본 연구에서는 최근 복잡화, 다양화되고 있는 자연재해로부터 문화재를 보호하고 보전하기 위한 문화재방재의 방향을 제시하여 국내 문화재방재의 기본적인 체계 수립에 도움이 되고자 하며, 이를 위하여 (사) 문화재방재학회의 역할을 중심으로 문화재방재 연구, 교육에 대한 사항과 문화재방재 체계 현황 및 (사)문 화재방재학회와의 역할과 관계 기관과의 협력 방안 등을 기술하였다.

This study suggests the direction of protection against disasters for cultural heritage to prevent natural disasters like diverse fire and etc. from harming cultural heritage and is trying to help with the establishment of the basic system of protection against disasters for cultural heritage in Korea. This study specifies researches for protection against disasters for cultural heritage, items for education, present conditions of protection against disasters for cultural heritage, the role of The Society of Cultural Heritage Disaster Prevention and the cooperation with related organizations.

본 연구에서는 문화재 방재적 측면에서 민‧관‧학 협력체계를 구축하기 위해 문화재와 재난의 피해 현황을 알아보았고 문화재 방재 관련 법, 조직, 시설 등의 방재대책 현황을 분석하였다. 이를 바탕으로 문화재 방 재 특성에 맞는 민․관․학 협력체계 구축방안을 검토하였으며 이를 위한 법제기반 강화 방안을 제시하였다.

In this study, the damage status of cultural heritage and disasters was examined and the status of disaster prevention measures including laws, organizations and facilities related to the disaster prevention for cultural heritage was analyzed in this study for improvement in terms of disaster prevention for cultural heritage. Based on the results, the measures to establish private, public and academic cooperation system of disaster prevention for cultural heritage and reinforce the legislation basis were reviewed.

본 연구에서는 도시 속 문화재는 박물학적 관점에서가 아니라 도시민의 거주(생활)환경을 구성하는 공간 요소로서 도시계획과 통합적으로 다루어져야 하며, 해당 도시민들이 일상적으로 향유할 수 있도록 하는 보전관리 개념을 확인하고 필요성을 강조하였다. 이러한 도시문화재의 보전관리를 추진함에 있어 필연적으로 발생하는 인적 재난에 대한 방재 강화의 필 요성 바탕 하에, 도심에 위치한 대표적 문화재인 수원화성의 관리 실태를 대상으로 최근 20년간의 문화재 방재관련 사건사례 등의 조사를 통해, 민·관·학 협력을 통한 대응방안 모색의 필요성을 학인하고, 각각 의 역할을 고찰함으로써, 도시 속 문화재방재 대책 수립에 대한 논의의 기초를 제시하고자 하였다.

This research emphasize ‘a Maintenance’as a residential envionments, not as a stuffed specimen, for cultural heritage in city. And, in this maintenance, to consider policies is needed, to prevent disasters by citizens’inappropriate behaviors. This research propose a collaboration of citizens, an administration and researchers as counter measure to prevent disaster and to maintain the cultural heritages in city, based on the examination results about the disaster accidents in Suwon Hwaseong since 1996 year.

본 연구에서는 문화재방재 교육의 방향을 설정하고 교육 프로그램의 구축방안을 도출하기 위하여 관련 분야 교육과정의 사례를 조사·분석하고 시사점을 도출하였다. 또한 문화재방재 교육 프로그램의 구축을 위하여 교육대상자의 요구 및 직무 분석을 수행하고, 교육의 운영 및 평가에 대한 방안을 제시하였다. 문 화재방재 교육의 전문성을 제고하기 위하여 교육과정의 다양화와 교육의 완성도를 제고할 수 있는 방안 이 마련되어야 한다.

Investigated the example of the associated field curriculum to set a direction of the cultural heritage disaster prevention education in this study, and to derive construction plan of the educational program and analyzed it and derived current events point. In addition, showed plan for administration of the education and the evaluation in pursuance of the demand of the person targeted for the education and a job analysis for construction of the cultural assets disaster prevention educational program. The cultural assets disaster prevention education idea who can improve completeness of diversification and the education of the curriculum to improve specialty must be prepared.

숭례문 화재 사건 이후로 국민의 문화재 중요성에 대한 인식이 높아졌다. 특히 문화재는 한번 훼손되 면 다시 복구하기까지는 물리적 시간이나 막대한 재원이 소요되며, 2000년대 이후로 문화재 재난의 빈 도는 끊임없이 증가하고 있는 상황이다. 하지만 아직까지는 문화재 방재에 있어서 법정책적 기반이나 체계가 미흡한 것이 현실이다. 본 연구에서는 이러한 맥락에서 최근 들어 급증하고 있는 문화재 재난 발생에 대한 대응책으로서 문화재 방재 법률의 기반 조성 필요성에 대해 논의하였다.

Despite the public awareness which has increased on cultural heritage since Sungnyemun Gate(Seoul) fire accident, there has been relatively little policy act on cultural heritage disaster in Korea. In particular, if cultural heritage is damaged, it takes a lot of time and budget to restore it. And the frequency of cultural disaster has been constantly increasing since the 2000s. In this context, the purpose of this study is to investigate of Legislation necessity of cultural heritage disaster. And this study establishes a conceptual framework based on a review of the existing literature and various cultural heritage statistics.

현대사회의 복잡성과 다양성으로 인하여 문화재 재난사고에서 중앙정부가 재난의 모든 영역을 방지하 기에는 한계가 있다. 본 연구에서는 지방정부와 시민사회의 기능과 역할의 필요성과 함께 문화재 재난관 리에서, 중앙정부, 지방정부, 시민사회의 상호간의 효율적인 안전관리체계 구축의 필요성과 발전방향을 제 시하고자 한다.

Due to complexity and diversity in the modern society, there is a limit for the central government to prevent the occurrence of disasters and accidents in cultural heritage. The purpose of this study is to present the necessity of establishing efficient safety management system between the central government, local governments and civil society and its development direction in the disaster management for cultural heritage along with necessity of function and role of local governments and civil society in this study.
