In case of personnel human service, there may be discrimination based upon gender regardless policy purpose. The Ministry of Gender Equality and Family operates the gender impact assessment program on public service by law. The system has suggested the policy agenda for women and men equal benefits in considering demands and differences according to gender. In this paper, we analysis the attitude of user and fire officer about 119 first aid service in view of gender equality. The survey respondents agreed the high quality of 119 first aid service in Busan. Considering the trend of aging society and gender equality, on the other hand, we find several important policy agenda such as extending the number of woman ambulance crew and counseling service for woman and child.

Because of change of labor environment, a dual-income couple plays a role as a parent that takes a responsibility of children’s upbringing. Under this cicumstance, supporting for working parents in order not to stop work due to burden of rearing children, the requirement about work-family reconciliation support that helps work-families live equal family and labor life , not only as confining child- rearing to female but as promoting male's infant care involvement, has increased more and more. This study analyzes policy and present condition of unemployment insurance, especially focusing on work-family balance plan presented at an emplyment insurance that helps workers develop their ability and work actively in labor market. The findings are as follows: Irregular female workers are left the excluded from the benefit because a range of eligiblity condition is narrow, other policies except maternity leave are rarely used, and male workers’s participation rate is too low. This study tries to find improvement plan for employment insurance to be a more effective system that can balance work and family more harmonically.

The objective of this study is to find out changes on the delivering features of the adult home care services in England. For this, this study concentrated on themes of the characteristics of public financing, provision agency and quality assurance system of adult home care services. This study shows three inter-related trends in England. First, the increasing demands of care services have changed the flow of public financing. There is a tendency to provide public finance directly to service users rather than to aid service provision agencies. It can be called marketization. Second, this changing pattern of public financing results in accelerating diversities in the characteristics of service provision agencies, especially the expansion of for-profit organizations, so called privatization. Third, as the role of private sector had expended, the importance of establishing the quality management system to assure users’ right to choose safe and effective services was raised. The study findings can be utilized as a basic information for reviewing or reforming the care service institutions in other countries.
