The purpose of this study is to introduce LEM(Location Efficiency Mortgage) in U.S. and envision the affordable housing supply in the center of mass transit. Urban sprawl and increasing car-use have made commuting laborers set their financial condition back and have deteriorated city’s air condition. LEM is invented for the purpose of overcoming the urban sprawl problem and enhancing the purchasing power of low income house demander simultaneously. Owing to co-work of many institutes and authorities concerned, that is, The Natural Resources Defense Council, The Center for Neighborhood Technology, and The Surface Transportation Policy Project, the scheme of LEM has been made. Transit user who lives in location efficiency Area can borrow more money as much as transportation savings. This paper compares LEM with the various housing policies, such as Bogeumjari housing, SHIFT, and LIHTC. Also the limitations and controversy of LEM is described and the prospect and tasks of application LEM to Korean housing market is suggested.

A concept of T-Hub to integrate multimodal transfer facility with urban multi-dimensional complex space is proposed by considering urban transport and activity systems. T-Hub provides a central space to support transport mobility and the complex nature of daily urban activities. An alternative site in Seoul Metropolitan Area is selected to analyze the applicability of T-Hub to realize the integration of transport and urban activity systems by providing the effective and amiable environment. The study also suggests the key planning concepts for the T-Hub proposed in Samsung-dong.

The purpose of this study is to propose policy plan of new housing culture according to Happyhouse project doing with demonstration project. The research method uses literature investigation and case study with base present condition analysis. House on our housing culture was understood with a means of the property until today. We need to take a viewpoint in which the house is thought with the nest of life from now. For 50 years in recent times, our housing culture was largely changed from the economic growth which is quick and city process in which people concentrate to city. The housing shortage problems were solved in some degree. Namely, the housing environment was magnified quantitatively and the qualitative levels of house were considerably improved. However, pursuit of the quantitative magnification and effectiveness of the house brought about the housing environment which was made of uniform mass production like the apartment. Now we should see newly with essential value of the house which is a space of life. Happyhouse will provide to the detached home the service of residential energy efficiency improvement, operation management and housing welfare. This keeps the strong point of the detached home which was gotten by nature and the apartment house which is convenient to live. This will also be able to improve the uniform housing culture of apartment house that people is liking. If we participate to a housing cultural movement in future and actively, the problem of our housing culture will be improved and the essential value of the house will be able to be recovered.

This study attempted to evaluate Seoul’s renewal projects whether or not they comply with a planning strategy of its sustainable development. For this, the case studies of 19 areas from 2004 to 2006 were reviewed. The following processes were adopted for the study: First, we addressed methodologies about urban development project evaluation based on urban sustainable development. Second, according to basic survey indexes the renewal purpose of urban sustainable development on administrative Dong was analyzed using factor analysis. Third, the detailed renewal purpose of urban sustainable development was set by examining successful foreign cases of urban regeneration projects. Fourth, we compared the renewal purpose of Seoul’s urban sustainable development and the renewal purposes of its renewal projects. It was found that there are differences between them.

In this study, the strengths and weaknesses of the prediction and application of charging to the development of large scale buildings in Incheon, some preconditions are discussed. Research results include, as a result of estimations based on the assumption that the system has existed since 1994, that the possible levy could be more than 17 billion won annually and the tax revenue of Incheon could increase more than 9 billion won annually. As a result of estimations considering the future development plans which are the 2025 Incheon General Plan and the Urban Regeneration Plan 2025 in Incheon, the possible levy will be more than 16 billion won annually and the tax revenue for Incheon will increase more than 9 billion won annually. In conclusion, in order to introduce the system of charging to the development of large scale buildings in Incheon, it is required to entrust some power about charging for the development of large scale buildings to city ordinances.
