최근 대중 창업과 혁신의 배경 아래, 중국 중앙정부과 지방정부는 창업과 혁신으로 대표 되는 창 업정책을 매우 적극적으로 추진하고 있다. 이런 정책들의 시행은 창업을 원하는 대학생들에게 창업 플랫 폼과 창업 계기를 마련하지만 정책을 펴는 과정에서도 많은 문제점이 생겼다. 따라서 본 연구는 창업 정 책 시행 과정에서 겪는 어려움을 네 가지 각도에서 분석했다. 첫째, (정책 홍보와 설명 부족에 따른 어려 움) 둘째, (권세 불명，직책 교차, 정책 집행， 주체 간의 조화 부재 등의 어려움) 셋째, (창업 정책은 진 입장벽을 더 높게 가지고 있음) 넷째, (정책 집행 효과 평가에 관한 어려움)이다. 본 연구는 중국의 대학 생 청업 지원정책을 살펴보고 그 난점을 분석한 다음, 그것이 우리에게 주는 시사점을 도출했다.

In recent years, against the backdrop of "mass entrepreneurship and innovation," the central government, local governments, and ordinary citizens have placed a premium on entrepreneurial innovation activities, resulting in the emergence of a series of entrepreneurial innovation policies. The policy is comprehensive, encompassing all industries, all fields, and all types of people, and thus serves as an excellent guide for current entrepreneurs. Although numerous policies have been implemented, numerous issues have arisen during their implementation. The purpose of this paper is to analyze the difficulties encountered in the implementation of entrepreneurship policies from four perspectives: the difficulties associated with insufficient policy propaganda and interpretation; the difficulties associated with unclear powers and responsibilities, overlapping responsibilities, and a lack of coordination among policy implementation subjects; the difficulties associated with the fact that some entrepreneurial policies have a higher entry threshold; and the difficulties associated with a lack of evaluation of policy implementation effect. And, while this is only a glimpse of the leopard in the tube, it can still contribute to the better implementation of the entrepreneurship policy.

최근, 코로나 19로 인해 전염병에 대응하기 위해 전 국민의 백신 접종을 독려하고, 이로 인해 집단 면역 을 구축하고자 노력하고 있다. 개인이 어려서부터 다양한 전염병에 대한 백신 예방 접종을 하고 있지만 백신 접 종내역 및 접종일자를 기억하기 쉽지 않다. 특히, 여러 차례 접종하거나 주기적으로 접종해야 하는 경우, 효과적 인 방역을 위한 경우 백신 접종 사실을 확인할 필요가 있다. 국내에서는 코로나 19의 백신접종 사실을 확인한 후 에 출입을 허용하는 방역에서는 특히, 더 필요하다. 해외 여행시 백신접종 사실이 더욱 필요한 상태이지만 증명 서의 위변조 가능성이 있어 이를 대응할 수 있는 연구가 필요하다. 블록체인 기술은 생성된 정보를 체인으로 연 결되어 정보의 무결성을 보장하고, 신뢰기관에서 접종사실을 등록함으로써 정보의 신뢰성을 보장한다. 최근 DID 기술을 활용하여 개인의 신원을 블록체인에 분산 저장하고 검증한다. 백신접종 내역 정보를 저장하고, 정보의 제 어권을 개인에게 부여할 수 있는 DID 기반 위에서 신뢰성있게 검증할 수 있는 기법을 설계하였다.

Recently, in order to respond to the COVID-19 pandemic, efforts are being made to build collective immunity by encouraging the entire nation to get vaccinated. Individuals have been vaccinated against various infectious diseases since childhood, but it is difficult to recall the history and the date of vaccination. In particular, it is necessary to confirm the authenticity of vaccination in case of multiple vaccinations or periodic vaccinations, or for effective prevention. In Korea, quarantine is mandatory for all inbound travelers entering the country. After confirming the vaccination documents against COVID-19, individuals are then allowed to enter the country. The authenticity of vaccination documents is imperative when traveling abroad, but there is a possibility of fraud or forgery of the certificate, so research is needed to cope with it. Blockchain technology guarantees the integrity of information by connecting the generated information with a chain and guarantees the reliability of information by registering the records of an individual's vaccination certificate at a trusted institution. Recently, by using DID technology, individual identities are distributed and verified on the blockchain. We designed a technique that can be reliably verified on the basis of DID that can store vaccination history information and grant control of data to individuals.
