Coworking space represents urban working space and a network focal point, which also has high potential for future incorporation and expansion of various functions. Currently, coworking space is expanding, domestically and abroad, in diverse forms, for which, the present study aimed to categorize this into a set range and investigate the differences in spatial structure by each type. First, the present study investigated the layouts of coworking spaces in Japan, that are diverse and in general use, for the purposes of stereotyping them and analyzing the their differences. Types of space were categorized as incubating, coordinating, and networking types, and it was determined that there were differences in the layout structure based on operational objectives of each type. The point of discussion for the present study lies with the fact that, under the hypothesis that urban coworking space projects will expand and differentiate by function in the future, the present study verified that there are differences in spatial structure by type based on actual sharing of common work space and network between users. The present study examined the characteristics of co-working as urban space via analysis of sample case from Japan, the results of which can be used for comparative analysis with domestic situation and as basic data for spatial planning.

This study analyses main causes of the failure in urban development project in an aspect of urban development policy and its system, focused on the litigation of Yongsan international district development project. Main issues of law suits were as follows: procedural problems of Urban Development Act regarding hearing current residents' opinions, complaints about the clause that allows eminent domain with only half of resident' agreement, and controversy over the validity of using the date of compensation which is mentioned in Urban Development Guideline. This study reviews the court's decision, and analyses the limitations of current urban development ruling system. It suggests following measures. First, in order to apply Urban Development Act to the projects located in developed sites, public hearing system from existing residents should be reinforced. Second, it is necessary to modify minimum level of residents' agreement for eminent domain. Last, highly sensitive issues related to the residents' compensation should be stated in Act not an ordinance or a guideline.

The city of Daegu has six kinds of special zones- Educational Globalization Special Area, Local specialization development zone, Free Economic Zone(FEZ), Innopolis, Innocity, Medivalley. Some areas are designated as a special zone, while two or three special zones can overlap each other. Overlapped special zones are able to have a synergy effect. But it appears that the overlapping of special zone is ineffective in Daegu. An excess of special zone is being pointed out. Organizations for managing the special zones don't work closely with each other. And people are confused because organizations where people have to visit for public service vary in different localities. As the result, this study shows the following implications. 1) special zones should be designated to create a synergy effect in relation with other special zones. 2) special zones should not be designated until the long-term development direction of city is considered carefully. 3) Daegu should have a organization which handles everything that has to do with foreign investment.
