러시아 경찰은 시민들로부터 신임을 얻지 못하고 있는 바, 이러한 문제는 국 가기관의 정당성의 위기와 직결되는 것으로써, 어떠한 메커니즘 속에서 이러한 문제가 발생함을 알아보기 위해 주로 러시아 경찰의 조직과 실태를 파악하고자 하였다. 이에 앞서 독특한 러시아 행정 구조를 국가 기구 간 권력관계와 행정기관, 그 리고 추진 중인 행정개혁 과정과 관료제를 통해 사전 이해를 돕고자 하였다. 이 를 바탕으로 경찰 조직을 살피는데 필수적인 내무부 조직과 경찰관련 조직과 기능을 살펴보았다. 조직의 법적 측면을 다룬 러시아 연방 경찰법의 구성과 내 용을 살펴봄으로써, 러시아 경찰의 계급 구조, 교육훈련, 복지수혜 그리고 시민 의 권리확보 등을 이해할 수 있게 되었다. 법적, 제도적 측면과는 달리 러시아 경찰의 실태를 러시아의 범죄 현황과 뿌찐과 메드베제프 시대의 경찰의 실상과 이의 대책으로써 러시아 경찰의 개혁과정을 추적해 보았다. 결론에서 러시아는 행정개혁에 대한 총체적 개념과 인식이 결핍되고, 이러한 개혁이 정책 과정과 유리되고 대통령 주도로 만들어지고, 부분적이고 지엽적인 측면이 강조되어 행정개혁이 실패로 끝나는 것을 확인하였다. 따라서 진정한 러시아의 경찰상을 위한 제언으로써 러시아 경찰이 부패 가능성이 상대적으로 큰 분권화된 체제보다는 안정과 질서하의 개혁을 위한 통합성을 갖추어야 하 고, 국민에 반응하는 공직제도를 만들기 위한 민주화 과정을 통한 정치적 중립 성을 강화시켜야 할 것이다. 아울러, 공식 규칙을 중요하게 여기는 문화적 풍토 를 배양하기위한 경찰제도의 공식화를 지향하고, 사회 통제가 없는 폐쇄성을 배제한 직업공무원의 필수 요소인 실적제를 추진해야 할 것이다. 동시에 교육 훈련시스템 구축과 신분 안정성을 보장하여 경찰 공무원의 전문성을 강화시켜 야 할 것이다. 이로써 시민들로부터 신임 받는 러시아 경찰이 새롭게 탄생될 것 으로 기대해 본다.

Russian police are not getting credit from the public, and this problem has been connected with the crisis of legitimacy of state institutions. To investigate why these problems primarily would be occurred in any mechanism, tried to evaluate organization and reality of the Russian police. Prior to the unique structure of the Russian government, the power relations between national institutions and administrative agencies, and the ongoing administrative reform process and the bureaucracy were to help advanced understanding. Based on this, It was essential for the Dep. of Interior and the police organization and function to examined the police organization. By reviewing the structure and content of the Russian Federal Police Act, dealing with the legal aspects of the organization, and Russia ranks of the police structure, training, welfare benefits and civil rights against police, we are able to understand Russian police. Unlike legal and institutional aspects of the Russian police, it was tracking the criminal reality of the times in Medvedev and Putin, and its action of the police reform process on Russian police. In conclusion, we discovered the whole concept of administrative reform in Russia was lacked. This lack of reform awareness was resulted from political process led only by the president. Aspects of administrative reform were unsuccessful. Therefore, the real Russian police would be made by a few proposals. 1) Under reforms for the integration 2) Strengthen the political neutrality 3) Formulation of the police system 4) Performance of public servants 5) Professionalism of the police officer. By doing proposals, Russian citizen would receive new hope through the Russian police that could be born.

전ㆍ의경제도는 육군훈련소 군사교육을 마친 장병들을 중앙경찰학교에서 교육을 시킨 후에 경찰관서에 배치시켜 경찰 보조임무를 수행시키는 제도로서 젊은이들의 ‘국방의 의무’의 한 이행방법으로 여겨지고 있다. 그러나 이러한 전․}의 경제도는 일반 병영생활과는 달리 일반시민들을 상대로 공권력을 행사하는 관계로 시민들의 국가역할로서의 만족도에 큰 영향을 끼치고 있다. 이에 육군에 서 전ㆍ의경으로 전환 복무된 직무교육의 과정과 그 만족도의 정도에 따라서 시민 에게 미치는 영향의 관계를 분석하고, 또 각자의 특성에 맞는 성향의 분석과 맞춤형 교육을 통해 국민에게 혜택이 돌아가는 전․~의경 직무교육의 추구에 연구의 목적이 있다

우리나라와 멀리 떨어져 있는 중남미 지역에 위치하고 있는 브라질 경찰제도 에 여러 자료를 확인하였지만 경찰청에서 제공한 일부 자료와 학자들이 원서를 번역해 놓은 자료 이외에는 알려진 자료는 그다지 많지 않았다. 브라질은 세계 5위의 인구인 약 1억8,598만과 우리나라의 37배(8,511,965㎢)에 달하는 광활 한 땅을 가지고 있는 거대한 국가이다. 또한 세계적으로 유명한 것은 브라질의 쌈바 축구이다. UN은 브라질 경찰의 폭력상태가 경고 수준으로 심각한 상태라고 지적했다. 2007년 UN의 관계자가 발표한 보고서에 따르면 브라질 경찰들은 UN에서 권장 하는 33개 항목 중 어느 한 가지도 제대로 지키지 않고 있다고 한다. 즉 브리질 경찰은 공무집행 중 발생하는 정당방위로 간주되는 사살행위에 있 어 UN에서 규정한 어떠한 사항도 준수하고 있지 않다고 하며, 특히 사살된 자 에 대해 한 번도 의미 있는 조사통계를 낸 적이 없으며 수감과 폭력을 줄이기 위한 약간의 노력만 했을 뿐이다. 브라질의 경찰은 세계적으로 중무장 하고 근무하는 악명 높은 경찰로 이름이 알려져 있을 뿐만 아니라 범죄조직과 총격전을 벌이는 등 주민을 향해 총기를 발사하는 경찰의 폭력사태가 심각하다고 한다. 이러한 브라질 경찰제도의 개관, 경찰의 인사제도, 시사점, 주요치안이슈 및 지표 등에 대해 고찰해 보기로 하겠다.

Brazil is a long way off country, that is located in South Central America. I have tried to research on the police system in Brazil, I also have confirmed some information that were provided from the National Police Agency of South Korea, however, it was limited in both quality and quantity way. I could only find some information and even that were original editions which were researched by foreign organizations. Brazil has approximately 185,980,000 population that is the top 5th biggest population in the world. Not only the size of the population shows that Brazil is an enormous country, the land of Brazil is approximately 37 times bigger than the Peninsula of Korea(8,511,965㎢). Another famous fact of Brazil is soccer, as known as 'soccer of samba'. The United Nation has pointed out that the state of violence of Brazilian Police has reached at the cautious level, it is an exceedingly severe situation. In addition to the UN official's presentation of his/her report on Brazilian Police in 2007, they have not been observing properly even 1 clause out of the 33 clauses that were encouraged by the United Nation. In other words, Brazilian Police has not been following the clause that was encouraged by the UN, about the legal defense that occurs while they executing of public duty, such as acts of shooting guns at criminals. Particularly, they have never had an examination on those people who got shot by them, neither they have significant statistics. They only have tried to put somewhat efforts to reduce imprisonment and violence. Brazlian police are known as notorious police force in the world, not only the fact that they serve their duties in fully armed kit, they also exchange fire with criminal syndicates, shooting at civilians, etc. The state of violence of Brazilian police is severe. I am about to start researching on these facts of the system of Brazilian police including taking a general view of this system of Brazilian police, a system of Brazilian personnel management, a point of suggestion, main public peace as well as indicator of these issues.

최근 들어 범죄가 흉포화ㆍ무동기화․지능화․광역화되어 가고 있음은 범죄예방과 검거에 많은 지장을 초래하고 있으며, 특히 경찰의 치안활동에 커다란 변화를 요구하고 있다. 이러한 변화의 핵심은 기존의 일방통행식 전통적 경찰활동(Community Policing)에서 과감하게 탈피하는 것이다. 오늘날의 경찰활동은 패러다임의 대 전환기에 있다. 경찰의 범죄 인지능력과 범인 검거능력을 향상 시켜 많은 범죄를 신속하게 해결하는 것을 목표로 하였던 전통적인 법집행 경찰활동으로부터 지역사회 공동체의 모든 분야와 협력하여 범죄 발생을 예방하고 범죄로부터 피해를 줄이는 것을 목표로 하는 지역사회 경찰활동에로의 전환 이다. 이제 우리 경찰도 이러한 바탕위에서 경찰활동을 하여야 할 때가 되었다. 그 이유는 지역사회 경찰활동의 이념적 당위성 때문만이 아니라, 범죄의 예방 을 통한 범죄통제는 범죄문제의 해결을 위해 노력해온 인류가 역사적으로 경험 하여 온 결론이기 때문이다.

Fifth, It is a substantial of the autonomous crime prevention. The participation where the local civils are active in autonomous method righteousness activity the fact that it expects is hard job. In order more actively the local civils to consider same points to participate it stands the local civils must strengthen a public relation in the object. Sixth, It is a benchmarking of foreign excellent example. Is not the fact that the community policing system of foreign police is unconditional and excellent. Only, it transfigures. It does with the system which hits to our actual conditions to introduce the system which is excellent hits to our actual conditions to make.

본 연구는 프랑스에서 파리시 다음으로 인구가 많은 거대 도시이면서 인터폴 (Interpol)의 본부가 위치하고 있는 리용(Lyon)시의 기초자치단체에서 도입 운 영되고 있는 자치경찰제를 살펴보고 또한 동시에 우리나라 제주특별자치도에서 2006년 7월 1일 도입되어 운영 중인 제주자치경찰제에 대해 단순 비교해 봄으로써 우리가 얻을 수 있는 시사점은 무엇인지를 찾아보는데 목적을 두고 있다. 우리나라의 자치경찰제 도입에 관한 논의는 역대 수많은 정부에서 시도 되었던 사안이고 매번 국가안보의 중요성에 밀려 국가경찰제를 유지함이 바람 직하다는 여론이 우위를 점함으로써 제자리에 머물러 오다가 제주특별자치도의 출범과 함께 세상의 빛을 보게된 것이다. 그러나 제주특별자치도의 자치경찰제는 광역도의 장인 제주도지사가 자치경찰의 임명권자라는 사실이며 여기 에서 단순비교해보는 프랑스 리용시의 경우는 기초자치단체라는 점이 큰 차이 점이다. 그러나 제주도가 광역자치단체임에도 불구하고 기초자치단체인 리용시 의 경우보다 오히려 인구수가 더 적다는 차이점이 존재한다. 원래 제주특별자치도에서 2006년 7월에 자치경찰제를 도입할 때 이것이 프랑스의 자치경찰제 에 가장 가까운 모델이었다는 점은 우리에게 익히 알려진 사실이다. 그 당시에 우리나라 자치경찰제 도입을 위해 관여했던 전문가들은 하나같이 프랑스, 스페인, 이탈리아를 방문해 유럽에서 도입운영 중인 자치경찰제 모형을 벤치마킹하고 돌아와 완성한 제도라는 점을 부인하기 어렵다. 위에서 소개한 유럽 3국은 국가경찰제를 그대로 운영하면서 별도로 기초자치단체장의 책임하에 별도로 자체예산을 마련해 자치경찰제를 운영하고 있음에 착안했던 것이다. 따라서 국가경찰제는 기존대로 유지되는 공통점을 지니고 있다. 본 논문은 서술적 방식 에 의해 양 지역의 자료를 활용하여 단순비교함으로써 우리나라 제주자치경찰 제와 큰 차이점은 무엇이고 그로부터 얻을 수 있는 시사점을 살펴보는데 목적을 두었다.
