본 논문은 노인장기요양보험의 수급대상 범위를 확대할 경우 직면하게 되는 재정안정화 문제를 완화시킬 수 있는 대안모델을 제시하는 데 목적이 있다. 또한, 본 논문은 대안모델을 제시하는 데 그치지 않고 그것의 효용성까지도 검증하고 있다. 본 논문에서는 가족요양 보조력의 원천을 고려한 대안모델(M0)을 제시하고 그것의 중장기적 성과 및 재정추계를 보건복지부의 1안(M1)·2안(M2)과 비교함으로써, 각 모델들이 노인장기요양보험의 성과와 재정에 어떤 영향을 미치는지를 분석하였다. 본 논문은 분석을 행함에 있어 노인장기요양보험의 대상 범위를 M0·M1의 경우 65세 이상 노인인구의 10%로 가정했고, M2의 경우 3.6%로 가정했다. 추계결과에 의하면, 보험료 발전추이를 고려했을 경우 M0는 노인장기요양보험의 중장기적 재정안정성을 유지하는 데 유리한 것으로 판별되었다. 이는 M0가 납부의무자의 보험료 부담을 덜어주는 재정방식을 취했기 때문으로 풀이된다. 본 논문에서 제시한 대안모델(M0)은 기본적으로 가족요양 보조력의 원천—인구노령화에 의해 감소추세를 보이는—을 고려함으로써 성과 및 재정의 차별화를 꾀하는 모델이다. 분석결과에 따르면, 대안모델(M0)은 보건복지부 1안(M1)에 비해 요양비용 및 재정부담 완화 효과가 큰 것으로 판별되었다. 즉 대안모델(M0)은 장기적으로 볼 때 노인장기요양보험의 안정적 운영에 큰 도움이 될 것으로 전망된다. 또한 대안모델(M0)은 잠재적 수급자들에게 본인부담금과 보험료납부를 의무화하지 않기 때문에, 요양대상자는 물론 가족의 재정 부담을 크게 경감시켜줄 것으로 예상된다.

This paper focuses on the search for an alternative model of finance and benefits for the Long-term Care Insurance (LCI) to cope with the dilemma of financial stabilization. An alternative model M0 has been developed by considering the resources of family care assistance, and model M1 and M2 are the models of the Ministry of Health and Welfare. In this paper, model M0 and M1 supposed that the percentage of beneficiaries is 10% of the total amount of population aged 65 or above, whereas model M2 supposed 3.6%. This paper predicted that model M0 is more advantageous than the other financing models in the development progress of insurance contribution. In comparison with model M1 at the same condition of beneficiary percentage of 10%, model M0 could contribute to a better stabilization of the LCI by easing the burden of the care costs and financing. Furthermore, model M0 does not impose compulsory retention or contributory payment on potential beneficiaries. It could help to reduce the financial burden of the recipients and their caregivers in the LCI.

본 논문은 노후소득보장정책을 중심으로 한국 노인복지정책의 발전방향을 모색하는 데 그 목적이 있다. 이를 위해 본 논문은 우선 한국의 노후소득보장정책의 현황을 살펴보고자 하며, 다음으로 그러한 현황분석을 토대로 향후 한국이 고령사회에 적합한 노후소득보장정책을 갖기 위하여 어떤 노력을 기울여야 하는지 논의하고자 한다. 본 논문은 크게 세 부분으로 구성된다. 첫째, 노인복지정책 중에서도 왜 노후소득보장정책에 주목해야 하는지를 커다란 사회경제적 변화, 예컨대 인구의 고령화 및 복지국가의 변화와 연결지여 살펴본다. 둘째, 한국의 노후소득보장정책이 그런 사회경제적 변화에 잘 부합하고 있는지 그 현황을 되짚어보고, 이를 통해 우리의 현실을 진단한다. 셋째, 현황에 대한 진단과 비판적 검토를 토대로 향후 한국의 노후소득보장정책이 어떤 방향으로 발전해 나가야 하는지 모색한다.

This paper aims to consider directions of the welfare policy for the elderly in South Korea focusing on old-age income maintenance. To do this, this paper reviews the current conditions of old-age income maintenance in South Korea, and discusses how we the South Korea tries to build a sustainable old-age income maintenance policy that are congruent with aged society through a critical review of the current conditions. This paper can be largely divided into three parts. The first part reviews the importance of old-age income maintenance in the context of the socio-economic changes such as aging population and changing welfare states. The second part examines if the present old-age income maintenance in South Korea corresponds with the socio-economic changes, especially aging population. The last part ends with a discussion of the strategies for developing old-age income maintenance policies in South Korea for the foreseeable future.

본 논문에서는 후기 근대라는 그늘 아래서 ‘돌봄 제공자’로서의 아버지 역할을 사회적으로 유발하는 구조적인 변동을 분석했다. 신자유주의가 강화되는 가운데 단독생계 부양자 역할이 무너지고 여성들의 유급 노동 비율이 높아지며 가족의 이혼율 증가와 같이 가족 불안정성이 증가할수록 ‘돌보미’로서의 아버지 역할은 사회적으로 강조됐다. 또한 국가의 차원에서 ‘아버지 할당제’와 같은 ‘돌봄 제공자’로 아버지를 바라보는 복지제도가 마련되고 아버지 운동에서는 돌봄 제공자로서의 권리 확보를 위해 노력했다. 이러한 구조적 변동을 배경으로 하여 아버지들은 놀이 및 교육자로서의 ‘돌보미’ 역할을 수행하며 자녀 돌봄 영역에 참여하고 있으며 이 과정에서 자녀와 친밀한 관계를 형성하고 감정 능력을 발달 시키는 새로운 경험을 하게 된다. 따라서 아버지들이 ‘돌보미’로서 변화하는 가운데 그들의 양육자로서의 역할은 더욱 강화되고 있다고 할 수 있다.

The purpose of this article is to identify the changes of social structure that lead to change a manhood from breadwinner to co-caregiver in the middle of post-modernism. While neo-liberalism is growing, a male breadwinner model has been weakened, a number of female worker has increasing and the a high rate of divorce contributed to dissolution of families, a role of father as a caregiver is emphasized generally.The change encouraged fathers to participate the care of children. Fathers sometimes are called 'frienddy' and become a father solicitous for her children´s education. They have developed capabilities of expressing their emotions and have close relationship with their children in the process of caring of their children. Therefore, it is a fact that a role of father has been changed and socially has been intensified the caring of fathers.

외국어로서의 한국어 쓰기 교육을 실시함에 있어 학습자들에게 효과적인 텍스트를 제공하는 것은 매우 중요하다. 왜냐하면 그들의 스키마를 계발하고 글에 대한 이해력을 증진시켜 의사소통 능력을 향상시키는 데 효과적인 텍스트는 그 무엇보다 중요하기 때문이다. 이런 점에서 텍스트를 활용한 쓰기 교육 방안을 정립하는 일의 중요성은 매우 커지고 있다. 이에 본 연구는 사전연구의 일환으로 ‘어떤 텍스트들이 학습자들의 쓰기 능률에 영향을 미치는지’ 조사하였다. 본 연구는 향후 한국어 쓰기 교육의 올바른 텍스트 선정 상을 정립하는 데 그 목적이 있으며, 아울러 쓰기 교육을 위한 텍스트를 선정하거나 제작할 때 어떤 요소들이 고려되어야 하는지 그 방향을 제시하는 데에도 그 목적이 있다. 이 같은 연구는 쓰기 자료로서 텍스트가 갖는 중요성을 환기시킴은 물론 학습자들의 스키마를 계발하는 데 필요한 ‘교육용 텍스트’ 개발에 참고가 될 것이다.

It is very important to provide effective texts that can enhance the learners' ability of Korean language for developing their schema and increasing understanding about texts for the education of Korean language of foreigners. As the exploratory phrase to correct the method of writing education using texts, the purpose of this article is to identify the texts that effect the learners abilities and to make it right about writing Korean language. And, it will provide materials for evaluating what is necessary when one select or create texts. The article is anticipated to offer important and meaningful materials that texts must include and make the learners' schema improve.
