Students in primary and secondary schools are at an age of immature and irrational minds. It is easy to induce campus safety incidents. Among them, school bullying and school violence have become important factors affecting school safety. In response to this phenomenon, this paper conducts field research on 17 cities and districts in Henan Province, and uses sampling methods to select a certain number of students and teachers from various cities and counties in the districts and secondary schools to conduct questionnaire surveys. The 21,111 data analysis and processing found that the “iceberg effect”, “dislocation effect” and “green apple effect” existed in campus bullying. Analyze its causes, and propose corresponding strategies from students, schools, families and society, in order to strengthen the campus safety of primary and secondary schools in Henan Province.

이 연구는 재난관리체계의 재난레질리언스에 관한 연구경향을 분석한 것으로서 재난 레질리언스, 재난관리, 중앙정부 및 지방자치단 체 등과 관련된 선행 연구를 분석대상으로 하고 있다. 이 연구는 먼저 재난레질리언스 및 재난관리체계의 개념에 관한 이론적 논의를 실시하였다. 다음으로 재난레질리언스 및 재난관리체계와 관련된 연구들의 관점, 주제, 연구방법, 연구대상 재난유형 등에 관한 문헌분 석을 실시하였다. 다음으로 재난관리체계에서 재난레질리언스를 강화할 수 있도록 향후 연구에 대한 함의점을 제시하였다.

This paper is a preliminary study about disaster resilience for disaster management system. So this paper is done by scanning and reviewing the existing research papers selected by the key words such resilience, disaster management, central and local government, NGO, community. The purpose of this study is to consider the status of existing research on disaster resilience and setup some propositions for the future research. To fulfill this purpose, the study had been performed by 3 steps. First, we summarized the concept of disaster resilience and disaster management system. Second, we extracted main factors from the some meaningful articles related to general disaster resilience and disaster management system. Last, we extracted main factors from the some meaningful articles related to government and community. Through this 3-step scanning method, we summarized disaster resilience factors for the disaster management system and also setup some study proposals for the future research of disaster management. And for trend study of existing research papers, categories of analysis is divided into four parts; perspective, topic, disaster types, methodology.

소방(消防)의 뜻은 화재를 진압하거나 예방함이라는 사전적 의미를 가진다. 우리나라의 소방조직은 현재 화재, 구조, 구급의 큰 틀을 가지고 우리나라 국민들의 안전을 위해 노력하고 있다. 하지만 우리 소방 조직은 대구 지하철 참사, 세월호 사건으로 조직 행정 변화에 우여곡절이 많았으며, 과거 행정자치부의 외청으로 소방방재청을 설치하였고 다시 소방청의 설립으로 오기까지의 다사다난한 조직의 역사를 가지고 있다. 2004년 6월 정부조직법과 ‘재난 및 안전관리 기본법’에 따라 행정자치부의 외청으로 승격하여 소방방재청으로 독립한 점을 기점으로 17년 소방청의 설립까지의 역대 소방청장의 취임사를 살펴보고자한다. 취임사를 분석하게 된 배경에는 취임사라 하면 새롭게 탄생하는 한 조직의 의지이며 그 조직이 지향하는 의의의 상징이라 할 수 있기에 청장들의 조직 목표와 의지가 가장 함축적으로 담겨져 있다고 볼 수 있다. 따라서 소방청장의 취임사를 분석하고 난 뒤에 취임사와의 주요 정책의 관계를 파악하여 어떤 부분이 잘 이루어졌고 어떤 부분이 미흡했는지 분석하고자 한다. 취임사를 통해 청장들의 어떤 조직으로 이끌어 나가려고 의지를 찾아 볼 수 있었고 의지뿐만 아니라 주요 정책으로 이루어지고 있었다. 재임기간 동안 자신의 원했던 조직의 목표와 주요 정책들이 다 이뤄지지는 않겠지만 역대 청장들은 소방 조직의 발전을 위해서 여러 가지 방면으로 주요 정책을 만들고 추진하려는 의지를 엿볼 수 있었다. 1대부터 7대 청장의 취임사를 단어 빈도수로 분석해본 결과 가장 공통적으로 많이 도출되는 단어는 ‘국민’, ‘소방’, ‘안전’ 등이며 각각의 청장별로 특이한 단어가 도출되는 것을 볼 수 있는데 1대는 파트너, 2대는 네트워크망, 3대는 실용적, 4대는 소명, 5대는 가이드라인, 6대는 국민행복, 7대는 육상재난, 안전공동체 등의 단어들이 도출되었다. 청장들의 대부분이 소방조직의 목적인 화재와 재난⋅재해, 그 밖의 위급한 상황으로부터 국민의 생명⋅신체 및 재산을 보호하고 안전한 생활을 영위 할 수 있도록 노력하고자 ‘국민’, ‘소방’, ‘안전’ 등이 취임사에서 공통적으로 도출되었다. 공통적인 단어들이 존재하지만 각각의 청장들은 취임사를 통해 추구하고자 하는 가치지향과 소방정책을 다르게 하고 있음을 알 수 있었다.

Most National Fire Agency chiefs tried to build a disaster management system from various disasters, reducing the loss of life and property to various disasters, and most of the chiefs expressed harmonious organizations in their inaugural addresses. However, it was a little difficult to find the main policy on harmonization between upper and lower tiers such as organization harmony. Through their inaugural addresses, it is possible to find out what kind of organization the chiefs were willing to lead, and some of their will actually come true as their main policy. While the goals and key policies of the organization that they wanted during their tenure would not be fulfilled, chiefs were able to show their willingness to make major policies in various ways for the development of the firefighting organization. From the results of analyzing the inaugural addresses from the first to the seventh by word frequency, the most commonly derived words are 'people', 'firefighting', and 'safety', and it is seen that each of the chiefs has a unique word. The words derived f rom them are that the first one refers to partnership, the second, network, the third practical the fourth commitment the fifth guideline the sixth people happiness the seventh land disaster and safety community. 'Nation', 'firefighting', and 'safety' were commonly found in the inaugural addresses of most of the chiefs to try to protect the life, body and property of the people from fire, disasters, disasters and other emergency situations that are aimed at the firefighting organization. Although there are common words, it is found that each of the chiefs has differentiated the value orientation and firefighting policy pursued through inauguration.

이 연구는 재난현장 지휘관의 리더십이 현장 몰입에 어떠한 영향을 미치는지를 살펴보는 것이 주요목적이다. 기존의 선행연구들 과 달리, 이 연구에서는 소방대원의 구분을 소방서 행정요원, 구조대원, 구급대원, 화재진압대원으로 더욱 세분화하여 재난현장 지휘관이 발휘하는 리더십의 각 특성들과 재난현장에서의 활동 몰입도의 각 특성들 간에 어떤 유의미한 관계가 있는지 구체적으로 살펴보고자 하였으며, 또한 재난현장 지휘관 리더십 특성이 재난현장 몰입도, 현장 집중도, 현장 이해 및 실행도, 활동 전술 이해 및 실행도, 상급자 지시 이해 및 실행도, 소방 장비 이해 및 활용도, 대원 간 신뢰감 형성 정도, 직장에 대한 충성도에 어떠한 영향을 미치는지를 살펴보고자 하였다. 아울러, 각종 재난현장에서는 현장활동 대원들의 현장활동이 인명구조를 비롯하여 분초를 다투는 현장들이 많고 그만큼 현장 지휘관의 특성 및 자질 또한 중요하게 부각될 것이 분명하다. 이에 재난현장에서 현장 지휘관의 리더십 특성이 현장대원들의 현장 몰입도에 어떤 영향을 미치는지 살펴보고 이를 통하여 향후 각종 재난현장에서 정말 필요하고 효과적인 현장 지휘관의 리더십이 무엇인지 이 연구에서 밝혀내고자 하였다. 이를 통하여 궁극적으로 국민의 생명과 재산을 지키기 위한 소방활동이 좀 더 질적으로 한 단계 높은 서비스가 제공될 수 있는 학문적 및 정책적 기초자료를 마련하고자 하였다. 결과적으로 현장 지휘관의 리더십 특성 중 현장 정보수집능력, 의사소통능력이 현장활동 대원들의 현장 몰입도를 높이는 주요 요인으로 밝혀졌 다. 이 연구 분석 결과가 향후 각종 재난현장에서 효율적인 현장지휘를 위해 필요로 하는 현장 지휘관의 리더십 특성과 자질에 어떤 것들이 있고, 이런 현장 지휘관의 리더십 특성이 각종 재난현장 현장활동을 하는 현장대원들이 느끼는 현장 몰입도에 어떤 영향들이 있는지 기초자료를 제공한다는 측면에서 정책적 시사점도 있다고 여겨진다.

The purpose of this study was to investigate the effect of disaster scene commander’s leadership on the field involvement. Unlike the existing previous studies, this study further subdivided the division of firefighters into fire station administrative personnel, rescue workers, paramedics, and firefighters, and also explored the relationship between the characteristics of disaster scene commander’s leadership and the characteristics of disaster scene activity commitment. In addition, this study attempted to investigate how the disaster field commander’s leadership characteristics affect disaster scene involvement, field concentration, field understanding and execution, understanding and execution of activity tactics, understanding and execution of supervisor instruction, understanding and utilization of firefighting equipment, loyalty formation degree between firefighters, and loyalty to job. Also, it is clear that the field activities of the field activity members in various disaster scenes have a lot of urgencies such as lifesaving, and the characteristics and qualities of the field commander are also emerging so important. In this way, ultimately, firefighting activities to protect the lives and property of the people were intended to provide basic academic and policy data that could provide a higher level of services. As a result, among the leadership characteristics of field commanders, field information gathering ability and communication ability were found to be a major part in improving the reliability of the commander of the field activity members. And in the results of the analysis of difference in disaster scene involvement according to gender, in comparison with female firefighters, the involvement of male firefighters were found to be higher in field involvement, disaster scene understanding and execution, understanding and execution of activity tactics, and understanding and utilization of firefighting equipment. And there was a significant difference in the field involvement according to work experience. In other words, in the analysis of field involvement, the personnel who worked for more than 21 years were the highest, followed by crews with less than 5 years of experience, and crews with more than 11 years and less than 15 years of work experience in that order. It is worth noting that the field involvement of more than 11 years and less than 15 years of work experience was found to be lower than the field involvement of new members of less than 5 years. The reason for the relatively low level of concentration in the group of 11 to 15 years of work experience is because it is not an old age in their opinion, but they’re thinking that the tension of their own way that their career is getting shorter as the number of working years now exceeds 10 years. And overall, rescue personnel showed higher levels of field involvement than paramedic personnel. Therefore, if the subjects to be surveyed are expanded nationwide in future and analyzed, it will be reasonable to generalize the results of the study. Also, as this study is based on the empirical analysis, there is a lack of policy alternatives such as the problem of the leadership of the current field commander or future improvement of the field involvement. Therefore, in future research, it will be necessary to make more concretely how to improve the field commander’s leadership by analyzing actual situation and case analysis.
