This study tried to analyze themes related to the personal social services specifically in the respect of user choice, government responsibility and quality of job. By these criteria, this study scrutinized several areas: services for the disabled people, long-term care systems for the elderly, voucher schemes of social services and childcare services. Through the analysis on these areas, this study found out that each area had different issues and problems. This study suggested several implications to the Korean social services. The most important one is that different services need different considerations because they each are in the different situations. The other suggestions included are the needs for: coordination between market-driven schemes and anti-market schemes, flexible applications of service contracting patterns depending on the specific context of each areas, securing linkage between public and private sides and constructing service quality management systems.
The purpose of this study is to develop social enterprise models providing social services through the voucher programs. This study adopts a multiple case study. It is found that what were the social service organizations’ facing management issues and influencing factors to solve the issues. A common management strategy is presented for a non-profit social service organization to develop a social enterprise. This study suggests that management models for social service organization would be various combinations among fields of production, quality management, human resource management, customer management and marketing depending on their business models. To develop a more sophisticated and diversified model, a more multiple simulated study is needed.

This study explores the level of service effectiveness perceived by the service users of early intervention services for the children with ADHD in Daegu. Also, this study tries to find the key factors influencing the level of service effectiveness. Based on other studies on the service effectiveness, this study categorizes the related factors into four groups: child factors, family factors, service use factors, and service quality factors. The study sample was drawn from the service users living in Daegu, based on the lists of almost all the service organizations providing this service. Data were gathered through the questionnaire disseminated to 363 service users, and analyzed using descriptive statistics and multiple regression analyses. The study findings show that the level of service effectiveness perceived by service users is relatively high. The most important factors influencing on the level of service effectiveness are the level of service quality. The level of service quality is positively associated with that of the effectiveness perceived by service users. Among the different dimensions of service qualities, the quality of assurance and responsibility are the most powerful factors predicting the level of service effectiveness. Also the variables indicating whether or not service users are welfare recipients, the amount of money users pay, the types of service organization users utilize are significantly influencing on the level of the service effectiveness.
The long-term care insurance system introduced in April 2000 for supporting the needs of nursing care and the aged played an important role in the life of the people and the aged. However, A question about sustainability of this system was pointed out as the financial base of system became unstable due to the continuously increasing of total nursing care benefits according to the increased service recipients. For such a reason, the introducing a new care prevention program is required to secure the durability of insurance. In this research, three topics related with the prevention program of cere-brovascular disease are suggested to improve the effect of new care prevention program: First, Record keeping of medical history. Second, Enhancement of network between health care facilities and additional special hospitals, and third, Carrying out the health guidance for the patient and the public.
This paper attempts to figure out the ways in which the elderly employment programs are evaluated and accredited properly. Currently, Korea has experienced very rapid changes toward the aging society. Responding to these socioeconomic changes in Korea, various policies and programs for the elderly, in particular employment policies and programs, have been initiated and implemented expansively. These programs are targeted not only at the marginal group of the elderly persons but also at the ordinary aging group. For the effectiveness and efficiency of these expanded programs, the entire policy process is to be managed more systematically. As one of the policy tools for the systematic management, the accreditation system on the employment programs for the elderly can be considered. This paper reviews the necessity of the accreditation system as well as the pros and cons of the system, and it suggests the policy steps and procedures for the institutionalization of the accreditation system on the employment programs for the elderly in Korea.
This thesis is aimed to the review that Busan Citizen’s Park should consider Women & Family-friendly. For the pride and the quality of life of Busan’s citizens will be improved with the construction of this world-class park symbolizing the growth and hope of Busan, When we make a park that we should due regard to difference of the gender and the aged, disablist, children and so on targets by the user. In this regard, How are Women & Family-friendly, taking into account the construction, civil engineering, landscape architecture, design, urban planning into the park. Fourth will be a take advantage of the development of indicators as tools for policy evaluation and come up to suggestions reflect to cubu facility construction.
