지금 우리가 살아가는 시대는 유래를 찾아보기 어려울 만큼 급격하고 광범위한 발달로 여러 분야에서 위협을 받고 있는 실정이다. 다양한 사회갈등과 이념 사이의 충돌, 물질만 능주의 등 여러 가지 현상으로 사람들은 정신적, 심리적, 육체적으로 조화를 이루지 못하 고 있다. 본 논문은 경찰관의 청렴·인성 교육의 필요성은 어느 정도이고, 체계적인 인성교육을 진행하기 위하여 경찰 개개인의 윤리성 아울러 경찰의 전문성 향상의 필요성으로 인해 국민으로부터 신뢰 받는 무장된 경찰활동, 문제 지향적 경찰활동을 요구하는 시대적 환경 에 노여 있는 다양한 사회갈등과 이념 간의 충돌 대내적(본인, 직장상사 동료, 가족), 갈 등적 요소와 대외적(국민, 피해자, 피의자 각종 사건 관련) 대민서비스 관련 고충처리 등 을 해결하기 위해 경찰공무원으로 시작하는 신임순경교육기관에서 체계적인 인성교육을 실시하기 위하여 교육프로그램 시스템의 장점을 활용하는 것이 가치 있는 일이라 볼 수 있다. 또한 인성교육은 특정한 사람을 위한 한정된 교육이 아니라 모든 국민을 대상으로 사 회활동, 가정교육 등을 통해 종합적으로 자질을 함양하는 교육이 되어야 하며, 이를 위해 다양한 방법과 물적·인적 자원을 활용해야 한다. 이 연구는, 물질지향주의 등의 여러 가지 현상으로 인해 경찰공무원으로 시작하는 신 임순경 청렴·인성수업을 통해 자기존중에서 기인하는 경찰관 개개인의 올바른 선택을 위 해 지속적이고 체계적인 청렴, 인성교육과 공직에 대한 가치와 소명의식 함양을 위한 인 성이 바로 선 경찰교육훈련 선진화 방안에 관한 경찰관 청렴, 인성교육훈련 강화를 위한 교육프로그램과 교과목 특화설계로 경찰의 전환기로 삼아 국가 사회의 공공질서와 안녕 을 보장하고 국민의 안전과 생명․재산을 보호 하는 경찰 위상과 인권 경찰로 거듭나기 위 한 인력 증원, 처우개선 향상, 직무 스트레스 감소 등에 대한 생각과 미래 경찰관에 대한 인성교육이 일상적으로 이루어지는 포괄적인 방향의 교육이어야 한다. 교육내용 또한 자 신의 이해에서 타인에 대한 관심과 배려, 환경 등 문제의 창의적인 해결 노력까지 포괄적 인 개념이 되어야 한다. 나아가 경찰공무원, 특히 신임경찰공무원을 대상으로 한 인성교육 프로그램의 개발과 경찰 직무에 영향력을 미치는 합리적인 방안으로 1. 인성교육의 내실화, 2. 개인별 특성 에 맞는 다양한 수업방법 도입, 3. 봉사활동 참여 등 인성교육 체험활동 확대, 4. 인성교 육을 위한 교수 및 지원 인력 확보를 정책제언으로 제시하고자 한다.

In this thesis, the necessity of education for integrity and character of police officers is to some extent, and in order to conduct systematic character education, armed police activities trusted by the people and problem-oriented police activities that are trusted by the people due to the necessity of improving individual police ethics as well as police expertise. Resolving various social conflicts and conflicts between ideologies that are angered by the demanding environment of the times, internal (self, boss, co-workers, family), conflicting elements and external (related to various incidents of the people, victims, suspects) and complaints related to public service In order to conduct systematic character education at newly appointed police officers education institutions starting as police officials, it can be seen that it is worthwhile to utilize the merits of the education program system. In addition, character education should not be limited education for a specific person, but a quality education that must be comprehensively cultivated for all citizens through social activities, creative experience activities, and home education. To this end, various physical and human resources and methods Should be used. This study aims to provide consistent and systematic integrity, personality education, and public service through the integrity and personality class of new police officers who start as police officers due to various phenomena such as material orientation. Integrity for police officers on the plan for advancing police education and training with the right character to cultivate values a n d sense of vocation, and education programs for strengthening character education and training, and special design for curriculum, make it a turning point for the police to ensure public order and well-being of the nation The position of the police to protect the safety, life and property of the people, and the idea of i n creasing manpower, improving treatment, reducing job stress, etc. to become a human rights police officer, and providing personality education for future police officers should be a comprehensive education. The content of education should also be a concept that encompasses one's own understanding, interest and consideration for others, and creative efforts to solve global problems such as the environment. Furthermore, as a rational way to develop character education programs for police officials, especially new police officials, and to influence police duties, 1. internalize character education, 2. introduce various teaching methods tailored to individual characteristics, and 3. participate in volunteer activities. As a policy suggestion, expansion of experience activities for character education, etc., and 4. securing professors and support personnel for character education.

대한민국 경찰은 국민의 생명과 신체 및 재산의 보호, 범죄의 예방과 진압 및 수사, 범 죄피해자의 보호, 경비ㆍ요인경호 및 대간첩작전과 대테러 작전의 수행, 치안정보의 수집 과 작성 및 배포, 교통위반사항에 대한 단속과 위해의 방지, 외국 정부기관 및 국제기구 와의 국제적 협력, 그 밖의 공공 안녕에 대한 업무와 질서 유지라는 광범위한 직무를 수 행하고 있다. 그동안 경찰관의 직무스트레스에 대한 요인과 대응방안은 선행연구를 통하여 어느 정 도 도출되었다. 그러나 교통경찰관만을 대상으로 직무스트레스를 연구한 사례를 찾아보 기 어려워 그들의 직무스트레스를 파악하고 대처방안을 제시하는데 한계가 있었다. 문명의 이기인 자동차가 도로를 달리는 동안, 교통경찰은 교통관련 정보의 신속한 제 공과 체계적 구축, 교통안전의 확보, 교통순환이 원활하도록 하기 위한 다양한 단속활동 과 계도, 예방 및 교육활동을 수행하고 있다. 이러한 교통경찰의 직무는 24시간 계속적으로 제공되어야 할 공공의 서비스이며, 특히 야간 근무 중에는 주취자들을 상대해야 하는 어려움을 겪게 된다. 본 연구에서는 교통경찰관을 심층 면접하여 교통경찰관이 직무를 수행하는 중에 어떤 스트레스를 경험하고 있는지, 이러한 직무스트레스를 어떻게 대처하고 있는지 탐색하고 자 하였다. 이를 위해 교통외근, 교통사고조사, 교통서무, 교통시설관리 등 교통 분야에서 직무를 수행하는 경찰관 12명을 심층 면담하여 그들의 직무스트레스에 대한 체험과 현상의 본질 을 이해하고자 하였다. 연구자는 교통경찰관을 대상으로 심층 면담한 면담내용을 Giorgi의 현상학적 연구방법 으로 분석한 결과, 공권력을 집행하는 경찰관을 향해 막말과 욕설, 심지어 폭력까지 행사 하는 주취자에게도 동종전과가 없는 초범이라고 솜방망이 처벌이 내려지는 술에 너무나 관대한 처벌, 사건의 실체보다는 시선을 끌려고 하는 자극적인 언론 보도, 칭찬은 고사하 고 욕설이나 듣지 않았으면 하는 현실을 확인하였다. 이와 같은 연구 결과에 따라 외부요인에 의한 직무스트레스를 줄이기 위해서는 주취범 죄자에 대한 엄정한 법집행, 서로를 배려하는 문화의 조성, 사실을 왜곡하는 보도에 대한 대응 체계 및 제도적 지원이 필요함을 제언하였다.

The Korean police officer is performing a wide range of jobs such as protecting people's life, body and property; preventing, repressing and investigating the crime; protecting the criminal victim; performing the guard and VIP guard and counterespionage and terror operation; collecting, filling and distributing the security information; controlling the traffic violations and preventing the injury; doing the international cooperation with foreign government institution and international organization; and doing the other public security and maintenance of order. Meanwhile, the factor and countermeasure of police officer's job stress have been deduced to some extent through the advanced research. However, it was difficult to find some examples that studied the traffic officer's job stress, and there was limit to grasp their job stress and present the countermeasure. Meanwhile the automobile, the modern convenience, runs on the road, the traffic officer is performing several crackdown activities, guidance, preventive and educational activities to provide the quick traffic information, make a systematic construction, assure the traffic security and to facilitate the traffic circulation. This job of traffic officer is a public service to be continuously provided for 24 hours, specially during the night work, they should experience the difficulty of facing the drunk people. This research interviewed the traffic officer in depth, and intended to investigate what stress the traffic officers experience during their job performance and how they cope with this job stress. For this, the researcher interviewed in depth 12 police officers that performed their job in traffic area such as traffic work, traffic accident investigation, traffic affairs and traffic facility management, and tried to understand the essence of their experience and job stress. The researcher analyzed the interviewed contents in depth of the traffic officer in the phenomenal research method of Giorgi, and as a result, and confirmed the reality that even the drunk people who speak ill of police officer and hit him to be lightly punished because they are the first offender with no the same criminal record, that the stimulated press report is made to attract people's eyes rather than the essence of case and that they don't want to hear swear word. According to this research result, in order to reduce the job stress by external factor, the researcher proposed that it was necessary to execute the strict law on the drunk criminal, form the culture of mutual consideration, and to give the response system and systematic support of fact distortion report.

우리 사회의 성폭력과 성차별은 일상의 문제가 되었다. 오랜 세월 유교이념에서 피어 난 성의식과 성문화는 우리 사회를 굳건히 지배하고 있다. 아니 지배당하고 있다는 표현 이 맞을지 모른다. 이러한 성의식 구조가 남녀에 대한 성적기준과 감수성을 가르는 잣대 를 심어주게 되었다. 이러한 잘못된 편견과 통념으로 성폭력은 끊임없이 이어지고 있어 피해자들은 계속해 서 늘어만 가고 있다. 성폭력 피해는 피해자들 뿐만 아니라 주변의 가족과 사회 공동체 전체에 심각한 결과를 초래하고 있다. 또한, 피해자들은 일상생활에서 늘 공포와 불안으 로 보내고 있으며 더 나아가 사회와 가정생활을 영위하는데 큰 문제점을 겪고 있다. 좀 더 나아가 개인에게는 우울증, 대인기피, 공황장애, 정신분열 등 정신과적인 질병을 안고 평생 살아가는 경우가 많고 피해자가 다시 가해자가 되는 경우와 남성 성폭력 피해자도 늘고 있어 끊임없는 제3차, 제4차 피해자가 다른 양상으로 발견되기도 한다. 하지만 이러한 피해자들은 수치심과 두려움, 공포감을 겪고있지만 막상 자아까지 흔들어버리는 두려 움으로 신고를 개시하지 못한다. 그래서 성폭력 범죄는 발생에 비해 신고 확률은 거의 떨 어진다고 볼 수 있다. 다른 양상으로 보면 피해자들은 성폭력 범죄로 인한 신고가 시작되고 사건이 진행되면 피해자의 신분이 확정이 된다는 꼬리표가 더욱 큰 두려움을 겪게 만든다. 그것은 바로 피 의자로부터 겪게 되는 제2차 피해이기도 하지만 사회에서 피해자를 바라보는 시선이 절 벽으로 매몰게 한다. 또한, 우연치 않게 피해자를 처음 대면하게 되는 수사기관에서도 보 이지 않는 피해를 주고 있다. 이들이 피해자들을 조사하면서 던지는 비인격적인 태도와 질문, 그리고 이들에게서 의 해지는 반복적인 성폭력 행위가 피해자들에게 또 한번의 신체적, 정신적, 심리적인 피해 를 안겨주기도 한다. 그래서 성폭력 피해자 보호에 대한 형사적, 정책적인 문제를 되짚어 보고 실제 피해자들은 이러한 법적 제도를 잘 활용하고 있는지 살펴보고 그러한 부분에 서 잘못된 부분이 무엇인지 인식할 필요가 있다. 이 논문에서는 성폭력 범죄 피해자에 대한 인권을 보호하고 보장받을 수 있는 방안을 제시하고자 한다.

In addition, victims are always feeling fear and anxiety in their daily lives, and furthermore, they are having major problems in leading social and family life. Furthermore, individuals often live lifelong with psychiatric diseases such as depression, interpersonal avoidance, panic disorder, and schizophrenia, and victims become perpetrators again and male sexual violence victims are increasing. Is also found in different ways. However, although these victims are experiencing shame, fear, and fear, they are unable to initiate reports due to fear that shakes their ego. Therefore, it can be seen that the probability of reporting sexual violence crimes is lower than that of occurrence.
