Evaluation of UK and US Cultural Centers in Korea

The rise of Hallyu, the Korean Wave, and the increasing power of Korea in the world has increased the salience of Korean efforts to introduce and promote its culture throughout the world. This study examined and compared the British Council and the US State Department Bureau of Public Affairs, which operates the American Cultural Center in Korea. The study compared the background and history, core tasks, organization and structure, finance and funding, personnel, and level of autonomy of the two organizations following in-depth interviews with their directors in Korea. The British Council is a non-departmental quango, whereas Public Affairs is part of the State Department and works out of the US Embassy and the two present extreme contrasts in many other areas, including diplomatic status, arm’s length relationship, and funding systems. At the same time, both organizations share quite a bit in common, engage in public diplomacy, are dedicated to building trust and strengthening mutual relationships, view Korea as an equal partner, provide scholarships, do educational and arts and cultural programming, both prefer to play a facilitating role where possible and both are managed by a relatively small core of civil servants supported by a much larger number of local contract employees. The study found that the commonalities should be emulated as much as possible. Either model of autonomy would be effective but the more independent British Council model would have a number of advantages in the Korean case.

Workers' Compensation Insurances Practices and Institutional Development in Korea

The scheme, as the first social insurance scheme ever introduced in Korea, is characterized by "no-fault" rule and public liability, functioning as policy insurance with limited compensation liability. It has played an important role in so-far industrial development in that it not only protects the basis of business for employers but also insure workers' income and health. This suggests that social insurance schemes like the WCI scheme have provided workers and employers with social security in a practical, real sense, and thereby, propped up the pursuit of rapid economic growth in a very short period. The study consists of the following topics, including institutional legislation & characteristics, development stages & success factors, legal framework, operation framework, etc. of, or in relation to, the scheme in Korea. This suggests that the scheme can represent itself as historically & politically various development experiences when it mixes into, or gets mixed with, different social economic environments unique to different situation. Finally, it should be noted that, given the development experiences of WCI and its operation framework for the industrial and economical development. With regard to this, however, Korea has maintained a policy to protect employers and injuried workers both even at the stage of industrial and economical development.

A Study of Stakeholder Behavioral Appearance Process for Unification of Germany : with focused on Phenomenological Methodology

This research is only applied to the public administration phenomenology as there is a limit to what can be observed, thus, such phenomenology in public administration is always looking for possible advantages. In particular, the phenomenological method of knowledge acquisition in the process of German unification for changing the participants’ behaviors are also involved in the decision-making process, thus, when reflecting the phenomenological method, the directional awareness, experience and time to apply inter-subjectivity were compared. Values which appear in the unification process being applied to the phenomenological method are being studied. The following conclusions are obtained. First, applying the phenomenological perspective in public administration 'top down' in the sense of reflecting away from 'bottom up' to the level of need. Second, the phenomenological method is applied to the diversification of the knowledge acquisition process by understanding the phenomenology which can be applied to public administration and the possibility to expand the horizons that have gained rationale. Third, the unification of Germany can be applied in our situation, as well as to similar situations at some point in our country, when compared to what had happened in terms of the implications for obtaining the results.

This paper aims to analyze the relationships between early childhood education policies of 14 OECD countries and their national happiness level, using fuzzy set qualitative comparative analysis method. The variables employed for this comparative study are GDP per capita, enrollment rate in early childhood education, amount of public budget per infant, ratio of total public fund for infants as percentage of total national budget, and national happiness level. The method used in this study is fuzzy set qualitative comparative analysis by which the complexity of data sets regarding infant policy can be reduced and minimized. The analysis results show that there are four combinations of causal conditions in supporting high national happiness level and two combinations in supporting low national happiness level. It is important to point out that the approach employed in this study offers a new way to conduct comparative analysis of infant education statistics. Finally, this study puts forward policy implications to strengthen infant welfare policies in Korea, based on the comparative analysis of OECD statistics on early childhood.

정부경쟁력의 국제비교 : 구성지표와 평가

This study attempts to measure government competitiveness of OECD countries as an exploratory step for designing internationally comparable index, taking critical view on the existing indices that lack the consideration on the role of government played in managing overall competitiveness of a country. Based on the government competitiveness concept defined in our former study, we collected comprehensive dataset regarding major sectors of government activity, and produced government competitiveness index categorized also into different stages based on systems theory. We found that the overall government competitiveness of Korea is ranked 16th among 34 OECD countries in aggregated score: economic sector (9th), cultural sector (3rd), and ICT sector (10th) ranked higher than ranking of aggregated score while educational sector (20th), Health sector (27th), agricultural sector (28th), and environmental sector (25th) ranked lower than that. In terms of scores in stages of systems theory, government competitiveness of Korea ranked 20th in the throughput stage while ranked 4th in the outcome stage. Korea ranked 12th in the input stage and ranked 17th in the output stage.

Regional development refers to a series of economic and social activities to gain economic and social profits by carrying out exploitation and production of resources and reformation of the structure of industries in specific or targeted areas. For this reason, government mobilization of strategic instruments to attain these purposes may be defined as the regional development strategy. This paper inquires into some of the development theories and makes critical reflections on established theories on regional development and comparative investigations of the balanced growth theory and the unbalanced growth theory. The main points of the regional development strategy, which has been helping economic growth in China, can be derived from these inquiries, reflections and investigations. The balanced growth theory and the unbalanced growth theory serve as the theoretical approach used for a subject under discussion in this paper. How does the paradigm of regional development concretely apply to the regional development strategy in China? What is the core of this change of strategy in China? These questions are discussed in this paper.

사회서비스 일자리 확충이 경제성장에 미치는 영향

With two axes including construction of a welfare state and economic growth, recently the government is bringing the changes of paradigm into a new circulation system that is the economic growth through expansion of welfare service. Based on a supposition in which improvement of labor supply through social policies can contribute to economic growth, the social service jobs policies are established and executed. However, those polices are accepted without any investigation of causality. Thus this aims to empirically analyze the influence of expansion of social employment on economic growth. In the results of analysis, the increase of employment in social service sector showed causality with economic growth. However, it was analyzed that the increase of temporary worker is not helpful to economic development, and the quality of employment are even worse. Therefore, it is necessary to develop occupation and to diversify social service industry that can guarantee stable employment. Moreover, It is also required not only to establish various standards for service quality with expansion of education to increase labor productivity of social service work, but also to have social service work policies customized for each region.

Actually most welfare organizations for the elderly in community have a similar organization structure, organizational strategy, and even, organizational behavior. Therefore, I am focusing on analysis of why the organizational strategies and structures in organizations have being become quite similar among organizations, as times go by in Korea. This approach will be evaluate an appropriate research compared with organization culture studies, because it do research not in the cross-sectional study but in the longitudinal study. In detail, I am going to analyze what social welfare administration Act is changed by times, and then I applied organizational development as a life cycle of how organizational growth was shown up. Therefore, I analyzed organizational strategies and structures in organizations and types of organizational isomorphism under the Social Welfare Administration Act like as institutional environment and summarized how these factors was influenced by an institutional environment through four steps according to organizational life cycle, for examples, ideas stage, startup stage, growth stage, and maturation stage. Finally I pointed out what type our organizational isomorphism bas been from 1970 to 2012.

In this study, we would like to stress that child-care is the most important factor in the child-welfare and the society should make a solution regarding it, due to women’s social participation and the trend towards to the nuclear family. The number of child-care centre in our society is important, but quality of child care centre is even more important. To make a cooperative, co-parenting, and cooperative-coparenting successful, the social awareness change that the most important values in our society are not competition, efficiency, globalization, technology, but co-operation, co-habitation, environment are being asked for. To make it happen, the education regarding a cooperative and a coparenting should get diversified and activated. Therefore I will first start with the switch from national child-care system to cooperative child-care system and follow with the diversified support methods to induce the switch from private child-care to cooperative child-care, and finally end with how we support communitarian child-care system. In this thesis, cooperative child-care will be treated as the alternative and solution to the present child-care situation and the points regarding its positiveness and its uses will be made strongly. Although there will be possible limitations of co-operative system, this thesis tries to illustrate the advantages of cooperative child-care and the methods to improve its system. The result of this study can be used for strengthening cooperative’s credit.

The purpose of this study is to examine the motivation of college students to participate in volunteer activities and to analyze the relations of participation motivation and its satisfaction with volunteer activities of them. Especially, this study aims to identify the mediating effect of educational experience related volunteer activities in the relationship between participation motivation and its satisfaction of college students to participate volunteer activities. The results of this study are as follows. First, educational experience factor related volunteer activities mediated the relationship between participation motivation and its satisfaction of college students' volunteer activities. Second, whatever the participation motivation of volunteer activities, educational experience factor related volunteer activities affected positively the participation satisfaction of volunteer activities through the direct and indirect mediating effect.

This study reviews the problems regarding current election system of the Superintendent in Korea, and analyzes political propensity coincidence between local governor and Superintendent, utilizing Network Text Analysis and FSQCA (Fuzzy Set Qualitative Comparative Analysis) method. The two methods employed in this study have rarely been used in the analysis of education policy area. This study aims to find out critical issues surrounding the election system of the Superintendent and to examine the set of the factors affecting the effective education service provision, and to identify whether the political propensity coincidence between local governor and the Superintendent is critical factor in providing effective education service or not. The analysis shows that election corruption, election money, bribery, political conflict between the Superintendent and local governor, and public indifference to the Superintendent's election remain unsettled in the direct election system of the Superintendent by residents. It also shows that the coincidence of political propensity between the two is crucial in providing effective education service.

This research devised the historical person the storytelling of the historical culture contents described below and culture tour method as the center around the case of the Yimsil gun fighter for independence Bakjunseung teacher. If the historical culture contents development case of the domestic historical person is compared and is analyze, the commemoration business is made of the core of hardware including the birthplace, memorial hall, and etc. as can look at in the case of the national representative Ui-am Sonbyeonghyi teacher and Okpa leejongil teacher the same(taean South Chungcheong Province). And the software access including the link of the historical culture contents and local festival, experience of the historical culture contents and tourism program conversion, and etc. is to be insufficient. Therefore, it is necessary that the popularization of the historical culture contents and activation is more required. And it becomes the related space conjugation with the becoming a normal phenomenon and it is located through the alternating current with the history culture tour experience and local resident as 'the restored space'

중국의 산업기술정책과 과학기술예산정책과의 관계분석

In this study, small firm budget supporting policy and the characteristics of the Chinese science budget were analyzed to direct the Chinese policy towards small and medium-sized enterprises and propose the directions for budgetary support in small firms and technology. The Chinese government changed a centrally planned economy into a market economy, resulting in the marketization of the Chinese economy, industrial policy change, new industrial plan, 12·5 Plan of industrial policy, and Xi government industrial policy. In budget support policy in science and technology of small and medium-sized enterprises in China, analysis of development process, support policy, and successful support cases of technology innovation fund were performed. This study proposed the followings to the Korean government. 1)Concentrated investment in priority industry, 2)Overlap of investment and international competitiveness, 3)Active strategic participation and investment of the Korean local government and community society against the Chinese counterpart. The Korean government and enterprises must predict the change and prepare for the future; they should overcome the prejudice against China and accept the positive competition by sharing the mutual concerns.
