As Urban-to-Rural Migration (URM) has been increasing, new practical activation policies are required to accommodate the housing demand and make the new migrants successful settle in the rural area. Though national and local government have been carried out diverse policies, but they could not cope with increasing requirements of return farmers. Because they mainly focused on individual migrant support such as housing mediation or education of agricultural technologies, they could not produce positive outcomes. Therefore this study suggested a ‘Sumim Village(스밈마을)’ model which is a kind of collective residence where URM people moves into. Sumim Village is pervasive new migrants and native people who live in same area. In addition this study suggested a specialized support system according to four kinds of URM types with community center which manages and supports UR migrants to settle down quickly.

According to becoming aged society in Korea, age-friendly community has emerged as an important issue in urban planning. This paper aims to analyze the urban policy in NYC and the urban characteristics of agefriendly communities by the case study of community district 7 in Manhattan. Analysis results that housing, land use, and transportation are the elementary policy sectors for low- income elderly residents who have lived in existing urban district. First, on the basis of the ‘aging in place’ concept, affordable housing policy for creating and preserving housing units is adapted for the age-friendly community. Secondly, high level of mixed-use promote the livable community environment for elderly residents. Third, remodelling crossroads, such as ‘complete street’, and improving public transport result in walkable and easy-to-access environment. Therefore, urban planning can be the tool for maximizing health and quality of life for age-friendly community.

This study aim to evaluates the urban form Type of Kang Buk and Kang Nam formed as the central urban area in 1970-80s to compares and analyze how corresponds to the City Problem. Mugyo-dong°§Da-dong°Øs Block of C.B.D in Kang-Buk and Yeoksam-dong°Øs Block of sub C.B.D in Kang-Nam are selected as comparative area. The comparative criteria drawn by the result of the Urban Doughnut Phenomena, the Reduction of Vitality of in Street Space and the urban planning factor which is analyzable are set. Two types of the urban form were compared and the results are as follows. Mugyo-dong°§Da-dong°Øs Block has vulnerable structure about the Urban Problem for this reason. For examples, the decline of the diversity and the absence of the residential function, the uniform arrangement of the road, the internal block consisting of the large lot, the discontinuous street space, the insufficient activation Use and the building°Øs entrances. On the other hand Yeoksam-dong°Øs Block has adaptable structure about the Urban Problem. For examples, the mixed Land Use and function, the various pattern of the network, the internal block consisting of the small lots, the continuous and organic street space, the various Use and the building°Øs elevation. This research result shows that urban form gives the very important effect in the function and role of the central urban area.

This study is aimed to analyze whether the movement of targeted urban public facility could contribute to the improvement of facility users' convenience in terms of accessibility. To measure the accessibility, the total travel distance was estimated through multiplying network distance by the number of users as weights. Consequently the spatial efficiency was estimated. To calculate the network distance, the shortest distance was selected using GIS. On the other hand, highly frequented transit route in case of using public transportation was considered as the shortest distance. According to analytical results, the necessity of location and its systematization, in view of the accessibility of facility users, was meaningful in case of Yongsan-gu. Moreover, there was the difference between the accessibility of the shortest distance and that of public transportation, which was calculated based on GIS. The accessibility of public transportation is closer to spatial efficiency and equity. In conclusion, this study suggests the accessibility of public transportation be considered to judge the spatial efficiency of urban public facilities.

The objective of this study is to compare policy networks on the utilization of cultural heritages by Korean local governments. For this study two cases of policy networks on the utilization of cultural heritages; one from the case of the utilization of a prehistoric site at Yeoncheon, Gyeonggi Province and the other from that of ancient dolmen site at Hwasun, Jeollanam Province. Yeoncheon’s utilization of the prehistoric site turned into a successful Yeoncheon Jeongok-ri Paleolithic Festival, while Hwasun Dolmen Festival using the dolmen site turned out to be an unsuccessful utilization of cultural heritage. I examined the two cases of the utilization policies of cultural heritages by employing the policy network framework. The main findings of the study are as follows : While Yeoncheon had strong incentive structure, Hwasun lacked any of such incentive structure. In Yeoncheon Jeongok-ri Paleolithic Festival case, the key actors such as Yeoncheon local government, Gyeonggi provincial government and archeology circle were actively exchanged the resources and kept the cooperative relationship in tact from the beginning to the end. Yet, in the case of Hwasun Dolmen Festival, Hwasun local government was the only actor and none of any support from the public, the local business, bureaucrats of the local government, and the archeology circle in the region so that it was unable to make the festival keep going when the government leadership was changed by the local election. It might be argued with the findings of the study that the successful utilization of cultural heritage depends on policy environments, which would induce to activate an incentive structure for the region and more importantly on the cooperation among key stakeholders of cultural heritage such as local government and cultural heritage experts.
