Disaster recovery funds for disaster survivors and their communities are often created whether the disaster is natural or manmade. They emerge in times of crisis and yet their feasibility, efficiency and potential impact can be greatly enhanced by thoughtful planning and implementation. Creating, launching and implementing a recovery fund can be a critical and challenging process.
The Hurricane Floyd Relief Fund is a wonderful story of community philanthropy and successful collaborative partnerships –one that resulted in providing assistance to more than 35,000 families through the 66,000 donations that totaled over $22 million.
The goal of the Hurricane Floyd recovery fund model is to provide assistance to families who need immediate help with needs not covered by government programs. It is critical that needs be met in the difficult days, weeks, and months immediately after the event. North Carolina’s disaster recovery fund has assisted thousands of people in need in many disasters by providing food, medicine, utilities, rent and other critical needs when the survivors needed it most.
Using the recovery fund model created for Hurricane Floyd, North Carolina has implemented recovery funds for other disasters: Hurricane Isabel (2003), Hurricane Frances (2004), Hurricane Ivan (2004), Hurricane Jeanne (2004), and Hurricane Katrina (2005). After each of these events, the first assistance many people received was from the disaster recovery fund.
After Hurricane Charley made landfall in Florida (USA) in 2004, that state approached North Carolina for assistance in helping to establish their disaster recovery fund. U sing the Hurricane Floyd model as a template, after modifications were made, their fund continues to be successful –having distributed nearly $24 million to 321 organizations involved in recovery efforts.
For the first time in 2005, North Carolina implemented a successful disaster recovery fund for survivors of an event that occurred in another state. A fter Hurricane Katrina made landfall in the Gulf Coast region of the USA, thousands of people from that area evacuated to North Carolina. U sing the guiding principles of the Hurricane Floyd recovery fund model, the North Carolina Helping Neighbors Fund was created to provide evacuees with immediate assistance.
The recovery fund model has been shared with other states in the USA that have turned to North Carolina for guidance after a disaster in their state. It could be replicated in communities and countries around the world.
