본 연구는 인류의 생존과 경제활동의 결과로 필연적으로 발생할 수 밖에 없는 쓰레 기를 업사이클하는 사회적 경제 산업이 성장함에 따라 그 종사자들의 역량강화의 필 요성 또한 높아짐에 따라 수행되었다. 사회적 경제 영역의 실무자들에게 요구되는 핵 심역량을 도출하기 위해 Dubois(1993)의‘일반모델 덧씌우기’방법을 사용하였다. 업사이 클 분야 선행연구의 부족으로 사회적 경제 영역 핵심역량모델링에 대한 선행연구 문 헌분석을 통해 도출한 초안을 바탕으로 전문가 FGI를 수행하고, 추가적으로 실무자들 을 대상으로 설문조사를 수행하고 IPA를 수행하였다. 업사이클분야 실무자에 대한 역 량의 중요성, 보유 정도에 대한 IPA 분석 결과, 중요도는 높지만 보유 정도가 낮아 강화가 시급하다고 인식된 역량으로는 ‘대외역량’, ‘융복합적 사고’, ‘기획역량’, ‘도전정 신(혁신)’, ‘조직운영역량’, ‘자기계발능력’, ‘업무추진력’ 등 총 8개로 확인되었고, 이에 대한 지속적인 교육이 필요함을 시사하였다.

This study was conducted in response to the growing need for capacity-building among workers in the social economy sector, as the upcycling industry?an inevitable outcome of human survival and economic activities?continues to expand. To identify the core competencies required of practitioners in the social economy, Dubois’ (1993) “overlaying generic models” method was employed. Due to the lack of prior research specifically focused on the upcycling sector, a preliminary competency framework was first derived through a literature review on competency modeling within the broader social economy context. This framework was then refined through expert focus group interviews (FGIs) and further validated via a survey of field practitioners, followed by Importance?Performance Analysis (IPA). The IPA revealed eight competencies that were perceived as highly important but insufficiently developed among practitioners: external communication competency, convergent thinking, planning competency, innovative spirit, organizational management competency, self-development ability, and execution ability. These findings suggest the necessity of ongoing education and training programs to strengthen these competencies in the upcycling social economy workforce.

이 연구는 발달장애인의 경제적 자립과 사회참여를 위해 경제교육이 필수적임에도 불구하고, 현실에서는 교육 기회가 매우 부족하다는 문제의식에서 출발하였다. 문헌 분석을 통해 발달장애인의 특성과 경제활동 현황을 살펴보고, 국내에서 제공되는 경 제교육 프로그램들을 조사하여 그 한계와 개선 필요성을 제기하였다. 특히 부모와 장 애인복지시설 종사자들이 발달장애인을 대상으로 경제교육이 어떻게 설계되고 운영되 어야 하는지에 대한 요구를 파악할 필요성이 강조되었다. 이 연구는 발달장애인 대상 경제교육 프로그램 개발을 위한 기초 작업으로, 향후 수요자 중심의 교육 프로그램 개발을 위해 요구분석의 방법론(설문, IPA, 델파이 등) 을 검토하고 적용방향을 제안하였다. 체계적이고 실효성 있는 경제교육의 정착을 위 해서는 당사자뿐 아니라 부모 및 종사자의 인식과 요구를 반영하는 교육 설계가 필요 하다는 점에서, 이 연구는 향후 발달장애인 경제교육 관련 실천과 정책 개발에 기초 자료로 활용될 수 있다.

This study explores the necessity of economic education for individuals with developmental disabilities, who often face challenges in achieving economic independence due to limited educational opportunities. Despite the recognized importance of such education, existing programs remain fragmented and insufficient. Through literature review and analysis of existing educational programs developed by government agencies, this study identifies key limitations and emphasizes the need for a structured and targeted approach to economic education. In particular, the study highlights the necessity of assessing the educational needs and perceptions of both parents of individuals with developmental disabilities and staff at disability welfare institutions. As a foundation for developing effective and demand-based economic education programs, the study proposes a multi-step needs analysis framework, including literature analysis, expert surveys, and user-centered tools such as the IPA (Importance?Performance Analysis) and Delphi method. Ultimately, this research underscores the importance of incorporating the voices of families and frontline workers into the design and implementation of economic education. The findings are expected to serve as a foundation for developing practical programs and policies that support the economic empowerment and social inclusion of individuals with developmental disabilities.
