- This article set up a hypothesis that the candidates with welfare-centered manifestos of the 5th local election in Korea rather than development-centered manifestos win the election. If so, we can find the possibility of transition to life politics in Korea. The purpose of this article is to compare manifestos of the 4th local election with the manifestos of the 5th local election. For this, we categorized the manifestos of the winning candidates into development-centered or welfare-centered manifestos, compared the manifestos of the winning candidates. As a result, there was a little change in the aspect of the life politics, which focuses welfare-centered issues rather than development-centered issues. Nevertheless it requires more elaborate hypotheses and analytic design.
