It is the time for blind people to participate elections independently. A special segment of the population, such as visually impaired voters has the right to vote and choose their representative; it is an essential part of democracy. Extant election systems do not adequately serve this goal. This paper focuses on blind people and aims to provide a new voting system to give blind and low vision voters more choices to participate the election process.

The supply chain risk assessment and management system has been developed, people still do not determine the way to overcome all these risks, especially for high impact, low probability events, such as SARS and the outbreak of foot-and-mouth disease, or a centralized terrorist attacks. This is because the lack of historical data to make all kinds of prediction and statistical tools fail. The modern supply chain were more vulnerable to risk, supply chain risk mainly comes from many aspects of the internal and external environment, the supply chain industry products background, upstream and downstream supply chain relationship, decision support. In this paper, the establishment of a complete supply chain model with variable structure, through the simulation method for quantitative observation of supply chain flexibility curve, and abstract to describe the elastic curve of a set of parameters; after the design of simulation experiment to observe the different supply chain structure parameters (inventory level, supply chain, supplier selection for number of sources) influence supply chain resilience curve.

With the development of cloud computing, big data, Internet of things, the traditional logistics industry integration of the Internet. It gave birth to a variety of business models and Shared prosperity. It has discovered the dynamic factors of logistics industry in Jing-Jin-Ji region (Beijing, Tianjin and Hebei region) were related to the regional network, industry integration and business innovation, etc. This article, based on the investigation of "the networked logistics industry" in Beijing, Tianjin, Hebei, influence elements of logistics industry,established the model of combination of the dynamics.The model reflected the network in the process of logistics industry,which including four dimensions :the logistics industry benefit, scale of logistics, the logistics demand and logistics network resources, to simulate the trend of the logistics industry network. In addition, It observed the dynamic effect of the four-dimensional one completely changed. It has been found that the influence of scale of logistics efficiency and logistics more network logistics industry in Jing-Jin-Ji. But it is not obvious, the influence of the network resources, the logistics demand of network logistics industry in Jing-Jin-Ji area.

With the shortage of water resources and water pollution, a series of global water problems have become more and more serious. The development and utilization of traditional water resources can no longer meet the needs of human and social economic development. In this paper, the authors analyze support vector machine algorithm application in the sustainable utilization of regional water resources. We describe the research status of support vector machines and water resources sustainable utilization, and establish the evaluation model of sustainable utilization of water resources based on SVM. By making quantitative analysis and evaluation on the current regional sustainable utilization of water resources, we can understand the existing problems in the development and utilization of water resources, and provides a new basis for the new situation of the development of water resources protection and utilization planning.

Optimal solution and simulation has been made for model through improved genetic algorithm based on the established mathematical model. Distribution route optimization problem can be solved by algorithm in a better way based on the features of distribution optimization problem of complicated path and through improved genetic algorithm and adding population pretreatment operator; finally, simulation experiment has been made through MATLAB simulation software.

Nowadays, a huge amount of data is stored in system from web, mobile, social media, and health centre or from any production company. Unfortunately these data cannot be used as it is. For knowledge discovery, we must use the quality input. To convert this data into quality input, we have many algorithms and methods in data mining. The preprocessing techniques are used for convert the noise data into quality data. So preprocessing steps are the most important steps in data mining. This paper presents all data preprocessing methods. Here the authors describes the four main process namely data cleaning, data integration, data reduction and data transformation.

Reasonable transportation mode selection of agricultural products concerns the cost, efficiency and safety of the transportation process. The technical features and economic advantages of highway transportation are different and this transportation mode holds obvious advantages over other modes under the same transportation demand. This paper reviews the general principle and demands of transportation mode selection, establishes structural equation model and studies the impact of various factors under different transportation modes. By setting the formulation, low-carbon environmental philosophy” as impersonal restricted factors latent variables, setting “cost, efficiency, security preference” as subjective factors latent variables and the analysis and verification based on measurement model, the impact of different transportation modes on factors like cost, time and security is concluded, which provides suggestions for the transportation of agricultural products that have different requirement attributes.

In order to explore the influencing factors of green process innovation path of manufacturing, this paper puts forward a concept model of influencing factors of green process innovation path of manufacturing based on the niche ecostate-ecorole theory, studying the influencing factors from three aspects: the ecostate attribute, the ecostate and ecorole interface attribute, and the ecorole attribute. It proposes some hypotheses and tests them by carrying out structural equation model analysis on the basis of large sample data from 29 manufacturing industries in China, and then makes empirical researches on the influencing power of each factor on green process innovation path. The study tells us that the ecostate attribute, the ecostate and ecorole interface attribute and the ecorole attribute of green process innovation have obvious positive influences on green process innovation path of manufacturing. Among which, personnel and funds of scientific and technological activities, tax exemption and reduction to encourage technology development, and the rate of assets contribution have the most significant impact on green process innovation path of manufacturing.
