Owing to the rapid global growth in the internet and information technology, many governments around the world have transformed their services from the traditional services to electronic means. This study aims to propose an instrument dimensions for measuring egovernment service quality. The proposed instrument dimensions are identified based on SERVQUAL scale and on revising the literature. The proposed seven dimensions for measuring e-government service quality are website design, reliability, responsiveness, security/privacy, personalization, information, and ease of use. The contribution of this paper is to create awareness among e-service managers to give more attention to e-government service quality, as well as assisting them to improve e-service performance and effectiveness.

Thus Business models have to be continually adapted to meet the requirements of new business idea. One of these new and important business ideas is: how to supply the needs of small and medium sized enterprises (SME) with business software (E.g. Enterprise resource planning System (ERP)). This work aims to classify this business idea in order to apply it in an appropriate business model. The classification is done through the projection of the business idea into different characteristics and their attributes. The intricate construction of online educational systems lies within three principal activities: Design, Implementation and proper Post-implementation Assessment. There is not enough knowledge or experience in those aspects. Efficient execution of these three major activities necessitates the use of design and educational models to achieve the cost and time efficiency, as well as high academic quality. Utilization of online educational systems would benefit from a structured approach to design, implementation, and student’ assessment. We propose a general formulation of model as well as a framework for finding such patterns, so that it can improve the online educational systems for both teachers and students –allowing for more accurate assessment and more effective evaluation of the learning process.

Non-native speaker usage of English is changing. Under the historic impact of Information and Communications Technology and its critical Convergence, EFL/ESL usage will in future predominantly be online. It will be used to access, navigate and contribute to English language digital resources, and for computer-mediated communication with others who are in the main non-native speakers of English. These uses are computer-mediated, which has profound implications for Korean learners of English. For Korea to remain competitive in the global economy, its EFL should foster L2 Digital Literacy in English. With fast Internet connections, Korea is perhaps the most wired nation on Earth. To take advantage of this, ICT facilities in educational institutions need restructuring. Computermediated second language learning needs to be facilitated, particularly for native teacher English classes. Multimedia capable, mobile web solutions are needed that place the Internet in the hands of all students and teachers. Wi-Fi networked campuses allow any campus space to act as a wireless classroom. Teacher computer consoles with high-speed Internet access and OHP are required for every classroom. All students require adequate computing facilities, that are available anywhere, anytime. This has become feasible through providing every student on enrollment with a Wi-Fi+3G enabled Apple iPad, on which educational providers install, maintain and update E-texts and content creation and consumption Apps.

This study surveys the current status of use of FMC (Fixed Mobile Convergence) services, predicts which of the services will emerge as leading services in the future FMC market, and investigates how the intention to use FMC services is affected by their usefulness and price, and what role customers’loyalty toward a business plays in this relationship of influence. The results of this study can assist telecom operators in designing competitive FMC service bundles, pricing policy and marketing strategy.
