The performance of traditional routing protocols for mesh networks can decrease significantly in disaster recovery situations due to dynamic changes to the network environment. A number of multi-path routing protocols have been proposed to address such issues. MMQR is a multi-path routing protocol for OFDM?TDMA mesh networks which use multiple paths that can be replaced immediately by one another in case of link failures. In this paper we extend the MMQR such that the alternative paths are reordered adaptively as the communication environment changes based on the heuristic model of attractor selection mechanism by which biological entities are known to adapt to dynamically changing environment. Simulation results show that the multi-path routing protocol with attractor selection mechanism outperforms existing multi-path routing protocols in terms of packet delivery ratio, throughput and QoS.

The purpose of this study was to analyze the process of psychological recovery following earthquakes as well as the archetypal symbolism in the process of sandplay therapy. The study participants were 12 adolescents who had resided for 16 months in a temporary camp for those displaced after the earthquakes in Nepal in 2015. The participants typically created scenes of archetypal invasion (Attacks by snakes, beasts, aliens, monsters and unidentified assailants), earthquakes or the aftermath of earthquakes (Earthquake, destruction of buildings, volcanic explosions), Helping Forces (Emergence of heroes, police, father or outsiders/Soldiers, weapons, and fighting scenes between soldiers and animals/monsters, and bad people Gods), and reconstruction of homes (Construction of a new and good nation), Recovery of Order (Division, well-compartmented strong houses/Peaceful nature, family and home). The religious and cultural in influences on the participants were reflected in their sandpictures and comments that the earthquake was caused by a divine being. Yet at the same time they expressed in archetypal symbols their ability to recover with the help of this divine presence.

The purpose of this study is to derive policy implications and recommendations for long-term recovery plan (LTRP) based on the analysis of the planning system, contents, and characteristics of the disaster recovery plan in Japan and US. While experiencing several large-scale disasters, these two countries have perceived LTRP as essential. They amended the legal systems and management guidelines for building up their LTRPs incorporating regional long-term comprehensive plans, which could facilitate sustainable regional development. Their LTRPs are characterized as holistic, comprehensive, and action-oriented. In addition, they required pre-disaster recovery implementation for the post-disaster long-term recovery plan, which enabled their recovery process immediate and efficient. The policy implications for natural disaster recovery plan in Korea from these two countries are summarized as follows: (1) expanding the concept of recovery and the scope of recovery plan, (2) making a comprehensive and action-oriented LTRP reflecting various other sectors, and (3) ensuring sustainability through pre-disaster planning.

For the purpose of reviewing the Korean government’s direction of disaster recovery for large-scale complex damages and making policy recommendations for the disaster recovery strategy in Korea, we analyzed the recovery and revival strategies of the Japanese government against the Great East Japan Earthquake in 2011. At the core of Japan’s response to the damage is the establishment of a new organization to maximize disaster management capabilities, revise the taxation system to secure budget stability and classify special laws under the basic law. In Korea, disaster-related laws are not redundant or typified, and budgetary measures are limited to special support by the central government. Therefore, it is necessary to readdress the basics such as the establishment of a dedicated organization for disaster management and the planning for stabilizing budget and enacting laws.

Climate change has received global attention for a long time and its damages have been enlarged and diversified. South Korea introduced the district-level comprehensive recovery system in 2012, and a pilot project is in progress. The district-level comprehensive recovery system is a system that designates and restores a certain area experiencing multiple damages such as flood or landslide as a target district unit, considering the type of damage, basin, etc. However, it has limitations in its scope and institution in case of large-scale complex disasters, and thus needs to be restructured as a national level plan to restore, rebuild and reconstruct the damaged areas. This study presents a proactive and practical guideline to strengthen legal foundations for large-scale disaster recovery and reconstruction, which should be used as a model for future efforts to legislation that can respond to large-scale disasters in South Korea.

Disaster recovery funds for disaster survivors and their communities are often created whether the disaster is natural or manmade. They emerge in times of crisis and yet their feasibility, efficiency and potential impact can be greatly enhanced by thoughtful planning and implementation. Creating, launching and implementing a recovery fund can be a critical and challenging process. The Hurricane Floyd Relief Fund is a wonderful story of community philanthropy and successful collaborative partnerships –one that resulted in providing assistance to more than 35,000 families through the 66,000 donations that totaled over $22 million. The goal of the Hurricane Floyd recovery fund model is to provide assistance to families who need immediate help with needs not covered by government programs. It is critical that needs be met in the difficult days, weeks, and months immediately after the event. North Carolina’s disaster recovery fund has assisted thousands of people in need in many disasters by providing food, medicine, utilities, rent and other critical needs when the survivors needed it most. Using the recovery fund model created for Hurricane Floyd, North Carolina has implemented recovery funds for other disasters: Hurricane Isabel (2003), Hurricane Frances (2004), Hurricane Ivan (2004), Hurricane Jeanne (2004), and Hurricane Katrina (2005). After each of these events, the first assistance many people received was from the disaster recovery fund. After Hurricane Charley made landfall in Florida (USA) in 2004, that state approached North Carolina for assistance in helping to establish their disaster recovery fund. U sing the Hurricane Floyd model as a template, after modifications were made, their fund continues to be successful –having distributed nearly $24 million to 321 organizations involved in recovery efforts. For the first time in 2005, North Carolina implemented a successful disaster recovery fund for survivors of an event that occurred in another state. A fter Hurricane Katrina made landfall in the Gulf Coast region of the USA, thousands of people from that area evacuated to North Carolina. U sing the guiding principles of the Hurricane Floyd recovery fund model, the North Carolina Helping Neighbors Fund was created to provide evacuees with immediate assistance. The recovery fund model has been shared with other states in the USA that have turned to North Carolina for guidance after a disaster in their state. It could be replicated in communities and countries around the world.

As climate change accelerates, tsunamis are posing a greater risk with varying levels of damage. In January 2024, a tsunami originating off the coast of Japan led to the evacuation of residents in coastal areas of South Korea. Consequently, South Korea is no longer considered a safe zone, highlighting the imperative to establish countermeasures. In Korea, tsunami shelters one type of disaster response facility are designated in locations reachable within a 10-minute walk at an average adult walking speed. However, due to the nature of tsunamis, these shelters are located at higher altitudes, which presents significant challenges for transportation-disadvantaged individuals when moving to shelters situated on slopes. In this study, the service areas for each shelter were calculated based on the walking speed of transportation-disadvantaged individuals and the slope of the terrain, aiming to evaluate pedestrian accessibility. The results of the analysis are intended to provide foundational data for developing an effective support system that accounts for the needs of transportation-disadvantaged individuals.

In this study, we investigated the Fukiage sand dunes of southern Kyushu, Japan. We surveyed the status of recovery of coastal Japanese black pine forests damaged by pine wilt disease and their disaster prevention capability. We placed two transects: Transect 1, in an area that was severely damaged (80-90% damage rate) by pine wilt disease, and Transect 2, in an area that was mostly undamaged (<10% damage rate). Then, we installed survey lines, carried out vegetation surveys, and measured the depth and pH of humus soil. The survey lines were placed perpendicular to the coastline from the top of the fore-dune to the inland area, and divided into five 50 m sections. Before the point 100 m inland from the top of the fore-dune, the number of invasive hardwoods and of Japanese black pines were small because of the poor growth environment in both transects. Past the 100 m point, the species and number of Japanese black pines and broad-leaved trees increased further inland because the growth environment improved. In addition, the recovery metrics of tree height, diameter at breast height, age, and number in Transect 1 were much lower than those in Transect 2, and the basal area of broad-leaved trees and the depth of humus soil in Transect 1 were lower than in Transect 2, and the soil pH of humus soil in Transect 1 was higher than that of Transect 2. The shape ratio of the Japanese black pine forests indicated that they were insufficient for disaster prevention. Therefore, in order to fully promote the disaster prevention capability of coastal Japanese black pine forests, we should not only focus on prevention of pine wilt disease but also undertake continuous control efforts taking into consideration the sound growth environment such as appropriate density and soil management and removal of invasive broad-leaved trees.
Understanding Post-Disaster Urban Population Recovery in Japanese Cities
7th ACUDR The Asian Conference on Urban Reduction 2026.06 p.48
Disasters often disrupt the physical structure and infrastructure of cities and lead to temporary or permanent population loss. While post-disaster recovery is often evaluated through physical reconstruction, infrastructure and building reconstruction alone do not ensure the restoration of social systems and community functions. Population recovery indicates the actual return of human activity and the long-term viability of affected areas. However, relatively little attention has been given to the temporal dynamics of urban population recovery. Understanding the processes and mechanisms of post-disaster population recovery is thus critical for capturing the dynamic and stochastic nature of the urban recovery process. Past research examined post-disaster population recovery and its potential drivers. Nevertheless, many studies relied on case studies or static comparisons, with limited use of data-driven approaches to capture overall temporal dynamics. This study aims to understand post-disaster population recovery over time and systematically identify recovery patterns and potential transition dynamics. Using Japan as the study area, we compile longitudinal population data for cities affected by major earthquake events since the Hyogo Framework for Action (2005). We first use cluster analysis (e.g., Dynamic Time Warping (DTW)) to group cities with similar recovery trajectories and identify common patterns across cities. In addition to comparing overall recovery trajectories, we also examine stage-specific recovery patterns (i.e., pre-disaster, short-term recovery, mid-term recovery, and long-term recovery) using a Gaussian Mixture Model (GMM). We then apply a probabilistic method to estimate transition probabilities between recovery states and construct recovery pathways. The results show how recovery trajectories evolve and diverge across cities, identifying typical recovery pathways and potential transition dynamics. The findings provide an empirical basis for targeted policy interventions to support resilient post-disaster recovery.

The 2025 Gyeongsangbuk-do wildfire, the largest single wildfire disaster in modern Korean history, revealed the increasing severity and frequency of climate-induced mega-disasters. As climate change accelerates, such extreme events are expected to occur more often and on a larger scale. Nevertheless, current disaster policies in Korea remain heavily focused on physical restoration while the socio-cultural dimensions of recovery have yet to be systematically institutionalized. This study examines the theoretical significance of culture and the arts in post-disaster recovery and analyzes the response patterns of key domestic policy actors, including central, metropolitan, and local governments. The findings demonstrate that cultural policy is not a supplementary element of disaster response but rather a strategic component that can drive psychological healing, community rebuilding, identity restoration, and longterm regional regeneration. Based on these results, the study proposes six cultural policy directions and a set of detailed policy programs, highlighting the need for an integrated cultural-arts approach in future disaster recovery frameworks.
Korean island communities face structurally lower disaster response and recovery capacity than mainland areas because rapid aging, geographic isolation, fragile infrastructure, and limited emergency resources are concentrated in the same places. The aging rate in island areas is about 46%, far above the national average of about 20%, while many islands also have aging building stock, very limited formal shelters, insufficient emergency stockpiles, and weak response bases. Because isolation and ferry cancellations can delay outside assistance, disasters in islands are not simply events of physical exposure but compound crises involving delayed evacuation, interrupted care, disruption of essential services, and prolonged recovery. This paper argues that island disaster policy in Korea should move beyond mainland-oriented emergency management and adopt the Smart Island approach as a necessary strategy for recovery and reconstruction. In this study, Smart Island is not understood as a collection of digital devices, but as an ICT-enabled, place-based governance platform that connects preparedness, response, recovery, and long-term adaptation under conditions of insularity, low density, and aging communities. The framework combines ISLAND-TI, which diagnoses island conditions through four paired dimensions—connectivity/self-reliance, innovation/practicality, efficiency/acceptability, and resilience/flexibility—with STIM, which translates those diagnoses into strategies across society, technology, institutions, and management. From this perspective, recovery planning for Korean islands should be reorganized through a Build Back Better approach that integrates self-sustaining survival hubs, local command systems, medical and psychosocial support, and information delivery nodes. Key priorities include backup power, satellite communication, water, food, and medicine stockpiles, continuity of care for older adults, community-based training, distributed energy systems, and climate-adaptive land-use planning. Ultimately, the smartness of an island should be judged not by the amount of digital equipment it possesses, but by how effectively survival infrastructure, ICT, institutions, and community capacity are combined to support response, recovery, reconstruction, and long-term resilience.

This study reinterprets post-wildfire community recovery narratives not as descriptions of recovery outcomes, but as processes through which community resilience is formed and enacted. While disaster recovery research has long emphasized physical restoration, genuine recovery requires rebuilding social relationships and community bonds. Applying narrative analysis and Rowan's CAUSE model—supplemented by Mead's theory of the social self—to narrative data from two village leaders in wildfire-affected communities, the study identifies five interrelated recovery processes: trustworthy leadership, recognition of risk and vulnerability, collective meaning-making of disaster experience, social endorsement of solutions, and institutionalized execution of recovery practices. Resilience is further shown to draw upon pre-existing relational capital, symbolic systems, and external networks, deepening into transformative learning after disaster. Local governments should therefore adopt socially grounded resilience strategies encompassing community organizing, resident communication, external resource linkage, and pre-disaster preparedness.

The disaster recovery refers to policies and procedures to ensure continuity of services and minimize loss of resources and finances in case of emergency situations such as natural disasters. In particular, the disaster recovery method by the cloud service provider has advantages such as management flexibility, high availability, and cost effectiveness. However, this method has a dependency on a service provider and has a structural limitation in which a user cannot be involved in personal data. In this paper, we propose a protocol using proxy re-encryption for data confidentiality by removing dependency on service providers by backing up user data using blockchain and distributed storage. The proposed method is implemented in Ethereum and IPFS environments, and presents the performance and cost required for backup and recovery operations.

This study used a sequential explanation design with mixed research methods to explore the recovery experience of counselors at the Disaster Psychological Recovery Support Center who have been exposed to secondary trauma stress. As a result of the study, in a survey of quantitative studies, the degree of secondary trauma stress of disaster counselors was relatively low, and recovery was also well achieved. In addition, it was analyzed that in the process of recovering secondary trauma stress of disaster counselors, opportunities to develop job resources and expertise were helpful. Since then, the researchers classified the counselors into groups with high and low levels of secondary trauma stress and conducted individual in-depth interviews with counselors from each group. The findings suggested that the degree of secondary trauma stress varied depending on the counselors' personal trauma experiences and the severity of the disaster situations they encountered. Additionally, due to the absence of a secondary trauma stress recovery support system specifically designed for disaster counselors, the counselors made efforts on their own to recover from secondary trauma stress through professional and daily endeavors. However, as recovery is limited at the individual level, this study suggested the establishment of a secondary trauma stress symptom check system, counseling, and supervision system for disaster counselors to keep the counselor's mental health healthy.

This study examines how psychological factors, social factors, and human factors influence the post-disaster recovery of disaster victims, and derives policy implications to support their recovery. Using data from the 2022 Disaster Recovery Status Survey conducted by the National Disaster Management Research Institute, we performed logistic regression on a total of 3,009 respondents. The results show: (1) among psychological factors, higher levels of anxiety are associated with a decreased likelihood of post-disaster recovery; (2) among social factors, greater social support increases the likelihood of recovery; and (3) among human factors, better self-rated health and a smaller household size are associated with a higher probability of Post-Disaster Recovery. Based on these findings, the study proposes measures and policy implications to support Disaster Victims in restoring their daily lives.

Recently volcanic eruptions and activities occurring in many parts of world have become a common global concern to many countries. The severity of these Volcanic disasters, such as of Mt. Eyjafjallajokull in Iceland and Mt. Merapi in Indonesia, have caused damages and causalities reaching astronomical levels. The infrastructure is categorized into 18sections that appropriately reflecting the survey data collected from various government agents, current inhabitant and engineers to accumulate a database on the priorities and preferences of restoring and reconstructing many kinds of infrastructure and facilities. The survey data was collect by using the "Likert 5 Scale Method" which emphasized the importance and priority of reconstruction and restoration for the specific facilities and infrastructures. The data was corrugated, organized and used in plotting and planning a strategic recovery agenda. The survey results were analyzed and verified to ensure the validity and reliability of the data by using chi-square test. This paper presents that recovery period and recovery cost to the total damage of infrastructure and facilities were used to make a recovery network with implemented construction management method. The research is expected that a more efficient and prompt recovery protocol and recovery plan can be executed and can be use as a reference and database.

This research aimed to conceptualize and examine the factors of resilience for individual and community mental health recovery in disaster situations. Although the concept of disaster resilience has received increasing attention from various academic disciplines over the past three decades, it still lacks a unified definition and understanding of the factors that influence it. To address this, we conducted a review and discussion of various approaches and theories dealing with the resilience in disaster contexts in order to establish the foundation for an integrated conceptualization of disaster resilience for the future research. The resilience factors were also comprehensively introduced at both the individual and community levels. For individual resilience, factors such as social networks, self-management and regulation, coping efficacy and flexibility, and positive emotions were presented. The community resilience factors encompassed social capital, such as communication systems, trust, shared norms, and socio-cultural identity.

Modern society is facing multifaceted environmental changes, including worsening climate change, an increase in the occurrence of natural disasters, as well as entering into an era of low growth. Against this backdrop, there is beginning to be a shared understanding that both physical modifications and non-physical modifications should be considered in order to make safe and sustainable preparations for urban spaces. The Korean peninsula has recently had to grapple with a number of strong earthquakes, which has led to a spike in the interest in disaster risk and response measures. When viewed in this context, looking into Japan’s experience with disasters and their recovery and rebuilding process has become quite meaningful. The purpose of this study is to propose disaster management policy directions from a practical perspective for boosting resilience in cities by analyzing cases from Japan, which has experienced a large number of disasters. The following policy implications for the Republic of Korea that were derived are as follows. First, there needs to be clear agreement and understanding regarding the responsibilities and roles of response organizations and members at the local level. Second, systems need to be developed based on participation between various stakeholders in order to quickly build consensus. Third, it is vital for there to be confidence development systems for community members regarding the government that dispatches disaster warnings.
