 필요하다. 경찰관 개개인이 경찰홍보의 중요성을 인식하고 움직이는 홍보요원이라는 사실을 직시하는 등 경찰홍보의 중요성에 대한 대대적인 인식 전환이 필요하다. 둘째, 홍보요원의 증원 및 전문인력 확보가 이루어 져야 한다. 홍보전문 인력 이 확보되지 않은 상황하에서 실질적이고 적극적인 경찰홍보는 지속적으로 수 행될 수 없다. 향후 경찰홍보의 중요성을 인식하여 현재 0.167% 수준인 홍보 인력이 최소한 1% 수준으로 증원되어야 한다. 셋째, 시민참여 홍보시스템의 마련이다. 시민참여 홍보시스템을 마련하기 위 해서는 홍보업무의 평가분석 및 피드백 장치를 마련하여 경찰홍보활동을 한 단 계 발전시켜야 한다. 넷째, 적극적․지속적인 홍보활동의 전개이다. 이를 위해서는 시민의 활동 패 턴을 반영한 홍보가 이루어 져야 하고, 현실감 있는 홍보프로그램이 제작․운영 되어야 하며, 아울러 멀티적 접근의 활용이 이루어 져야 한다. 특히, 최근 들어 스마트폰 가입자가 급증하고 있는 현실을 고려하여 이에 맞는 맞춤형 경찰홍보 를 전개할 필요가 있다. 다섯째, 경찰홍보예산의 현실화이다. 비현실적인 경찰홍보예산은 결국 효율 적이고 체계적인 경찰홍보활동에 많은 지장을 초래하고 있다. 향후 경찰예산 책정시 별도의 항목으로 증가시켜 책정할 필요가 있다. 이는 결국 경찰홍보를 보다 체계적이고 효율적으로 전개할 수 있는 방안의 한 부분이기 때문이다.

This study acknowledges the importance of current police public relations(PR) and aims to propose following measures for the activation of the police PR by analyzing the actual state and the problems. First, there needs a transition in the perception of the police PR. Individual policeman must recognize their role as the representative of the entire police. Second, there requires an increase in the numbers of the professionals in the field of the police PR. No substantial and progressive PR can be accomplished when a large quantity of man powers is not guaranteed. In the acknowledgement of the importance of the police PR, the number of agents at PR department must expand from current 0.167% to minimum 1%. Third, there demands an establishment of the new PR system that encourages participations from the civilians. Such establishment can be actualized by arranging tools for analysis and feedbacks which allows the PR to escalate a step further. Fourth, aggressive and continuous development of the police PR is needed. This can be achieved via display of PR that reflects the patterns of civilian activities, production and distribution of authentic PR programs, and exhibitions of diverse approaches. Also, the Police PR must take the fact that there is a rapid increase in smart phone users nowadays into the consideration. Fifth, there needs a readjustment of the budget for the police PR. Unreal budget prevents the police PR from effective and structural activities. hence there needs a separate appropriation of the extra budget for the PR. This would enhance efficiency and organization of the Police PR.

112신고는 위급한 상황에 처해있는 국민에게 있어 무엇보다 소중한 도움의 손길이다. 경찰에서는 국민에게 보다 신속하고 효과적인 치안서비스를 제공하 기 위해 2014년 2월 17일부터 본격적으로 경찰서에 경정급을 112종합상황실 장으로 배치하고 課 단위로 개편하는 등 112종합상황실을 확대 운영하고 있다. 위와 같은 조직 운영의 이유는 경찰의 입장에서 국민에게 보다 효과적이고 신 속한 112신고처리를 하겠다는 의지의 표현이라 할 수 있다. 112신고처리는 경찰관직무집행법 제2조 제1항에 규정된 ‘국민의 생명과 재 산의 보호’의 임무를 수행하는 경찰의 최상위 임무 중 하나로, 경찰은 가용경력을 모두 동원하여 국민의 눈높이에 맞는 치안서비스를 제공하여야 할 의무를 지닌다. 그러나 112신고를 주로 처리하는 112종합상황실과 지역경찰간의 업무 성격과 시각의 차가 존재하여 상호 오해가 쌓이고 공감대가 형성되지 않아 경 찰편의적인 업무처리에 치우치고 업무협조가 잘 되지 않는 경우가 적지 않아 많은 비판을 받아왔다. 본 논문에서는 112신고의 효율적 처리 방안을 주제로 주요 사건 유형별 대 응요령과 112신고처리의 문제점과 한계를 분석하여 다음과 같은 개선방안을 제시하였다. 첫째, 112종합상황실과 지역경찰간의 공감대 형성을 위한 정기적인 만남의 장이 필요하다. 112종합상황실 직원 중 1~2명을 강사로 선정하여 매 주간근무 시마다 지구대․파출소별 1명씩 경찰서 적의장소에서 교육을 함으로써 소통을 해야 한다. 둘째, 112종합상황실 직원들의 전문지식 향상을 위한 ‘중요업무 취급부서 합 동근무’가 필요하다. 형사․생활안전(질서계)․여성청소년․정보보안과 등 사회적으 로 파장이 있는 업무를 취급하는 부서의 합동근무 체험을 통해 업무지식을 향 상시켜야 한다. 셋째, 가칭 ‘112 지식 토론회’와 같은 모임의 장을 을 통해 각자가 가진 업무 지식의 공유가 필요하다. 개인별로 가졌으나 공유되지 않은 지식(암묵적 지식) 의 발굴과 공유로 표준적인 업무처리가 되도록 해야 한다. 본 논문은 보다 신고자 요구에 부합하는 합리적이고 신속한 112신고처리의 방안을 모색하는데 그 목적이 있다.
