This research explored the usefulness of social capital in international development cooperation and measured the level of social capital in Korea’s priority partner countries of ODA. Also, it suggested the importance of base line survey and regional study of recipient countries. The data used in this analysis were taken from the World Value Survey data conducted in 2010~2014. Nations of analysis selected 9 countries which provided data among 26 of Korea’s priority partner countries. Variables for the analysis were social norm, fairness, and trust: general trust, interpersonal trust, social organization trust, and government trust. It analyzed the average comparison with the level of social capital between the 9 countries and factors of impact to government trust. The results of the analysis supported two hypotheses : ‘’There is a difference in the level of social capital between the 9 countries” and “There is a difference in government trust factors between the 9 countries”. The difference in the level of social capital in every country will provide information which will determine the selection of a cooperation agency, project manager, and process of project in the recipient country. Although this research compared the level of social capital between 9 countries, future research may be done on the analysis of factors impacting social capital in each priority recipient partner country for the development of country partnership strategy. It will help build trust between recipient country and donor country. It could become the foundation for successful international cooperation projects through finding out the cause and effect of building social capital in recipient country.

This paper seeks to grasp ways by which local food thesis is studied and approached in both academia and practice. This paper takes the following steps of the introduction of the research model, the result of analysis, and policy implication of local food thesis. This article is composed of three parts: focus of intended research, application of multiple methods, and related topics of analysis. These multi-faucet approach is applied to analyze 35 articles published between 2008 and 2014. Review of related articles and the ensuing analysis of this paper shows the dominance of quantitative research, with the significant drop of descriptive and qualitative approaches. Those studies further seeks to relevant policy recommendation by adopting the sophisticated quantitative techniques. A notable implication is the transition from the dominance of public entities to the private, citizen-led organizations and the heightened interests in the public sector.
According to 2012 Ministry of Health and Welfare data, it is South Korea 65 years or older to occupy a 11.8%. and The aging rate it is expected to 24.3% in 2030. Thus. I want to study. The senior management of facility services that may be emerging in the coming aging society issues. The purpose of the study was the preparation. Since the 1990s, and especially since the early 21st century, the concept of community wellbeing has grown in importance in both the academic and popular domains. In particular, scholars in Korea have witnessed the development of an extensive social scientific research programme on the determinants of happiness or wellbeing. However, research on causal relationships among factors affecting community wellbeing, which is essential to designing public policies at community level, has rarely been conducted. Under this background, this study attempts to identify causal relationships associated with factors affecting community wellbeing, based on questionnaire survey result, and puts forward practical and theoretical implications for both policy makers and scholars. The research results show that local economy is strongly and directly associated with a higher level of subjective-wellbeing at local community level, and it also affects community level indirectly, via local education level, implying that in order for the local communities to improve their community wellbeing, they need to rearrange their policy priorities, considering their local economy and local education level.
This study tries to identify the preparation level toward retirement for successful aged life of public health dental hygienists and the effects to their organizational commitment. This study is a cross-section research which was investigated targeting 228 health dental hygienists who participated in job training held by Korea Society of Health Dental Hygienists on 2014 Mar 21st. 7 questions in general characteristics, subjective health awareness, self-respect, preparation toward retirement and organizational commitment were investigated and hierarchical multivariate regression was conducted using self report type survey. Study results showed that health dental hygienists with good economic preparation toward retirement have higher emotional, continuous, normative organizational commitment and those who have physical preparation toward retirement have higher emotional and normative organizational commitment. And results also showed health dental hygienists who are metropolitan residents and have good physical and economic preparation toward retirement have higher organizational commitment. Above results showed public health dental hygienists have higher organizational commitment level as the retirement preparation level is higher. Therefore, for successful aged life of health dental hygienists, multilateral strategies are required for their preparation toward retirement.
This study focuses on the effects of female public officials’ ethics and professional job capabilities on job performance. Based on the results of factor analysis, this study defines job performance, which is a dependent variable as job performance of the civil services and job performance related to the management of administrative works. The sample of the study was 280 female public officials who work for primary local government in Gwangju metropolitan city. According to the results of analysis, female public officials’ ethics has considerably positive effect on job performance. The effects of individual variables such as the level of education or age on job performance were not significant. Among characteristics of professional job capabilities that affect job performance, management capabilities of policies and application capability of local networks have significant positive effects on female public officials’ job performance. Key factors of female managers’ job performance are learning capacity, understanding, and security capacity of budget. As female public officials’ capabilities within their departments and security capacity of budget increase, their job performance decrease. Regarding this result, the further study is needed in the future.

Ever since the restoration of the government’s local autonomy, public services have been provided with limited power and resources. The financial structure, giving too much emphasis on the central government, where the ratio of national-to-local taxes is 8 to 2 (8:2) and that of national-to-local expenditures is 4 to 6 (4:6), has developed the domestication of the local finance as well as the excessive expansion of government subsidies. Likewise, the quantitative size of local finance has increased in appearance, but the qualitative size has decreased because the size of local finance is closely related to government subsidies. As the central governments participates in local policies with subsidies, the local government simply act as the agent of the central government. Moreover, expanded welfare policies related to policy commitments lead to fiscal pressure on local governments. In other words, welfare finance and local finance are inversely related. While the increase in welfare finance creates difficulties in local finance, a requirement for indiscretionary expenditures is necessitated within a structure where local governments increase local matching fund as much as welfare-related government subsidies increase. Such control is done by central government's preoccupation of legislation, which is "unfunded mandates," so to speak. Accordingly, the expansion of block grants, the enactment of unfunded mandates and the modification of other regulations, the foundation of local finance association, the establishment of local level project expenseforecasting organization, all need to be considered as alternatives.
This paper attempts to analyze research trends in the field of apprenticeship education, using Network Text Analysis. In doing so, the existing literature on apprenticeship education was reviewed. The archive used in this analysis is KERIS Database. The analysis results are as follows. First, it shows that apprenticeship education method has already been used not only for on-the –job training but for constructivist teaching as well in Korea. Second, it also shows that the most important research area to be expanded further in the future is cognitive apprenticeship education method based on constructivist perspective, by which self-reflection and cognitive monitoring throughout education could be strengthened. Third, it points out that the concepts of the term ‘apprenticeship education’ have been defined with mingled purposes, sometimes differently from each other in meaning, making practitioners and researchers be confused in reality. Finally, it suggests that optimal apprenticeship education model be built and be introduced to school, so that it could be applied appropriately on the ground.
This study is to analysis on the Annual Expenditures Disparity of the Special Account for Educational Expenses by utilizing each fiscal year coefficient of variation method. According to the study, as well tuition per student for the educational core services, education expenses, facility expenses and try to improve schooling conditions for the Human Resources Department gap between operating costs to support the qualitative improvement of education showed gradual increases. A discussion of the findings and recommendations are as follows. First, it attempts local office of education increased the gap between provincial education budget allocation is contrary to the principles of equity. Second, there is a growing gap between the educational core services. Instrucational expenses woke learning gap will appear larger, which appeared to exhibit a high correlation with the municipal operations. Third, it attempts to local office of education growing gap between the facility fee is required funding and allocation plan in accordance with a separate standard. Fourth, the efficient and rational management of the appropriations try DOE is required. Since 2015 the local education budget is implemented and will be evaluated in each local office of education to strength of accountability for financial management. Fifth, the provincial education funding gap of operation, equity and adequacy discussion needs to be expanded on an ongoing basis. Sixth, the difference between the school board, local educational finance a comprehensive gap analysis taking into account the differences within the Department of Education is required.
