The purpose of this study is to analyze the business model of social enterprise focusing on Happy Wondeok Inc. connected with KOSPO set up by the commercial law as one of public institutions. For this purpose, we draw an analysis model based on a theoretical review of existing studies on the business model of social enterprise. Analysis model we are established in this study includes three components such as value proposition, value creation, and value capture derived with basic recognition that social enterprise is the hybrid. The results of this study in summary are as follows. Happy Wondeok Inc. is building a successful business model to realize the dual values of social enterprise. As a result, a business model of Happy Wondeok Inc. provides us with a clear answer in all components such as value proposition, value creation, and value capture. And this study has several implications. First, this study will extend a horizon of real case studies beyond the limits of existing studies such as a simple classification of business model et al. Second, this study will provide us with an answer to questions of how it is to design the business model of social enterprise.

This paper aims to identify major policy issues on superintendent election system which has been politically controversial since its introduction in 2007 and to put forward policy alternatives to alleviate drawbacks and to reduce costs associated the system. Current system for electing superintendent has been changed so often and due to many reasons, but institutional problems have been still in place, and accordingly many policy suggestions have been made in order to tackle those problems by policy makers and academics. In recent times, Presidential Committee on Local Autonomy Development has published long-term plan to strengthen local autonomy in days to come, including reshuffling superintendent election system. Against this background, this paper attempts to derive major policy issues regarding superintendent election system and to suggest policy ideas enabling to ameliorate drawbacks relating to the election system. The conclusions of this study are as follows. First, the election system which can lower political and administrative costs during election period should be introduced. Second, it is necessary that we discuss more openly and more objectively the superintendent election-related issues rather than politically and ideologically.
공공기관의 도덕적 해이 수준 측정 및 영향요인 분석 - 구성원의 주관적 인식을 중심으로 -

The purpose of this study was to explore the level and the influence factors of moral hazards in the Korean public sector. This study was performed on the basis of 742 workers' survey from 8 Korean public enterprises using Structural Equation Model. The first finding of this study was that the total score of the moral hazard is 47.9 points out of 100. In that most employees of public enterprises tend to evaluate moral hazards on a conservative basis, it can be mentioned that the score is not so low. The second finding is that self-interest behavior showed the highest path-coefficient of 0.42, and easy-going attitude, dependency behavior, reckless management and followed with 0.35, 0.25 and 0.15 respectively. This result means that self-interest behavior has the strongest impact out of four factors, while reckless management has a relatively low influence. It was suggested that the control over moral hazards of Korean public enterprises should be focused upon the reduction of self-interest behavior and easy-going attitude rather than reckless management on the basis of the study result.

The purpose of this study is to empirically confirm the outcome of community network outreach program for finding rural elderly in crisis: focusing on the Chungwon Senior Happy Network. This study also tries to find the factors which have an impact on that outcome. To accomplish this goal, 176 community leaders, who are called 'Jikimee', that have participated in the program, were selected and investigated. Hierarchical regression analysis was examined to identify the effect of social capital related variables: network activity, trust, social support on the outcome of the community network outreach program. The findings of this study show that social support, network activity, and trust between organization staffs and community leaders were significant factors, and had an effect on the outcome of networking. As a result, this study implies the necessity for social work practice to promote the outcome of social welfare service network in rural areas.

This study analyzes Saemaul leaders’ understanding and activities in the Saemaul Undong according to their participation in educational training, and then comparatively explores the contents and importance of factors which influence satisfactory participation such as roles, policy implementation, and satisfaction with educational training. The goal is to seek expansive alternatives for improving Saemaul leaders’ satisfaction, roles, and leadership training in the future based on the results. Results show that irrespective of age, education, and monthly income, the leaders’ understanding and cognitive awareness of the Saemaul Undong were very high, and that their positive evaluations were extremely high. Furthermore, it can be seen that for Saemaul leaders greater periods of activity and voluntary service led to stronger positive evaluations of the Saemaul Undong. And as leaders they showed consistently higher levels of satisfaction with the Saemaul Undong they displayed a greater willingness to participate along with more active roles. The need for systematic leadership education is strongly apparent. These results imply the need for Saemaul leader (re)training, systematic development, identity establishment, and strengthened self-respect.

Organizational politics and conflicts are very natural phenomenon in every organization. However, organizational politics and conflicts have been frequently neglected in previous studies in public administration and public organization studies. Therefore, this study is to analyze the relationships between organizational cultures, organizational politics, and organizational conflicts and conflict management types. Based on the results of the empirical analyses, relationship-oriented culture decreased organizational politics and conflicts. Moreover, it has positive effects on desirable conflict management types such as collaboration and accommodation. However, hierarchical culture has negative effects on organizational politics, conflicts, and conflict management.
This study analyzed the impacts of organizational trust, perceived by social workers on sponsorship outcome with organizational commitment and sponsorship marketing as mediating factors, so as to obtain guidelines on sponsorship activation strategies of social welfare organizations. As a result of an analysis, it turned out that all the factors of organizational trust, organizational commitment and sponsorship marketing had positive (+) correlations with sponsorship outcome. In addition, as a result of verification of a hypothetical model that organizational trust would have a direct impact on sponsorship outcome and at the same time, it has an impact on the result of sponsorship activities by mediating organizational commitment and sponsorship marketing, through Structural Equation Modeling (SEM), it was found that the research model set up by this researcher is suitable for data. This suggests that organizational trust of the social workers in charge should precede in order for social welfare organizations to develop sponsors and activate the development of contributions in the future, and it is confirmed that a clinical approach is necessary, centering around organizational trust, organizational commitment and sponsorship marketing.

This study aims to provide fundamental data to improve childbirth intention of dual-earner married women. Survey was conducted on dual-earner married women of childbearing age located in Jeonllabukdo and 428 questionnaires were used for data analysis. Frequency analysis, T-test, Anova, correlation analysis, path analysis were used as analysis methods. Research result is as follows; First, The influence of independent variables on ideal number of children is examined. age and parent support have a direct and indirect influence on ideal number of children. And then employment type(regular) and couple's share of nurture have an indirect influence on ideal number of children. Second, the influence of parameters on ideal number of children is examined. Neighbors preference of multi-child birth has a indirect influence on ideal number of children. And then own values of children has a direct influence on ideal number of children. On the basis of above analysis result, it discussed helpful plan in improving childbirth intention of married working women has been attempted.

Since chiefs of self-governing body were elected by resident direct vote in1995, We face difficulties in resolving inter-governmental conflict. especially, when NIMBY syndrome occurs in the location of public facilities, the effective conflict management system is very important. The purpose of this study is to find out the influential factors of the conflict and cooperation in the process of the selection of the location of public facilities. In particular, this study looks at how the mechanism of conflict and cooperation works in the inter-governmental collective action. Based on the literature review, this study chooses three variables: policy problem, policy environment, policy process. This study investigates the degree of satisfaction of three variables. After that, We examines the mechanism of conflict and cooperation in the respect of total conflict quantity. The result of analysis is that three variables have great effect on the conflict of the funeral facilities, and the level of conflict determines the circulation mechanism of conflict and cooperation. This study also find that circulation mechanism is considerably path-dependent and irreversible.

This study aims to examine how civil affairs appear or disappear and what causes the civil affairs to appear or to disappear in order to help alleviate document burdens and/or provide convenience, such as paper reduction, to the people by improving the civil affairs administration, especially simplifying civil affairs. To begin with, it is uncovered from the analysis of the contents of notification by means of the civil service handling standards that foundation of civil affairs administration come from excavation of it by departments or administrative agencies themselves, that is, establishment by departments or administrative agencies themselves, while most of the abolition of it results from the external factors. This suggests that it may be difficult to prevent or abolish the civil affairs administration without external intervention into it. To prevent foundation of unnecessary civil affairs administration, it is necessary to make in-depth examination of the effectiveness as well as the validity of new civil affairs foundation. It is further necessary to guide the departments or the administrative agencies which found new civil affairs administration. In light of such fact, it is implied that it is essential that establishment of a new civil affairs administration should be determined based upon specific and substantive prediagnosis of how much it will have an impact on citizens.

This article set up a hypothesis that the candidates with welfare-centered manifestos of the 5th local election in Korea rather than development-centered manifestos win the election. If so, we can find the possibility of transition to life politics in Korea. The purpose of this article is to compare manifestos of the 4th local election with the manifestos of the 5th local election. For this, we categorized the manifestos of the winning candidates into development-centered or welfare-centered manifestos, compared the manifestos of the winning candidates. As a result, there was a little change in the aspect of the life politics, which focuses welfare-centered issues rather than development-centered issues. Nevertheless it requires more elaborate hypotheses and analytic design.
A Comparative Study on Participatory Budgeting

Participatory budgeting has been spreading in many regions around the world since its adoption. This study is a comparative study utilizing a normative approaches to participatory budgeting as Goldfrank interpreted political contexts connecting with the adoption and development of participatory budgeting. Radical democracy approach and the liberal approach with a positive stance on the adoption of participatory budgeting are analyzed by comparing cases Porte Alegre, Lichtenberg, Chicago City & New York City and Korean local governments According to the radical democracy approach, participatory budgeting is designed to achieve the goal of democratization. With radical democratic approach, the scope of participation extends to broaden the participation of the disadvantaged citizens and to promote citizens' participation in the whole of the budget process, as much as possible and to take advantage of a wide range of intensive and extensive participation. Eventually the local council is likely to lead to conflict of rights. Participatory budgeting by the Liberals has been suggested as a program of government reform, which determined the scope of participation in the direction of ensuring the participation of various members but limited time of participation and scope of the budget. Various methods of citizens' participation in the budget process are established in the participatory budgeting, but they appear limited, especially with the cooperative relationship between local council in the liberal perspective.
공기업 경쟁력 영향요인분석과 정책적 함의 - 한국철도공사를 중심으로-

This study tries to seek several factors to enhance competitiveness of railway industry by brainstorming and Analytic Hierarchy Process(AHP), which focus on Korail. Based on this analysis, authors firstly draw factors influencing competitiveness of the Korail, then suggest relative priorities of these factors, and eventually provide policy implications to strengthen competitiveness of railway industry. According to the analytical analysis, Korail needs to strengthen three critical points to enhance competitiveness of railway industry. First, in economic basis aspect, Korail should seek to promote first of all technological prowess and financial efficiency, and then based on these advance, activate and improve international cooperation such as an integrated transport system and railway logistics system. For organizational basis aspect, Korail needs to strengthen human resources. Based on the human resources, Korail needs to implement responsible management, transparent collaboration and communication, and cultural integrity. Lastly, for service basis aspect, Korail needs to build safe environment for railway transportation service. Based on safe service environment, Korail should advance service system, information sharing, and social contribution.
