Development Experiences & Policy Challenges of Workers' Compensation Insurance Scheme in South Korea

With the enactment of the Workers’ Compensation Act in 1963, South Korea introduced the Workers’ Compensation Insurance Scheme to protect the injured workers. Looking back to the developmental experience and operational process of Workers’ Compensation Insurance Scheme, one can clearly see that the operation of the scheme in terms of its institutional development can be divided into government-driven operation and COMWEL-commissioned operation. This paper suggests that South Korea has sufficiently accumulated the development experiences with the operation of Workers’ Compensation Insurance Scheme. It have pursued institutional reforms to establish a more mature and stable system. However, as mentioned in this paper, the Workers’ Compensation Insurance Scheme have to preparing for new developmental experiences and policy challenges in the future. Expecially, these development experiences with the scheme represent comparative competitiveness in WCI services. In finally, the paper insist on the continuous institutional reforms under various socioeconomic changes, it will contribute to the strengthening of social security in South Korea.

The Case Analysis and Its Implications of Mountain Museum Operation in Foreign Country - Focusing on French Chamonix Mountain Museum -

The purpose of the study is to analyze the case of mountain museum in France and provide implications for Korean mountain museum. The case of mountain museum in France is Chamonix mountain museum. The study explores main history, function, and program in the case. Main results are as the followings. First, in Chamonix, the collection of museum is done by people and group who have deep love about Chamonix and mountain. Second, in Chamonix, mountain museum has a good role about the past life history of local area. Finally, in Chamonix, the consciousness of museum and cultural heritage are increased and imaginative power and creativity are developed by mountain museum. For this, various museum programs are provided and all programs have tour and experience activity. Based on the results, the implications for Korean mountain museum are discussed.

대만 다문화정책의 경향성 연구

Taiwanese society is originally a multi-ethnic society composed of four nations which are the Aboriginal nation, the Hakkas, the Taiwanese people and the Mainlanders. Afterwards, with the increase of international marriage, it is believed that the marriage immigrants has become the fifth social group and there is more and more attention to the multicultural society. This study analyzes the tendency of multicultural policy in terms of the environmental and policy changes due to the increase of the mainland spouses and foreign spouses after the lifting of martial law in late 1980s. In Taiwan, the multicultural policy is involved by local governments and various civil society organizations under the leadership of the central government, decentralization of authority emerged gradually. The central government is responsible for establishing the multicultural laws and planning, and the operating the dedicated multicultural organizations. The local governments are responsible for providing multicultural policy services to foreign and mainland spouses. The Taiwanese government has provided a wide range of services for marriage immigrants and the children of multicultural families, promoted the national New Inhabitant Torch Project, reduced the divorce rate, and reduced the unequal treatment on the mainland spouses. Based on the analysis of multicultural policy in Taiwan, this study has implied that the decentralization of authority in multicultural policy, the use of the special funds for multicultural policy, and the multicultural policy have made policy implications of such a paradigm shift to a multiculturalism.

재난관리 행정조직구조에 관한 비교연구

This study explores organizational features of the disaster management in order to improve a government’s competitiveness. From the theoretical point of view, the study emphasizes the necessity of considering temporal dimension. Based on theoretical framework, cases of the United States and French Republic were examined. The findings indicate that the United States, as a federal system, is close to pressed type, while French Republic, as a centralized and unitary government, is close to the pursed type fitting well French political system. In the United States, the local governments take the primary responsibility on disaster management rather than the federal government. In France, the prefects play key role when a disaster happens. Flexible and timely response in the disaster site appears to be important in both types. The question whether pressed type or pursed type will depend on real operation of rescue on occasion of disaster, which will be affected by the country’s political institution and culture.

공유경제 실현을 위한 카쉐어링 이용성과 요인 분석에 대한 연구

The study is concerned with Availability and Factor Analysis on Car-Sharing for Sharing Economy with the view of local economy and governance. Accordingly, the relevant theory and references are reviewed, and the survey is performed. The founding of the study can be summarized as follows. According to the survey, it is revealed the more willingness to use car-sharing, as the higher frequency of public transportation availability. Therefore, the policy alternatives should be prepared in near future in order to improve the relation or connection between public transportation and car-sharing; for example, the preparedness of transit system of KTX or bus terminal, etc. Also, the boom of car-sharing industry should be foster based on the reduction of social cost, the increase of confidence, and the realization of social value; which, in turn will be contributed to the construction of collaborative local governance and regional economic development. In this vein, when it comes to urban planning or regeneration, it is desirable to consider the car-sharing from the start phase as small town of city. Lastly, in order for sharing economy to help to realize desirable social values and for car-sharing service to get introduced and developed in local economy, it is necessary to found a car-sharing policy roundtable which should have practical authority and responsibility to play its role in realizing the values of local sharing economy, including social-problem solving, and local economy promotion

The purpose of this study was to investigate fatigue for airline flight crew. The variables for the study included working condition, intensity of work, compensation for satisfaction and organizational commitment. The data were collected from 230 employees of the airline flight crews who gave their informed consent and completed a self-reported questionnaire in November, 2013. A structural equation model was established and used to assess parameters such as working condition, intensity of work, compensation for satisfaction, organizational commitment, and fatigue. The fitness of the hypothetical model was adequate (Q(CMIN/ DF)=25.636, GFI=1.000, NFI=1.000, CFI=1.000, IFI=1.000, RMR=<0.001)Analysis of the hypothetical model demonstrated that the direct and total effects of working condition, intensity of work, and organizational commitment were significantly correlated with fatigue. The explanation power of the hypothetical model was 25.6%. The factors that influenced on the organizational commitment were working condition and compensation for satisfaction and the explanation power was 24.3%. The results of this study indicate that it is necessary to develop fatigue control program to enhance working condition, compensation for satisfaction, organizational commitment.

국가발전의 수렴과 발산

This study pays attention to antithetical standpoint of convergence and divergence in order to establish the nature and attribute of national development. Especially this study begins with some arguments under which it is a desirable premise that national development should pursue a balanced development regardless of a certain time and circumstantial logics. Before a full fledged comparative analysis, first, this study reviews comprehensively on some patterns and characteristics of national development reflected in a long history. Then this study performs a comparative analysis between the earlier western modernization and the non-western 'retarded' or 'catch-up' modernization in terms of reality and theory. According to the results of this study, national developments show a high-degree of ambilaterality in terms of convergence and divergence. It turns out that the ambilateriality is not exceptional for both western societies of earlier modernization and non-westerns of delayed modernization. Therefore it is desirable that we pursue mixed developmental strategies focused on governance style rather than being excessive immersed in a specific meta-theory. Especially, in addition to industrial competitiveness in terms of the effort on a quantitative aspect, we should be in accordance with the importance of national happiness and dignity which represent each national quality and status in order to totally resolve the gaps over classes and regions of the state.

This study attempts to categorize characteristics of Korean local public enterprises by analyzing the changing contents of Local Public Enterprise Law over years. It also tries to find out ways for future reform of local public enterprises. We believe that an analysis on the contents of Local Public Enterprise Law will provide one of the best ways to group periods of local public enterprises. Thus, we analyze the changing contents of the Local Public Enterprise Law starting its inception in 1969. By utilizing a couple dimensions such as the spirit of law, decision making process, organizational structure, budgeting system, and governance structure, we attempt to periodize Korean local public enterprises. This study argues that the history of Korean local public enterprises can be grouped as inception period (1969-1979), differentiation period (1980-1996), settlement period (1997-2009), and jump period (2010- to present). The study further argues that reform on the governance structure and introduction of performance-oriented reward system is necessary for further development of local public enterprises in Korea. If possible, we also believe that local public enterprises must serve the metropolitan area in order to achieve economy of scale.

Local government invested and contributed companies are primarily established in order to pursue local economic and social developments in Korea. However, since most local government invested and contributed companies were established under individual agency laws or local ordinances, without comprehensive laws governing the local government invested and contributed companies. A systematic management and control of local government invested and contributed companies are far from being perfect. The incomplete and untransparent management and control system has led to mismanagement, waste, corruption, and fraudulent recruitment practices in local government invested and contributed companies. Recently, the act on the local government invested and contributed companies have been enacted. However, there are some limitations. Therefore, it needs to be reviewed and derives legal challenges, and thus a timely guideline should be prepared and implemented for effective management of local government invested and contributed companies.

초등학생 부모의 학교구강보건실 운영에 대한 요구도

The purpose of this study was to investigate the demand for the change in effective operation of school dental health center by the elementary school parents. The parents of 4th grade students in 415 elementary schools nationwide where the school dental health center were available were selected from Sept. 1 to 30, 2014, to collect their self-survey. The analysis results of 1,408 copies for this survey were as follows. Awareness levels of school dental health center operations were shown to be 4.74 points for the importance on the dental health, 4.62 points for the needs of dental health educations, 4.46 points for the needs of dental health center, and 4.29 points for the improvement of brushing practice rate, with 3.67 points for overall awareness. The higher attitude for the operations of school dental health center were 4.49 points for brushing practice after meals, 4.36 points for regular dental examination, and 4.21 points for expansion of school dental health center with 4.11 points for overall attitude. To manage the school dental health center efficiently, 4 times a year was rated the most for both ‘proper period of dental health service provision’ and ‘proper frequency of school dental health education.’ Overall, the parents’ interest level was demonstrated to be very high in the operations of school dental health center to improve their children’s dental health. Hence, the national systemic and active policy supports should be provided to operate the school dental health center more efficiently.
