최근 한국사회는 다인종, 다민족, 다문화 사회를 맞이하여 다문화청소년들의 교육 및 적응에 대한 연구들이 급격하게 증가하고 있다. 향후 바람직한 다 문화사회를 준비하기 위해서는 우리사회 전반의 다문화 역량개발과 함께 다 문화청소년의 역량을 강화할 필요성이 있다. 따라서 본 연구에서는 다문화 청소년의 현황을 통해 문제점을 분석하고, 현재의 문제해결과 예방적 차원 의 다문화 역량을 강화시킬 수 있는 프로그램 개발 방향을 논의하였다. 이 를 위해 다문화청소년들의 역량과 관련된다고 할 수 있는 변인으로써 한국 어능력과 이중언어 능력, 정체성 및 가정환경, 학교환경 등의 요인을 분석 하여 역량강화 프로그램 개발 방향을 위한 기초적인 제안을 하였다

Studies on the education and adaptation of multicultural Youth are increasing rapidly as South Korea is transforming into a multiracial, multiethnic, and multicultural society. To prepare for a desirable multicultural society, we should cultivate multicultural capacity at large as well as strengthen the competency of multicultural Youth. Thus, this study analyzes the current status and issues of multicultural Youth and discusses the direction of program development to strengthen multicultural capacity so as to solve the current issues with a preventive approach. For this purpose, this study analyzes such factors as Korean language ability, bilingual ability, identity, family environment, and school environment, and proposes a competency buildup program

본 연구는 학교밖청소년지원센터의 운영을 다양한 관점에서 살펴보며 그 실태와 문제점을 확인하고 효율적 운영을 위한 개선방안을 탐색하는데 목적 이 있다. 이를 수행하기 위하여 심층면접, 문헌연구, 개방형 설문을 실시하 여 종합적으로 분석한 사례연구를 실시하였다. 수집된 자료는 Gilbert와 Terrell(2008)의 정책분석틀을 활용하여 조직과 인력, 서비스 대상, 예산, 서 비스 내용의 4가지로 분석되었다. 구체적으로 시․군․구 센터에 대한 법령 및 사업지침, 선행연구 및 보고서 등을 분석하여 심층면접에서 나타난 결과들 을 확인하였다. 먼저, 센터의 조직 및 인력이 적절한지 확인한 결과, 지역사 회 내 청소년복지정책의 실행과 적절한 서비스 제공을 위해서 변화가 필요 하다는 것이 분석되었다. 이에 따른 정책적 욕구에 맞는 현행 개선과 서비 스의 다양성이 필요하다는 것을 알 수 있었다.

The purpose of this study is to examine the operation of the out - of - school youth support center from various perspectives, to identify the actual conditions and problems, and to search for improvement measures for efficient operation. To do this, we carried out in - depth interviews, literature reviews, open - ended questionnaires, and case studies. The collected data were analyzed by using the policy analysis framework of Gilbert and Terrell (2008), and analyzed by organization, personnel, service target, budget, and service contents. Specifically, the results of the in - depth interviews were analyzed by analyzing the statutes, business guidelines, preliminary researches and reports on the city center. First, we confirmed that the organization and manpower of the center were appropriate, and it was analyzed that changes are needed to implement youth welfare policies and provide appropriate services in the local community. And it is necessary to improve the current situation and diversity of services according to the policy needs.

본 연구의 목적은 이주배경청소년지원센터로써 단일기관인 무지개청소년 센터 운영을 분석하고 미래지향적 운영방안을 모색하여 이주배경청소년지원 센터의 추가설립을 위한 운영모델을 제시하고자 하였다. 현재 운영 중인 무지개청소년센터의 현황을 분석하여 단일기관이 갖는 문 제, 법 명시의 문제, 전문성 문제, 접근성 문제, 프로그램 운영 문제 등이 도 출되었다. 이를 토대로 미래지향적 운영 방안을 제시하면 다음과 같다. 첫째, 이주배경청소년지원센터의 중앙기관으로써의 역할 둘째, 이주배경청소년지원센터의 추가설립 셋째, 이주배경청소년전문가 전문연수 실시 넷째, 이주배경청소년지원센터에 청소년지도사, 청소년상담사의 배치

The purpose of the study is to analyze the current management of Rainbow Youth Center, which is a single organization as a migrant Youth support center and to explore a future-oriented management approach as to suggest a management model for the additional establishment of migrant Youth centers. Through the analysis of the current status of Rainbow Youth center, issues they face as a single organization, issues with the legal statement, professional service, accessibility, and program management. Based on the analysis, the following future-oriented management approach was proposed: First, playing the role of a central organization for migrant Youth support centers. Second, the additional establishment of migrant Youth support centers. Third, the implementation of professional training programs for migrant Youth experts. Fourth, the placement of youth leaders and youth counselors at migrant Youth support centers.

본 연구에서는 2009년부터 경기도에서 특화사업으로 운영하고 있는「다문화 가족자녀 방문학습지 지원」사업의 효과성을 분석하였다. 사업의 안정적인 정착과 활성화를 위해 이용자 개개인의 특성과 요구를 반영하고, 사업성과 에 대한 점검을 통해 보다 효율적인 사업운영 방안을 제시하고자 하였다. 3 세~12세 다문화가족자녀의 보호자 544명을 대상으로 설문조사를 실시하여 최종적으로 수집된 자료를 빈도 분석하고, 집단 간 차이를 검증하였다. 연구결과의 주요 정책적 시사점은 서비스에 대한 정보접근의 격차, 한글과 국어 외에 기초 교과목 지도에 대한 요구, 일정액의 자부담에 대한 고려 등 이 도출되었다. 연구결과를 종합하여 향후 다문화가족자녀 방문학습지 지원 사업을 효과적 으로 운영하기 위한 대안을 제시하였다. 사업운영의 효율화를 위한 정책방 향을 지역적 편차 해소, 합리적 행정체계 정비, 서비스의 질제고 및 수요자 만족도 증진으로 설정하고 그에 따른 구체적인 정책과제를 제안하였다.

This study aims to analyze effectiveness on the project to support home study materials by visiting a multicultural family’s children, as operated in Gyeonggi Province as a specialized project since 2009. This study presents efficient project operation measures complementing things to improve through the reflection of an individual user‘s characteristics and needs for stable settlement and activation of the project, and a review of the project’s achievements. For this study, the survey was conducted with 544 parents of multicultural family’s Children and the collected data were statistically analyzed. The study found that some differences existed between groups. The main policy implications in this study are: the information access gap on services, the requirements on the teaching of basic subjects other than Hangeul and Korean, and the consideration of a certain amount of user payment. This study proposed alternatives for the efficient operation of the project mentioned above: This study proposed specific policy propulsion tasks after setting the policy direction for efficient project operation as such as the ease of regional gap, reorganization of rational administrative system, and enhancement of service quality and consumer satisfaction.
