본 연구는 문화유산과 관련한 정책 및 제도실행 등의 경험이 우리보다 앞선 프랑스에서 관련제도를 구체적으로 실행한 사 례로 르 아브르시를 선정하여 구체적인 제도의 실행내용에 대해 살펴보았으며, 문화유산과 관련한 정책 및 제도의 실행이 선행된 프랑스의 르 아브르(Le Havre)시를 사례로 문화유산의 관리와 관련정책의 구체적인 실행내용에 대한 사례분석을 통한 시사점 도출을 목적으로 한다. 본 연구를 통해 얻은 결론은 다음과 같다. 먼저, 문화유산의 범주 확대와 함께 다양한 문화유산에 대해 도시적 관점에서의 접근이 필요하다 할 수 있다. 프랑스의 문화유산 관련 제도의 변화 역시 도시 관련 정 책과의 연관성을 강조하는 측면으로 변화되었으며, 문화유산에 대한 도시적 관점에서의 접근은 문화유산을 포괄적으로 보호하고 활용할 수 있는 기반을 만들 수 있을 것이다. 다음으로, 시대적 요구의 수용을 통한 문화유산 관련 분야의 다양한 연구와 기록이 필요하며 특히, 근현대 문화유산의 경우 이러한 과정이 필수적이라 할 수 있다. 마지막으로, 문화유산과 관 련한 다양한 제도의 정비가 필요하며, 특히, 지자체 중심의 구체적인 문화유산 정책이 필요한 시점이라 할 수 있다.

In this study, Le Havre was selected as a case of concrete implementation of related systems in France, where experience in policy and institutional implementation related to cultural heritage preceded us. The conclusions obtained through this study are as follows. First of all, it is necessary to approach cultural heritage from an urban point of view along with expanding the scope of cultural heritage. Changes in France’s heritage-related institutions have also been shifted toward emphasizing their links to urban policies. An urban approach to cultural heritage could provide a foundation for comprehensive protection and use of cultural heritage. Next, various studies and records in cultural heritage-related fields are needed through acceptance of the needs of the times. In particular, in the case of modern and modern cultural heritage, this process can be said to be essential. Lastly, various systems related to cultural heritage are needed. In particular, it is time for a specific cultural heritage policy centered on the local government.

본 논문에서는 도심지 공사나 지반 침하, 지진 등 다양한 요인에 의한 문화재 건축물의 피해를 방지하기 위하여 지반 거동 측정을 통한 문화재 건물의 상시적인 안전을 관리할 수 있는 방안을 모색해 보고자 하였다. 이에 대한 필요성, 개념 및 적용 가능한 방법 등에 대한 고찰을 통하여 등록문화재 등 문화재 건물의 재해에 대한 안전성을 확보할 수 있는 기본적인 방안 을 제시하고자 하였다.

In this paper, the purpose of this paper was to find ways to manage the safety of cultural heritage buildings through the measurement of ground behavior in order to prevent damage to cultural property buildings due to various factors such as urban construction, ground subsidence, and earthquakes. It was intended to present basic measures to ensure safety against disasters of cultural heritage buildings, such as registered cultural properties, through consideration of the necessity, concept, and applicable methods.

본 논문에서는 재래시장과 같이 밀접지역에 있는 고건축물은 최근 다수의 문제점으로 인해 점점 쇠퇴해 가고 있으며 시설 이 노후화 중이며 불특정 다수가 사용하는 장소로서 많은 위험에 노출되어 있다. 즉, 화재 시 재래시장의 건물 특성상 상가 가 밀집하여 있는 경우가 많아 화재가 옆 건물로 확산되기 쉬우며 화재확산으로 피해가 심각하다 할 수 있다. 특히, 재래시 장의 건물은 전체 70% 이상이 건립한지 20년이 넘고 있어 건물 노후화 누수 누선이 우려되고 소방시설이 미흡하여 화재에 매우 취약하다 할 수 있다. 따라서 기존의 재래시장 아케이드 설치에서 벗어나 재래시장 도시재생 화재 확산 방지형 녹화 벽체 시스템을 제안하고자 하며, 본 연구를 통하여 제안된 기술이 낙후된 재래시장 고건축물의 화재저감 대책의 하나가 되길 기대한다.

In this paper, old buildings in the close area, such as traditional markets, have recently been declining due to a number of problems, and the facilities are aging and exposed to many dangers as places used by unspecified people. In other words, due to the nature of buildings in traditional markets, the fire is likely to spread to the next building, and the damage is serious due to the spread of fire. In particular, buildings in traditional markets have been built for more than 70 percent of the total for more than 20 years, which could be said to be very vulnerable to fire due to concerns over leaks from aging buildings and insufficient firefighting facilities. Therefore, we would like to propose a green wall system to prevent the spread of urban regeneration fire in traditional markets away from the existing installation of arcades in traditional markets, and we hope that the proposed technology will be one of the measures to reduce fires in old buildings in traditional markets through this study.

경주 지진으로 인해서 자연재난이 문화재에 미치는 영향을 평가하는 방법의 연구가 많이 진행되고 있다. 본 연구에서는 문 화재 재난관리 측면에서 문화재가 아닌 문화재가 위치한 지역에 미치는 외부적인 재난에 의한 위험도를 평가하는 방법을 적용하고자 하였다. 실제로 풍수해로 인한 문화재 훼손이 50% 수준으로 나타나고 있어, 태풍, 호우, 지진, 대설, 지진해일 로 인한 국보로 지정된 문화재의 위험성 평가를 수행하였다. 평가결과 경북 경주시에 위치한 국보로 지정된 문화재의 종합 위험도가 가장 높게 나타났고, 서울에 위치한 국보로 지정된 문화재가 가장 안전한 것으로 분석되었다.

Many studies have been conducted to evaluate the impact of natural disasters on cultural properties due to the Gyeongju earthquake. In this study, we tried to apply the method of evaluating the risk of external disasters on the area where cultural assets are located in terms of cultural property disaster management. Analyzing the past data, the damage to cultural properties due to the natural disaster damage occurred to 50%. In this study, risk assessment of National Treasures was conducted considering typhoon, heavy rain, earthquake, heavy snowfall, and tsunami. As a result of the evaluation, the overall risk of National Treasures located in Gyeongju was the highest, and it was analyzed that National Treasures located in Seoul were the safest.

본 연구에서는 중요문화재에 대한 현황을 조사하고 여기에 문화재방재에 관련한 관리방안을 위한 하나의 대안으로 자산 관리인증제도 중 KS 서비스 인증제도에 대해 검토하였다. 현재 우리나라의 중요문화재에 대한 현황조사를 통해 방재와 관련한 안전관리의 현 실태 및 문제점을 살펴보고 향후 문화재 방재보존 수립 시 KS 서비스 인증과 함께 이에 대한 대안수 립의 발전방향을 제시하고자 한다.

In this study, the KS service certification system was reviewed among the asset management certification system as an alternative to the management and prevention for cultural heritage plan related. The current status and problems of safety management related to disaster prevention of cultural heritage will be examined through a survey on the current status of important cultural assets in Korea, and the KS service will be certified when establishing the preservation of cultural heritage disaster prevention in the future, as well as the direction of development of alternative development.

본 연구에서는 목조 건축문화재의 안정성을 판단하기 위한 정밀안전진단을 수행할 시에 구조 해석 등의 중요 변수인 자중 의 산정에서 골조 및 지붕 하중을 계산을 통해 추정하고 실험체의 하중을 직접 계측하여 그 타당성을 검증해 보고자 한다.

In this study, when conducting a precision safety diagnosis to determine the stability of wooden architectural cultural properties, we want to estimate the structure and roof load by calculating the frame and roof load from the calculation of the self weight, which is an important variable such as structural analysis, and verify its validity by directly measuring the load of the subject.
