The housing policy of Korea has been pushed with a focus on the middle-class. This contributed to alleviate the absolute lack problem of housing, but this program for the housing policy of low-income brackets is also true as insufficient attention. Thanks to Bulk supply-oriented housing policy, the rising penetration of housing and living conditions are improving as a whole, but low-income housing problem has been exacerbated by a relative. National and local government will solve the residential housing problem of low-income brackets by expanding welfare programs, but the quality of existing housing issues and the alternative policy are regarded as insufficient. Homeless households in Korea are still nearly 400 million, Housing costs higher than income weighted for buying a home and rent payments of low-income brackets. In this study, I investigated the concept of low-income housing welfare and housing policy changes. This paper is aimed to present the basic data through the investigation and analysis residential status of low-income brackets.

This paper aims to clarify the residential quarter organization and housing spatial form of fishing village in Jeonjang-po, Imja-do Island. The results are as follows. First, the place of residence in Jeonjang-po was located in the place having the south and the north seaside, and the road system was presented by form to connect the north and south. Second, the alley of these north and south direction has a dynamic scenery, but the alley of east-west courses has a horizontal scenery. Third, it is a characteristic that there is very more plottage than the building area of the residential quarters. The reason that plottage has a big is because inner court in the residential quarters are used as places such as the fishery works and the vegetable gardens. Finally, the fishing village house in Jeonjang-po is 4-bay type building is typical type when seeing from the front, and is to have entrance hall at the front of building.

This study examined and investigated architectural characteristics such as the use of buildings, the number of layers, and structure, and roof landscape characteristics such as roof types, materials, and color in rural villages which were located on the street on the assumption that the landscape of rural villages should be managed by considering visual aspects. The results were as follows. The commonest frequency was found in 'residence'(2/3) for the use of buildings and 'masonry structure'(2/3) for the structure. 'Wood structure' and 'light gauge steel structure(prefabricated structure)' were also commonly found. The results suggest that although many rural houses have partially improved by agricultural and fishery development projects and garden suburbs has been increased by city residents' desire for rural life, there have been still many old houses. Frequently used roof types were a gambrel roof and a hipped roof. Roof materials were mixed in several materials such as tiles, slate, panels, color steel plate, reinforced concrete, and asphalt shingles. Roof color was also mixed in several colors such as reddish N7 and N0.5 of Neutral color, 10R3/6 and 10R3/10 of R color, 7.5B4/10 and 7.5B7/8 of B color and 5G8/6 of G color. The result suggests that roof color impedes the landscape of rural villages on the street. Based on the results, some roofs of rural villages were improved by the support of the government or the local governments but there are still many old roofs. The mixture of improved roofs and old roofs mainly contributed to impeding the landscape of rural villages and it was probably caused by the lack of systematic landscape plans by individual improvement of buildings. Therefore, it is necessary to devise systematic landscape plans in consideration of local identity and neighboring environment. In particular, the guideline for roof color influencing a street landscape should be established.

This study aims to suggest the improvement strategy of law-system for rural landscape planning. The results are as follows. First, for the establishment of the rural and fishing village landscape planning, it is necessary to change the concept of the scene into 「Landscape to watch」 from 「Landscape to feel」 from now on. Second, it is necessary to establish a rural and fishing village landscape planning of the local unit to manage the rural and fishing village landscape systematically. In addition, it is necessary to cooperate with the 「Scenic Conservation Act」 in contents of the basic planning when we perform rural and fishing village development business. Third, it is necessary to make an extra landscape management planning to consider local landscape resources to develop a rural and fishing village. Finally, with an improvement direction of the plan establishment, the action to practice and management in the future is necessary. This method may do wider public information with establishing the management mechanism of the rural and fishing village landscape.

The rural traditional houses in Taebaek mountainous regions play important roles in figuring out values and social aspects of past time including housing life. But due to the introduction of convenient facilities in the current housing life style after industrialized society, many transformations have been taken place even to exist rural traditional folk houses such as installation of new equipment and furniture, the arrangement and function change of rooms, expansion of residential area and etc. So this study aims to secure basic data to prepare installation standard of the convenient facilities as examining convenience facility installation status of the cultural asset designated as rural traditional house, and to identify the meaning and usage of major room of rural traditional houses in order to prepare the proper balances between its original form preservation and residents' convenience living.

The study aims to figure out the problems of Daldongnae (hillside shantytown) in Jaman-dong, Jeonju, and to propose the countermeasures for village regeneration. Based on the survey of current conditions in the area and the case study of successful regeneration projects, this study suggests regenerating concepts for the community. The study on the current state analyzes that Jaman-dong is faced with the population decline, especially among the young, the lack of community facilities and infrastructure, and the unfavorable situation in the residential environment. The case study involves three successful Daldongnae regeneration projects: the culture-based regeneration of Cultural Village (in Gamcheon-dong, Busan), the regeneration focused on healthcare and education of Ibagugil (in Choryang-dong, Busan), and the community-led regeneration of Rainbow Village (in Dae-dong, Daejeon). The regenerating concepts for the community are as follows: utilizing the existing local community center as a gathering place for the residents, furnishing a cultural space for a growing number of visitors, adding new parking space, installing convenient facilities in order to provide better pedestrian environment for the disabled and elderly, improving street landscapes, and establishing citizen participation programs.
