이 연구의 목적은 소련 해체 이후 러시아 전승절 행사의 정치적 의미를 파악하고, 이에 기초하여 2025년 전승 80주년 행사의 정치적 의미를 분석하는 데 있다. 소련 해체 이후 전승절 행사의 정치적 의미는 다음과 같다. 첫째, 국가정체성 재구성과 사회 통합 강화를 위한 역사적 기억의 정치화이다. 둘째, 국제적 영향력 과시와 대외적 메시지 전달을 위한 역사적 기억의 정치화이다. 이에 기초하여 분석한 2025년 전승 80주년 행사의 정치적 의미는 다음과 같다. 첫째, 우크라이나 침공의 정당성 강화이다. 러시아는 러시아-우크라이나 전쟁을 ‘나치즘과의 전쟁’, 다시 말해 제2차 세계대전과 동일시하면서 우크라이나 침공을 정당화했다. 둘째, 서방의 외교적 고립 시도 실패 강조이다. 푸틴 대통령은 시진핑 중국 국가주석을 비롯한 세계 각국 정상들을 초청하여 러시아를 고립시키려는 서방의 시도가 실패했다는 사실을 보여주었다. 또한, 이번 행사에서는 중국과의 우호 관계가 강조되었고, 김정은 국무위원장은 참석하지 않았지만, 북한과의 우호 관계도 확인되었다. 2025년 러시아 전승절 행사의 정치적 의미를 고려할 때, 다음과 같은 정책 시사점이 도출된다. 첫째, 세계질서의 변화에 기민하게 대처하기 위해 미국, 중국, 러시아와의 관계를 유연하게 관리해야 한다. 둘째, 한반도에서 러시아의 전략적 역할을 재설정해야 한다.

This study identifies the political significance of Russia’s Victory Day ceremonies after the dissolution of the Soviet Union and, on that basis, analyzes the political significance of the 80th-anniversary commemorations in 2025. In the period after 1991, the political significance of Victory Day can be summarized as follows: first, the politicization of historical memory to reconstruct national identity and strengthen social integration; second, the politicization of historical memory to project international influence and convey external messages. Building on this framework, the political significance of the 2025 80th-anniversary events is as follows. First, the commemorations serve to reinforce the legitimacy of the invasion of Ukraine: Russia frames the Russia–Ukraine war as a “war against Nazism,” effectively equating it with the Second World War to justify the invasion. Second, the events emphasize the failure of Western attempts at diplomatic isolation: by inviting leaders from around the world — most notably President Xi Jinping — President Vladimir Putin seeks to demonstrate that efforts to isolate Russia have not succeeded. The commemorations also highlight friendly relations with China and, although Chairman Kim Jong Un did not attend, reaffirm ties with North Korea. In light of the political significance of the 2025 celebrations, the study draws two policy implications: first, South Korea should manage its relations with the United States, China, and Russia flexibly to respond swiftly to shifts in the global order; second, it should recalibrate Russia’s strategic role on the Korean Peninsula.

2018년 러시아는 법정 연금 수급 연령을 남성은 65세, 여성은 63세로 상향조정하는 법안을 발표했다. 본 연구의 목적은 2018년 러시아 연금개혁에 대한 사례연구로서, 당시 정부가 기존의 연금 수급 연령 유지 정책 기조에서 벗어나 연금개혁을 하게 된 요인과 과정을 규명하고자 한다. 2018년 연금제도 요인은 다음과 같다. 정치적 요인으로는 2018년 푸틴 대통령의 태도 변화를 지적할 수 있다. 경제적 요인에는 러시아연금공단 재정 추이 악화에 따른 재정 안정성 부담, 사회인구학적으로는 고령화 사회로의 진입, 비공식 고용 증가, 러시아 월드컵에 따른 여론 분산이 포함된다. 러시아 연금제도는 향후 사회주의 국가에서 민주주의와 시장경제체제로 체제전환을 경험한 특수한 연금 조건의 사례연구로서 보다 거시적인 맥락에서의 연금제도의 제도변화 메커니즘을 분석하는 후속 연구 필요성을 제기한다.

In 2018, Russia announced legislation raising the statutory retirement age to 65 for men and 63 for women. The purpose of this study is to examine the 2018 Russian pension reform as a case study, identifying the factors and processes that led the government to depart from its previous policy stance of maintaining the existing retirement age and pursue pension reform. The factors behind the 2018 pension system reform are as follows. As a political factor, President Putin's change in stance in 2018 can be noted. Economic factors include the burden on financial stability due to the worsening financial trends of the Russian Pension Fund. Sociodemographic factors encompass the entry into an aging society, the increase in informal employment, and the diversion of public opinion due to the FIFA World Cup Russia. The Russian pension system presents a unique case study of pension conditions in a country that underwent systemic transition from socialism to democracy and a market economy. This raises the need for follow-up research analyzing the mechanisms of pension system institutional change within a broader macro-context.
