Army leadership may be summarized as partaking in 'information society', having 'respect for human life', and embodying 'new generation values', and thus requires new development and change. Points to be considered in the development process for army leadership are first, making effort to creatively utilize a variety of leadership theories needed in academia. A leader should embody morals and conduct that transcend time-space, and based on this, exhibit transformational, authentic and situational leadership qualities. Second, harmony and balance with regard to tradition and change are needed. Therefore, organization-centered leadership and person-centered leadership, as well as the wisdom to apply discipline command and mission command appropriately to different contexts is important. Third, a leader must positively promote and disseminate public education for the transformation of military life. For this purpose, he must expand his knowledge of various kinds of leadership and institute programs for improving followership to create an army that people want to join. Fourth, there is a need to newly supplement the evaluation system for ‘leadership effectiveness’. Especially, aspects such as intangible combat power and rationality in command should be reflected in evaluation criteria. What is most important to being an exceptional leader is exhibiting the posture and competence of a "leader". Therefore, all army leaders must adopt the habit of self-diagnosing their own leadership (skills).

The childbirth rate of Korea which have became an advanced nation descended to lowest level in the world. Korea society has been proud of a unitary race, but recently convert to Multi-cultural Society rapidly because of a rapid increase in alien worker and international marriage. Like these society state affect to Korean Military. State of low childbirth rate give the problem of military service resources limitation to Korean military. Good quality of human resources is a necessary condition to Korean military for military transformation. To solve these problem we have to develop the new policy. For example, reduce the rate of privates and raise the rate of executives, expand the system of paid volunteer soldiers and introduce the different service system, expand the woman strength in military service, and improve the age limit system. Besides, Enlistment of Multi-cultural youths will make much problem in barracks life, like as lack of capability in military service, be excluded from associate, suicide, and so on. To solve this problem, we could bench making the U.S. Army's 'Equal opportunity program(EOP)', and have to grope the stage management plan before enlist.

It is expected that the 2nd Obama administration will continue to implement its rebalancing East Asian strategy. The U.S. perceives China's threat, North Korea nuclear and missile with Kim Jong-un regime instability and natural disaster due to global warming related to regional strategic assessment. The primary emphases for rebalancing Asia policy are given to reinforcing the relations with allies, strengthening the partnership with emerging countries, establishing stable, constructive and productive relationship with China, building a regional cooperation regime, and supporting the sustainable and prosperous regional economy in Asian-Pacific region. In particular, the U.S. attempts to retain strategic cooperative relationship with China through the annual strategic and economic dialogue to prevent potential conflict. The U.S. policy toward South Korea exemplifies the ROK-U.S alliance as a linchpin in Asian-Pacific region by demonstrating the global partnership in terms of energy, global warming, counter-WMD, and peace reconstruction. The 2nd Obama adminstration policy toward North Korea is characteristic of Miyanma model in the event of North Korea denuclearization as well as extended deterrence related to North Korea nuclear and missile threat. The U.S. will conduct the pre-planned transition of wartime operation control as of Dec 1, 2015 in accordance with the roadmap of the Strategic alliance 2015. And the U.S. will settle down the strategic flexibility of the USFK to cope with contingencies in the region. Finally, the U.S. will continue to emphasize the trilateral security cooperation among the U.S., South Korea and Japan. The Republic of Korea should achieve the perfect alliance model by demonstrating the security autonomous posture by implementing the transition of wartime operational control as the ROK-U.S. alliance contributed to the ROK industrialization and democratization. Second, the ROK should develop preemptive action and procure assets to implement the strategy. In that sense, the ROK should also establish kill-chain system and Korea Air Missile Defense System. Third, the ROK should pursue the Trilateral Strategic Talks with the U.S. and China to collectively deter North Korea provocation, induce North Kore to integrate the regional community as a responsible state and cope with North Korea contingency. Fourth, the ROK and the U.S. should proactively participate in joining the international consortium to improve the North Korean desperate economic difficulty through the cross-border economic development of the belt along the international boarder between China, North Korea and Russia.

As selection of the standing committee members of the Central Political Bureau and suitable persons for the organization of the Chinese government was completed through the 18th Party Conference on November 2012 and meetings in March, the Xi Jinping leadership has begun. There is a large possibility that the Xi Jinping leadership will be inclined to find solutions to national problems during its incumbency, it will try to enhance Chinese influence based on the confidence of having become the world's second ranked economic nation. Its policy towards East Asia involves new bilateral relations and maritime powers. The new bilateral relations which can be called a base for the external policy of the Xi Jinping leadership is to build new relationships through reinforced communication with the US, and in the form of bilateral relations, equality and reliability are emphasized. With respect to the maritime powers, the government is to develop its maritime economy, protect its maritime ecological environment, rights and interests, build up maritime power, and show a firm attitude to its protection of maritime rights and interests. In terms of relations with North Korea, no significant change has been shown, but it is expected that there will be some micro adjustments, and it is judged that China will reinforce its relationship with Korea's new government and in particular, maintain close cooperation economically. Towards the Xi Jinping government's external strategies, Korea should define its position with the US and China, secure various channels of communication for dealing with North Korea by encouraging China to play a greater role, develop directions on participation in economic cooperation between North Korea and China, realize a win-win relationship through a Korea China FTA, and enhance reliability.

Not to mention the Rapidly changing overseas circumstances, Park Geun-Hye administration took its first step in an unprecedentedly difficult situation with such hardships as deepened mutual distrust and continued confrontation between South and North Korea caused by the long term standstill of inter-Korean relations along with the current aggravation of North Korean nuclear issue and the suspension of Gaesung industrial complex’s operation. In this condition, it became the matter of utmost urgency to shatter the clouds of conflict and normalize the relations between the two Koreas not merely to settle peace on Korean Peninsula but to establish peace regime in Northeast Asia. ‘Korean Peninsula trust-building process’ is to keep and promote South-North talk, cooperation and exchanges simultaneously focusing on trust and balance on the ground of unfaltering deterrence against North Korea to move inter-Korean relations forward. Consequently, the trust building process of Park Geun-hye administration concentrates on expanding the support to North Korea, building trust through North Korea’s moderate but gradual change, and opening an era of reconciliation and cooperation through those efforts. Cooperation in the field of economy and security is also included in the process. However, a fundamental question is still left to be addressed on whether it could be possible to build inter-Korean trust in this worsened situation of inter-Korean relations. Few can tell some groundwork for economic cooperation between South and North Korea can be made again in spite of Gaesung industrial complex closed currently. Besides, in the respect of President Park Geun-hye’s tendency to put emphasis on keeping principle and trust, There can be some possibility that the mistakes of MB administration will be repeated which is condemned not to remain flexible while emphasizing practicality. Nevertheless, we can see some positive signals such as South Korea taking the initiative with the U.S. government’s wholehearted support to ‘Korean peninsula trust-building process’ which is shown through the recent Korea-U.S. summit, the possibility of Chinese Government’s policy change toward North Korea, and multilateral system of complex cooperation based on the idea of peaceful cooperation in Northeast Asia. Therefore, Park Geun-hye administration should precedently lift the 5.24 action which has been in the way of exchanges and cooperation with North Korea to get the lead. In the meantime, North Korea regime of Kim jeong-eun should no more test the will of Park Geun-hye administration and must find an exit strategy of letting the Gaesung industrial complex operate again in order to create a desirable condition for the ‘Korean peninsula trust-building process’ to be put into practice.

North Korea announced that it succeeded to level-up its nuclear capabilities to mount nuclear weapons on the missiles, just after its third nuclear test on February 12, 2013. It is worried that any future military confrontation between South Korea and North Korea could be escalated into North Korean nuclear missile attack in the worst scenario. If North Korea threatens to attack with nuclear weapons, the only effective and feasible option for South Korea at this point would be to destroy North Korean nuclear missile sites or launchers on the ground before the actual attack. Because, the South Korea's effort to deter North Korean attack by the threat of massive retaliation with its non-nuclear weapons will not work and South Korean missile defense is not ready to hit-to-kill attacking North Korean nuclear missiles in the air. South Korea should discuss on the preemptive strike option as a very rational one against North Korean nuclear missile threat, because it cannot allow nuclear missile attack without any preemptive measure. It should review the possible scenarios for the preemptive strike, specific courses of action for the various scenarios and be ready for the success of the preemptive strike when it is ordered.

In modern Joint Warfare we must wage warfares in air, sea and land synchronously. In the air, sea and land we must fight just as an eagle does in the sky, shark does in the depth of sea, and lion does in the terrain of earth respectively. This means we must fight in the air, sea and land just as airpower strategist Douhet and Mitchell enjoins, maritime strategist Mahan and Corbett does, and land power strategist Jomini and Clausewith does respectively. These eagle, shark and lion must fight in a coherent way keeping a common goal in mind. This means these animals's action must be synchronized. That is the reason why we say modern warfare as multidimensional synchronized warfare. There are many different types of conflicts modern nations confront ranging from peace-keeping operations to high density conflict. As we can make surprisingly many different colors mixing red, yellow and green color, we must confront these crisis mixing Army, Navy and Airforce powers. Just as only through the appropriate combination of red, yellow and green colors, we can make any colors, in order to overcome crisis nation confront we must maintain Army, Navy and Airforce operating as enjoined in landpower strategy, maritime strategy and airpower strategy respectively.
