이순신은 왜로부터 침략을 받아 누란의 위기에 처한 조선을 불멸의 전공으로 무찔러 나라를 구한 명장이다. 그러하기에 많은 사람들이 이순신을 전략전술이 뛰어난 전쟁 영웅 내지 무장으로만 인식하는 경향이 많다. 분명 이순신이 뛰어난 무관이었음은 논할 바 아 니다. 그러나 이순신은 무관이기 이전에 조정의 신하였고 공직자였다. 이순신은 당대의 어떤 신하보다도 충·효·예의 정신을 중요히 여겼으며, 이를 지키기 위해 죽음도 마다하지 않았다. 상대가 임금이거나 명나라 장수라고 하더라도 예외는 없었다. 그러므로 우리가 이순신을 제대로 이해하기 위해서는 그가 가졌던 윤리의식을 구체적으로 살펴보아야 한 다. 아울러 조선의 공직자로서 이순신이 살아갔던 삶을 궤적을 깊게 조명해야 한다. 이순신의 생애는 범부로서는 상상하기 어려울 만큼 절제되어 있다. 과학기술을 고도로 발전한 현대 사회를 살아가는 우리보다 이순신이 더욱 윤리적이었음은 많은 사료를 통해 알 수 있다. 이순신은 공적인 것을 우선하고, 목표를 위해 매진했으며, 절차를 중요시 했고, 실리를 추구했다. 또한 신상필벌을 엄격히 했고, 동지들을 품었으며, 백성들을 사랑했 다. 위와 같은 이유 때문에 우리는 이순신을 역사상 가장 뛰어난 리더로 평가하고 있다. 가치와 이념이 혼재하여 무척이나 혼란한 지금, 이순신과 같은 걸출한 영웅이 나와 세 상에 새로운 모습을 보여주는 것은 기대하기 어렵다. 다만, 이순신의 정신을 후대를 살아 가는 우리가 잊지 않고 살펴봄으로써, 그가 가졌던 우국충정의 자세를 다시금 본받아야 할 필요성은 분명하다.

현재 각 지방자치단체에서 지역경제 활성화를 이유로 문화공연, 축제 등 특성화된 지 역축제 및 공연을 개최하면서 지역주민들에게 다양한 문화혜택과 함께 지역의 새로운 볼 거리를 제공하고 있다. 이러한 지역행사는 주민들을 하나로 뭉치게 하는 지방행정의 대표 적인 정책성 홍보라 할 수 있으나 주민들에게는 신선한 문화를 접할 수 있는 기회를 제공 한다는 점에서 긍정적인 측면이 매우 크다. 그러나 다중운집행사 현장에서는 다양한 변수 에 의해 돌발사고가 발생할 수 있으며, 이로 인해 시민의 생명과 안전에 위해를 야기하는 경우가 많다. 행사장 안전의 문제는 공연 진행업체의 안일한 사고방식, 현장관리능력의 부재, 관람객 의 동선 관리의 소홀, 안전의식이 결여된 관람객들의 태도 등 복합적인 작용으로 작은 사 고가 대형 인명피해로 이어진다는 점에서 그 비난가능성은 크다. 특히 2005년 11명이 사망한 상주 가요콘서트, 2014년 16명의 소중한 생명을 앗아간 판교 테크노밸리 공연장 사 고는 행사 안전에 대한 부주의와 무관심, 시스템 부재 등으로 전형적인 인재에 해당된다. 또한 새로운 EDM행사장에서의 안전문제는 공연시간, 소음문제, 주류 판매 등 기존의 행 사장 안전문제와는 전혀 다른 접근방식과 안전문제가 다루어져야 하고, 이에 유관기관간 의 유기적인 협력방안이 매우 중요하다. 따라서 새로운 공연․행사장에서 안전관리의 효율성과 전문성개선을 위해서는 첫째, 행 사안전을 위한 법적․제도적 장치의 마련이다. 현재 현실적으로 미흡한 법적․제도적 장치가 마련되어야 하고, 둘째, 유관기관간의 법률자문회의의 개최이다. 행사와 관련된 각종 의 무이행과 규제, 강제력에 관한 법률내용을 자문회의를 통하여 정보를 공유하고 이를 실천 토록 하는 것이 필요하다. 셋째, 유관기관합동 현장 컨트롤타워 역할의 강화이다. 안전한 행사관리를 위해서는 경찰만의 안전 활동으로는 부족하다. 유관기관간의 유기적인 협조 체제가 이루어짐으로써, 돌발 상황에 신속히 대응할 수 있기 때문이다. 이와 같이 본 연구를 통해 유관기관간의 유기적인 협조체제가 성공적인 행사경비와 행 사안전의 기본임을 인식할 수 있도록 유관기관간의 협력방안을 제안하였다.

In addition, the safety issues at the new EDM event should be addressed with a completely different approach and safety issues from the existing event site safety issues such as performance time, noise problems, and liquor sales, and organic cooperation between related agencies is very important. Therefore, in order to improve the efficiency and professionalism of safety management at new performances and event venues, the first is to provide legal and institutional devices for event safety. Secondly, it is the holding of legal consultation between related organizations. It is necessary to share information through the Advisory Council on the implementation of various duties related to the event, regulations, and enforcement laws, and to implement them. Third, reinforcement of control tower role. Police safety activities are not sufficient for safe event management. This is because the organic cooperation system between related agencies can be made to cope with the sudden situation quickly. In this way, through this study, we proposed a cooperation plan among related organizations to recognize that organic cooperative system between related organizations is the basis of successful event safety.

본 연구는 사회각처에서 생활하는데 성범죄로 인하여 영향을 미치는 것을 살펴보고자 한다. 성범죄의 동기유발이 어떠한 영향을 미치고 이로 인하여 예방 치안정책과 성범죄의 비행을 통제하고 예방하기 위하여 성범죄에 대한 주요한 억제책이라는 이론에 기초하고 있다.인간은 남녀의 구분을 막론하고 태어날 때는 선한 마음과 부모님의 심성을 닮아 꿈 과 미래를 지향하는 삶의 추구, 좋은 환경속의 직업생활, 경제적 안정과 미래에 대한 성 공을 희망하며 마음먹고 있다(김득중, 2006: 46). 그러나 이러한 행복 된 삶을 추구할 수 있는 준비가 마련되지 못한 사람은 노력함을 게을리하고 황금만능주의와 이기주의적인 경향이 자신의 순수함인 본의 심성마저 잃어버리게 된다. 결국은 사회에 적응하지 못하고 본인의 부족함을 해소하기 위해 범죄의 유혹속으로 들어가게 되는 현상이다. 또한 19세 기후반 산업혁명에 따른 자본주의 발달과 그에 따른 모순의 결과로 인한 범죄의 격증, 누 범 및 소년범이 증가추세의 원인분석과 성범죄의 조기검거 및 재발 방지를 위해 수사를 담당하고 있는 최 일선의 경찰조직은 물론 범정부 치안 행정적인 차원에서도 심각한 과제로 받아 들어지고 있다. 민생치안의 핵심이 되는 경찰의 중요한 수사 분야는 범죄행위 의 중추적인 역할을 수행함으로서 그 중요성은 국민의 기대와 관심을 상징적인 의미에서 지대한 충족조건의 관심이라 할 수 있으며, 성범죄로 인한 후속 조치인 성범죄피해자의 보상문제도 적극 보호 하여야한다. 그러므로 성범죄의 원인론과 사전적인 예방과 심리적 분석을 파악하여 혹독한 처벌의 신속성이 선행되어야 하며, 수사경찰의 인력증원과 특별 채용을 선행하며, 수사에 대한 비용도 원만하게 책정되어야 한다.

The cause of this phenomenon, the first line of police organizations that are in charge of the investigation to prevent the early detection and recurrence of sex crimes, as well as the administrative and administrative level of the government has been taken seriously. An important part of the police investigation, which is the core of civil security, plays a pivotal role in criminal activity, and the expectations and interests of the citizens are symbolic of the interests of a large fulfillment condition in a symbolic sense. Compensation issues should also be actively protected. Therefore, the punishment and promptness should be preceded by grasping the causes, proactive prevention, and psychological analysis of sex crimes, and the cost of investigation should be set smoothly by increasing the number and special recruitment of the investigation police.

현재 지구대나 파출소의 경찰은 현장에 출동할때 2인1조를 기준으로 한 명은 권총을, 다른 한 명은 테이저건을 소지하고 있다. 현행 2인1조로 권총을 운용할 경우 경찰이 크게 다치거나 오히려 과잉진압하는 경우가 많다는 지적이 나오면서 휴대 무기 체계 개편 필 요성이 제기되고 있다. 실제 언론에 보도되는 지역경찰 관련 사건을 보면 2인 1조 외근경 찰관이 모두 권총만을 휴대함으로써 흉기를 들어 난동을 부리는 피의자에게 테이저건을 사용하지 않고 바로 총기사용을 함으로써 논란을 초래하는 경우가 있었다. 반대로 2인 1 조 경찰관들이 모두 권총을 휴대하지 않고 테이저건 만을 휴대했을 경우에는 강북서 사 건과 같이 사제총기를 사용하는 상황에는 경찰관이 적절한 대응을 하기 어렵고 오히려 경찰관의 생명이 위험해지는 경우도 초래할 수 있다. 따라서 미국 경찰이 물리력 사용 연 속체가 도입 될 경우 지역경찰이 이러한 상황에 비례의 원칙에 어긋나지 않게 적절한 대 처를 할 수 있게 될 것이다. 날로 흉포화되어 위험에 노출된 지역경찰관의 안전문제의 개 선이 시급히 이루어질 필요가 있다. 그러나 이미 일부 지역경찰관은 사제로 만든(사제품) 방검외근조끼(약20만원)을 주고 구입하고 착용하고 있다는 사실에 대해 좀 늦은 감은 있 지만 현장경찰의 안전확보를 위해 방어수준이 높고 경량화된 방범외근조끼의 지급이 계 획된 대로 잘 추진되리라 본다. 또한 현장경찰의 안전보호를 위한 방어장구 뿐만 아니라 경찰이 휴대하는 무기와 장구와 관련하여 최근 우리나라에서 논의되고 있는 경찰 물리력 사용 연속체에 대한 논의도 시범운영을 통하여 검토하고 있다. 무엇보다 중요한 것은 일 선경찰관에 대한 의견을 충분히 반영하여 장비에 대한 개선이 이루어져야 한다는 것이다.

본 연구는 오늘날 많은 사람들은 음식에 대하여 영양소나 맛의 차원을 넘어서 시각적 으로 눈에 보이는 아름다움도 추구하고 원하는 시대가 되었으며, 푸드스타일링은 음식을 먹는다는 차원에서 더 나아가 시각적인 아름다움을 창출하여 시각적인 비주얼과 식문화 가 발전을 하는 데에 많은 도움을 주게 되었고 요리에 디자인적 개념을 적용하여 각 식재 료가 가지는 재료의 특성과 요리의 특징이 드러나도록 아름답게 음식을 디자인하며, 이미 지로도 요리를 느낄 수 있도록 미각을 시각화할 수 있는 전문가 양성이 점점 늘어나고 있 는 추세이다. 이에 음식의 색채와 특성, 몸에도 좋고 오감을 만족시킬 수 있는 식재료를 사용하여 먹 지 않아도 눈으로 먼저 느낄 수 있는 비주얼과 음식의 풍미를 위해서 식재료를 어떻게 조 리하고 조미하는가와 조리된 음식을 어떤 식기에 담을지 식기의 색과 형태, 재질과 문양 등을 고려하여서 식감을 최대한으로 이끌어 낼 수 있는 능력을 향상시키고 식공간의 이미지를 창출하고 소비자의 기대와 욕구에 만족시키고자 한다.

With this trend, there have been efforts to cultivate professionals who can visualize taste with images. Against this backdrop, this study tries to consider the color and characteristics of food, use ingredients that are both healthy and satisfying to our senses, create visual images that can enjoyed with eyes before eating. It studies how to cook and season food for the best flavor and considers the color, shape, texture, and patterns of table ware that will hold food. By doing so, it tries to raise the ability to optimize the texture of food, create the image of dining space, and satisfy the expectations sand needs of consumers.
