As Korea is experiencing a continuous increase in incentive tourism travel, and in travelers to the country, the current evaluation of Korea’s tourist destinations & travel itineraries, and services offered such as accommodation, transportation, food, etc. are being measured as lacking and insufficient. This paper focuses on the case of the Baojian Corporation’s incentive tour, which sent approximately 11,000 people to Korea in 2011. The incentive travelers were surveyed regarding the incentive destination & itineraries, and services offered. This paper tries to understand the level of Korea’s cultural awareness and the relationship between Korea’s awareness and the overall travel satisfaction. Analysis tools used were simple and multiple regression analysis. Simple regression analysis was used to measure each visitor’s experience of the incentive tour’s itinerary. Multiple regression analysis was used to measure the properties of services offered. The research findings obtained through the evaluation of the Korea incentive travel destinations & itineraries, and services offered, may be used to create a plan and operate an effective incentive tourism program in the future. In particular, the findings may be able to provide a theoretical and practical implication for Korea’s incentive tourism market’s expansion and growth in satisfaction.

This study aims at pursuing the solution to reduce three main industrial wastes in Anhui province. Moreover, the reasons for arising three main industrial wastes are also investigated. The results of this study can summarise as the following. we choose 15 groups data in 6 influence factors about three main industrial wastes in Anhui province between 2000 to 2009 years to take the Grey Relational Analysis. As a result, the influence factors of three main industrial wastes in Anhui province are in an order of irrational industrial structure, continuous population growth, excessive energy consumption, rapid economic development, under-investment about environment protect, new scientific technology development, and so on. Therefore, for developing the Anhui province to a healthy and sustainable ecological polis, we have to make an effort to propel the modification of industrial structure in the medium and long term actively, control the quick population growth, conserve energy, increase the investment capacity in the process of high speed development of industrialization and urbanization, induce the technical advice and new technology about pollution types and reinforce the regulation law on environment protect, and so on.
신문사설에 나타난 『새마을운동』정책의 네트워크 텍스트 분석

This paper attempts to identify the main policy concepts underlying Saemaul Undong Policy as a policy instrument, using NTA (Network Text Analysis) method, and explores structural patterning in relation to uses of words and phrases regarding Saemaul Undong Policy. In doing so, it analyses the editorials of five major newspapers in Korea published from 1972 to 1979, during which the policy was implemented in earnest. The main indicators including centralisation, internal degree centrality, external degree centrality, and closeness, are analyzed and some significant policy implications are derived from. It is found that the main key concepts underlying Saemaul Undong Policy are community, self-help, diligence, community leadership, networked development. However, additional empirical evidence and theoretical development are needed to clarify the ways and extent to which analysis results of text networks denoted in five newspapers differ, as well as potential consequences of observed differences.
The purpose of this article is to compare and analyze the carrying out processes of the local agenda 21 in UK and Germany. These countries have diverse mechanisms including laws, finance, and citizen participation to contribute to sustainable development in Europe. In UK federal government has done diverse and positive policies for sustainable development, but has little coherence of the policies. It resulted from the difference of the foci and purposes of the diverse strategies, and weak incentive of the financial assistance. On the other hand, in Germany there was conflict between federal government and state governments. As a result, we can conclude that the important point of the success of local agenda 21 require local agenda 21 as the core mechanism for sustainable development.

The purpose of this study is to analyze the influence factors of satisfaction and effectiveness to the elderly people who have participated in the elderly work program(EWP) implemented by the community senior club(CSC). Especially, this study is designed to compare small regional cities with medium regional cities locating in Kangwon-do. For this purpose, this study has been developed a survey to be comprised of the questionnaire of 18 items which were generated from the basis of critical literature review and the objects of the research were 355 people who have participated in EWP of CSC in Kangwon-do. And the statistical processing has conducted frequency analysis, reliability analysis, t-test, ANOVA, correlation analysis, and multiple regression analysis using SPSS windows 17.0 program. The result of this survey in summary are as follows. There is a wide difference between small city participants with medium city participants in the influence factors of satisfaction and effectiveness to the elderly people who have participated in EWP. On the basis of the results, it was suggested that it is necessary to the effort and research to develop the EWP which is suitable to conditions and characteristics of regional city.
The Comparison of the Efficient Estimators: OLS, WLS, and Spatial Econometric Model

As far as the heteroscedasticity is concerned, it will cause the estimated variance of the coefficient to influence both direction, upward and downward. In other words, the estimated of variance of the coefficient can be overestimated or estimated depends on the nature of causing factors in the model. If we persist in using the usual testing procedures despite heteroscedasticity, whatever conclusions we draw or inferences we make be very misleading. As a result, we can no longer rely on the conventionally computed confidence intervals and the conventionally employed t and F tests. The most important conclusions of this paper in terms of methodological point of view can be summarized as follows: (i) Hedonic models of housing prices must be corrected for heteroscedasticity to ensure greater efficiency in the estimation of hedonic prices wherever the heteroscedasticity does exist, (ii) After careful detection of heteroscedasticity, the method of WLS(Weighted Least Squares) can provide more efficient estimate of the hedonic housing prices in the study area than the traditional OLS(Ordinary Least Squares), (iii) Spatial econometric model, such as SEM(Spatial Errors Model), can be more efficient estimator than the WLS method, and (iv) The spatial econometric model, SEM, is preferable as well as convenient to employ the application.

The baby boomers consists of about 15% of the total population and they started to retire in 2010. Due to the size of this group of people, their retirement has become a social issue. Though local government officials are knowledge-based, middle-paid, their planning behaviors particularly around life planning and retirement consideration are not well understood. The purpose of this article was to 1)estimate levels of self-esteem, social support, income planning of retirement, life design of retirement, future stress, life satisfaction, psychological well-being of pre-retiring local government officials, 2)identify effect of self-esteem, social support, income planning of retirement, life design of retirement, future stress, life satisfaction on their psychological well-being, 3)propose strategies to improve their psychological well-being, and to help them more stable adaptation on retirement. In light of this, the researcher conducted questionnaire and interviews with pre-retiring local government officials in Daejun, Choongbuk, Choongnam Province. The implications on retirement preparation for pre-retiring local government officials were proposed. We should sponsor formal pre-retirement programs to increase awareness and retirement planning of pre-retiring local government officials
People generally use plastic art as a key means and method of improving one's emotional quality of life. It is especially accessible for the young-old as 'welfare realized through plastic art,' because it is perceived as having a valuable role in addressing the key tasks of old-age welfare as a medium of communication that helps overcome loneliness and inactivity while providing leisure and a hoppy as well as a way to participate in social activities. The change of wants following the rise in education level is also a possible factor that promotes it. Despite this, South Korea's art policy for the elderly is primarily consisted of a mainly therapeutic approach. Therefore, this paper looks at how cultural art education programs for the elderly are currently operated by breaking down to its welfare, culture, education and miscellaneous components and examines the level of want through precedent studies on the cultural needs of South Korea's elderly. This paper presents, among others, the general plastic art awareness problem among the elderly, the problem of education program content, the problem of program management by institutions and the problem of promotion as problems facing the diversification of plastic art education for the elderly and suggests as a needed measure: (1)efforts to improve the content of plastic art education programs to increase interest; (2)efforts to enhance accessibility to programs; and (3)support efforts by private firms and regional community groups.

This study is to analyze policy compatability and priority of the "Science and Engineering Human Development and Support Plan" (following the Plan) which is a representative human resource policy package for science and technology in Korea. The Plan is consisted of five policy groups, fourteen major programs, and ninety tasks that have been implemented. This paper focuses on the five policy groups and the fourteen major programs and tries to survey the opinions of relevant policy experts in order to evaluate the 'between and the within compatability' of the five groups and fourteen the programs. This paper, then, tries to find their relative importance and priority with Analytic Hierarchy Process. This paper shows several insightful findings. First, there may need continuos and unwearying efforts for enhancing the welfare of science and engineering human resources. Second, we may need more active measures for female scientists and engineers. Third, the BK21 programs needs to be monitored and evaluated in terms of goal attainment and effectiveness. Finally, in order to provide open and diverse job opportunities for science and engineering human resources, there may need to offer not only science and techology-related classes but also liberal arts-related classes.

It is said that we are facing a serious problem on the soundness of local public finance in Korea these days. We can regard this situation as the fiscal crisis of the local government. This fiscal crisis will be followed by an investigation on the essential cause of this phenomenon and its socioeconomic consequences. Finally, my research will try to find out what are the policy implications for responding to this problem. To answer these questions, the purpose of this study is to evaluate the financial condition of Jeonbuk Province. In order to evaluate the financial condition of Jeonbuk Province and the city-county, Jeonbuk Province and the city-county will be compared with 246 local governments of our country. The financial condition will be comprised of revenue, annual expenditure and external factors. This study will give a financial analysis and suggest alternatives of local government in Jeonbuk Province. Suggestions include: 1) Strengthening of independent local revenue capacity 2) Seeking of efficient annual expenditure alternatives 3) Active response to external environmental factors.

In this study reviews the industrial society in the country emerged as an important policy challenge work-family balance policies that changes in the welfare states of Esping-Anderson types, classified as focusing on countries were investigated. As the late industrial society, the welfare state occurred in the process of implementing a new social risks in order to respond to local conditions and experience of social policy is the maintenance. Child care policy in particular, the welfare state and labor market participation and the status of women work-family balance policies are affecting many. In this study, first, work-family balance policies by reviewing existing literature and, second, after 2000 years, the child care and women's labor market participation of the welfare state work-family is compatible with any change in policy. As a result, child care and women in each country to participate in a labor market - a significant impact on family balance policies were found.

This research analyze the causal sequence between relationship quality with the customer according to the corporate social responsibility and band loyalty and brand loyalty. The customer perceived with the first about the corporate social responsibility and band loyalty of the specific enterprise with the research result and first was confirmed that positive effect was in the customer value. Second, the customer awareness about the corporate social responsibility and band loyalty was exposed to hit the effect that it notes to the relationship quality of the customer and between company. Third, the relationship quality of the customer and between company was exposed to have the effect that it notes to the brand loyalty. Forth, the customer value was exposed to have the effect that it notes to the brand loyalty of the customer and between company. This importance was confirmed through this research result through the awareness about the company social activity and customer value and structural causal sequence between relationship quality and the brand loyalty.

This study is focused on an extension logic of special law for development and support of abandoned mine area. An extension logic of special law for development and support of abandoned mine area is based on more social concern than economic concern. An abandoned mine area is made of the economic development of Korea in the 1960th-1980th. In the mid-term of 1980th, coal mines is closed to the step by step because of coal demand decrease. Populations of abandoned mine area is decreased to at almost half. Government enacted special law in force only for ten years(1996-2005) limited period time of abandoned mine area to development and support in the abandoned mine area in 1995. In the fail of goal to economic development of abandoned mine area, special law of abandoned mine area is extended to in the first for ten years by government. In the present on December 2011, many populations of abandoned mine area, researcher, and professors demand the extension of in the second for ten years(2016-2025) of special law for development and support of abandoned mine area. It is reasoned for extension of special law for development and support of abandoned mine area. In the first, they also persist that in case of Japan, special law for development and support of abandoned mine area is extended for forty years. In the second, abandoned mine area is not yet to upgrade the quality of life, for example, concerning to the environmental, educational, and welfare problems. And then, I will assert in my paper that special law for development and support of abandoned mine area is extended to for ten years until from 2016 to 2025.

This study examined the prior researches at home and abroad in relation to local education finance, and arranged the logical foundation such as the relationship between local autonomy and decentralization, the structure of local education finance, and a role and limitation to responsibility in the local government. It carried out analysis of the actual condition for eliciting the present status and problems by utilizing statistical materials such as the present status of a support for local education finance in major countries of OECD, the data of the national statistical office in our country, etc.. The burden of local government for local education finance was small. Major problems were indicated to be the deepening in external dependence, the insecurity in transfer-subsidy size, the region-based gap, the randomness of expenditure for educational expense subsidy, the insufficiency of systematic management, and the dullness in transfer of school land fee. The major improvement-plan tasks were suggested that the direction of a support for local education finance needs to focus on expanding a support of the local government, on offering the equal offer of educational opportunity to residents, and on reinforcing responsibility and that a system of connective cooperation needs to be implemented for securing stable educational finance.

The Purpose of this study is to examine some factors that influence on the political adoption of the Amended Sejong City Act(ASCA). This study is based on the analytic framework composed of several theories, veto player model, theory of political rationality, and theory of voting behavior in the legislature. The analysis of this study, first of all, shows that the political adoption of controversial policy like the ASCA was affected by the number of veto players. The ASCA couldn't be adopted in political area, because two veto players, the President and the National Assembly, were in conflict with each other over political position and policy value. Second, The ASCA was lack of the political rationality in both the procedural and the substantial aspects. The government paid no attention to serious meeting with the ruling party, to mutual communication to the nation ahead of policy-making. Also, the government put an excessive emphasis on the efficiency and the crisis management instead of balanced development and trust building. Finally, the ASCA failed to get the public acceptance. Many member of the National Assembly couldn't vote for the ASCA which the electorate had opposed strongly.

The government's social welfare service together with the demands for the social welfare service due to the changes in population structure, as well as the economic changes is increasing. However, most of these services are realized in the manner of matching grants, resulting in the financial burden on the local government. Thus, this study aims to suggest the policy implications through comparatively analyzing the differences in the residents' perception about the social services in accordance with the financial capacity of local government. As a result of the analysis, first, it was categorized into several types according to the importance of welfare and the financial conditions. Second, there were the differences in the perception about social problems perceived by these types and the differences in the perception about the responsibility for the problem solving and the principal who will bear the expenses. Based on these results, the necessity of reorganizing the theories relating to the welfare relations between the government agencies in the Western countries and the regionally customized approaches and the re-establishment of the authorities and the responsibilities of the central and local government in respect of social services were suggested.

Great efforts have been placed on attracting tourists and promoting the regional districts by establishing a distinct identity and unique culture. Local festivals became one of the most effective means of promoting the regional districts. However, the misconceptions that festivals are uneconomical & costly, and used as a tool to promote the regional politicians are the reasons behind the growing negative perception. The government is changing the keynotes of the festivals including reorganizing the structure. The purpose of this study is to analyze the effect of social capital on residential participation and customer satisfaction of regional cultural festival. Independent variables are trust, social rule, network, communication. Parameter are attention and participation of local festivals. This paper tries to propose a new policy direction based on the evaluation of cultural tourism festivals’support policy, environmental analysis and the opinions of the festivals’practitioners. This paper essentially hopes to provide theoretical contribution regarding the creation of policies and practical contribution regarding the direction of support policies.
