The Role of Trust in Public Management : Accountability and Discretion

In competing expectations of the public toward the government, trust has gotten attention from the scholars because of requiring rich communication and collaboration between bureaucrats and citizens to solve the complex social problems and to deliver better public service. This paper analyzes (1) how government performance and social capital are associated with public trust and also (2) how government accountability and discretion is related to public trust in international level. The statistical results confirmed the previous theory that performance and social capital affect positively to trust in public in the international level. Also, trust has a possibility to be a mediation role of the tension between discretion and accountability. Yet, trust did not have a positive effect on discretion. This is an opposite result when considering existing literatures. Overall, this research provides partially an empirical support for the effort to progress the role of trust. This study implies that we should be aware of the importance of institutional design of trust in public management, in which the government and the citizens can cooperate, resulting in an effective government.
The Level of Rationality of Public Policy Process : From Rational Models to Synthesized Approaches

The main purpose of this study is to rethink different existing models, approaches, or frameworks from the perspective of actors, groups and their interactions in public policymaking process. In particular, this article explores the level of rationality in various policy models and approaches. On a comparative view, this study analyzes characteristics, differences, and similarities of the four different approaches: rational (single-actor) models, revised rational approach including incrementalism, group (Pluralistic) approach, and synthesized (multi-factor) approaches. Policymaking is a simple linear process and is leaded by single or few groups in rational approaches. In synthesized approaches, policymaking process is considered as the outcomes of the interaction among various indivdiual actors and groups. Rationality, participant, reality, and power are important criteria for comparing the four sets of policy models and approaches. This study suggests that we need more realistic frameworks for understanding a variety of actors’ and groups’ behaviors and interactions in the policymaking process. In addition, a suggested policy process model would be simple, systematic, and broadly applicable.

It is notable that the institutional structure of local government in the UK has been a relatively stable feature of governance across the world for over a century. This article, based on the UK experiences on collaborative systems between local governments, aims to identify examples of local governments working in successful collaboration with partners to strengthen leadership; deliver savings; and achieve better outcomes, to build a causal diagram relevant in local government collaboration, to analyze causal relationships among variables affecting successful collaboration between local governments, and to explore the potential range of new governance and delivery models, using system dynamics approach. The variables included in the analysis are cost savings effect, local government chief’s positive attitudes towards collaboration, and other related variables. The policy scenarios constructed in this analysis show that partnership level between local governments may sensitively vary depending on changes in collaborative pattern, and also provide information about how to make collaboration between local governments a success.

The purpose of this study was to investigate the differences through a comparison of the police system in North and South Korea and find its integration measures to prepare for the unification of North and South Korea. For the purpose, this study examined closely the meaning and necessity of unification and police system to prepare for the unification of North and South Korea. After that, this study investigated the differences shown in the transformation process of police system through a comparison of the police system in North and South Korea and derived its integration measures to prepare for the unification of North and South Korea. The results of this study are as followed. The police system of North and South Korea showed serious differences in organizational structure, rank, selection, and promotion of police officer, etc.. Therefore, a lot of effort turned out to be necessary in the process of preparation for unification of North and South Korea. First, the supreme unifying principle for police system of North and South Korea must be emphasized the principle of efficiency internally, the principle of autonomy and democracy externally. Second, the integration of police system to prepare for the unification of North and South Korea should be done stage by stage such as preparation phase, implementation phase and completion phase.
청소년행복도와 교육경쟁력에 미치는 영향요인들의 구조적 관계분석 : 시스템다이내믹스 방법의 적용

This paper attempts to overview the existing studies on the determinants associated with the causal relationships between adolescents’ happiness and educational competitiveness, to construct causal diagram explaining its relationships based on the system dynamics approach, to build a simulation model to estimate possible resultss from optional policy scenarios, and to search for policy-related and practical implications for government to be able to make desirable judgements about adolescent policy measures. Up until now there have been no many efforts to systematically analyze the complex relationships between adolescent’s happiness and educational competitiveness in the field of educational administration. With this background in mind this research employs system dynamics approach to derive policy scenarios applicable to policy-makers and practitioners. The research results show that policy scenarios on GDP per capita may lead to significant and sensitive results, implying that it is necessary for policy-makers to utilize policy simulation prior to implementing policies.

This study aims to find implication of rule of comprehensive-type sports club as social economic organization through comparative analysis between Korea and Japan. The result shows that the policy of comprehensive-type sports club in Japan presupposes and depends on community organization but the policy in Korea does not presuppose and depend on it. Thus the case of in Korea, when developing policy for comprehensive-type sports club as social economic organization, it is needed to expand public involvement includes vulnerable people’s participation by collaboration with other social economic and relevant laws. Especially local government should develop the index for the aged and disabled people related with comprehensive-type sports club as public service. It organizes consistent governance of private sector partnerships and local government for citizens.
