외교행낭 보안검색 방법과 면제에 대한 연구

Diplomatic pouches are protected by the 1961 UN Vienna Convention on Diplomatic Relations. In Article 27, Paragraph 3 of the Convention, it is stipulated that “diplomatic pouches cannot be opened or detained.” Since it is impossible to search or customs inspection, it is virtually impossible to check the contents. The Ministry of Foreign Affairs and Trade operates diplomatic pouches as a means of transporting official documents and common items between the headquarters and diplomatic missions abroad. You can see that a bag or pouch for sending documents is expressed as a diplomatic bag. In the case of Diplomatic Pouch certified by the Minister of Land, Infrastructure and Transport, there is no problem because they are exempt from security screening. In order to prevent the occurrence of security screening complaints at security checkpoints, it is necessary to revise the regulations on the special security screening method for Diplomatic Pouch. For Diplomatic Pouch, it is institutionalized to apply to the head of the regional aviation office for a certificate from the relevant national mission proving that there are no dangerous objects such as weapons or explosives that can be used to Act of Unlawful Interference. Recently, International Organizations including World Economic Forum and ICAO warn that possibility of a outbreak of terrorism in a way of Chemical, Biological, Radiological, Nuclear as Weapons of Mass Destruction in the result of the global threat assessment analysis. Due to the learning effect of COVID-19 pandemic such as spreading virus extensively, high fatality rate, economic ripple effect, social turmoil et cet around the globe, the way of terrorism could change to CBRN which is easy to acquirement of the material or agent and huge damaging effect to human with just a small amount. Between 1970 and 2016 there were a total of 348 chemical, 13 radiological and 36 biological attacks such as Anthrax Spores, Novichok Nerve Agents, Sarin Gas, VX Nerve Gas, Ricin Toxin in USA, England, Japan, Malaysia and France and Germany respectively. To response to the potential threat, Republic of Korea have to prepare, review and carry out national and airport contingency plan in terms of full-time CBRN exercise, prepare the dedicated HVAC facilities and train the airport staff to recognize and report coule-be infective CBRN terrorism.

In the restricted area within an airport, the airport operator is required to prepare thoroughly for access control and security screening in the restricted area, as is the case with the aircraft, in accordance with its own security plan. Helicopter-related personnel shall also complete education and training courses necessary for disorderly conduct in accordance with the national civil aviation security education and training guidelines. It is necessary to recognize that the helicopter security has the blind spot of aviation security, and so it needs the improvement of its aviation security, as if the ministry of land, infrastructure and transport(MOLIT), airport operator, air transportation business entity, and aviation security workers strengthen security screening on passengers and carry-on items, It is not easy to complete anything at once. In order to resolve the vulnerability of the helicopter security, aviation security laws and related guidelines need to be supplemented one by one. As we have suggested the "Helicopter Aviation Security Solution Plan," it is time to make efforts to raise aviation security awareness so that the helicopter security does not become a vulnerable factors to aviation security by reorganizing its security awareness from the Ministry of Land, Infrastructure and Transport to aviation workers at aviation security sites.

International airports have unique operating structures, depending on the country. The international airport is a mix of government and private sectors, and has an operating structure that reflects various characteristics of the country’s politics, economy, society and history. In Korea, the role of the government in international airports has played an enormous role compared to other countries due to the security characteristics of the division and military confrontation between the two Koreas after the Korean war. The outskirts of 15 domestic airports, where private aircrafts float and drop, are still mostly armed with one-zone defense. In other words, it is establishing protection measures for airports based on the public power. However, since the opening of the Incheon International Airport, special security personnel under the Security Business Act have been in charge of the internal security of the airport for almost 20 years. With this special security reality, the study focuses on the way to improve the system in accordance with the regularization of non-regular workers in the public sector along with pointing out the problems of the law and system of the civil security system of aviation terrorism mainly countered by a special security guard.

Today's modern society faces traffic congestion with numerous cars, urbanization is rapidly progressing all over the world, and the number of large cities is increasing, so the traffic congestion problem is inevitably intensified. However, in order to improve traffic congestion, it is impossible to increase the supply of public transportation such as subways and buses indefinitely, and it is expected that ground transportation congestion will continue despite the expansion of roads and railways. An innovative transportation system is needed. UAM will be operated at the elevation of 300~600m in cities. However, there are no legal grounds on the acknowledgement of ownership of air space above land to what elevation and compensation in accordance with the limitation of such ownership, thereby inducing concerns for violation of constitution in the event of radical occurrence of disputes on the ownership of air space above land at the time of introduction of UAM. Accordingly, it is deemed that legislation of the ‘Regulations on the compensation for the use of air space above land for public interest project in accordance with the UAM operation’ and policy alternatives for this aspect is presented.

Drones are increasingly active in various fields as they expand from military purposes to the public sector. Due to the development and generalization of drone technology, illegal operation of drones, such as illegal operation of drones, crime or terrorism, poses a threat to aviation safety and security. The current law does not address concerns about drone safety accidents, legal responsibility for accidents, privacy protection, and aviation security, resulting in increasing social anxiety. We will examine problems such as the ambiguity of the concept of illegal/anti-drone, lack of awareness of security culture, the status of damage caused by illegal operation of drones, analysis of laws related to drone operation, and the drone certification process, and suggest effective measures to improve them.

Recently, as the field of use of MAVs in modern society has become wider, research on MAV flight control is attracting more attention. In environmental monitoring, the diversity of its forms and applications is gradually widening, such as terrain modeling based on aerial digital image data, surveillance of private protection facilities, aerial surveillance for military purposes, and utilization of delivery services in the commercial sector. Among related studies, proposals related to autonomous flight, which can follow a number of pre-determined route points and perform missions without human intervention, have increased. The importance of the aircraft electrical system fault detection is also growing because of mounting equipment and aircraft demand has increased significantly to an increase in facility that use electricity as large and modernize. This paper estimates the qualitative fault possible cause through previous studies of the actual fault cases that do not have external power Boeing 737 aircraft supply, were detected fault through experimentation, validation with the electrical system fault detection via ground and aircraft equipped inspection the study was carried out.

The importance of the aircraft electrical system fault detection is also growing because of mounting equipment and aircraft demand has increased significantly to an increase in facility that use electricity as large and modernize. This paper began to solve the case of an actual defect in the electrical system BPP that occurred in the Boeing 737-200 aircraft, developed in the 1960s and produced in 1982. In the process of supplying power through an external power station on the ground, a circuit breaker installed in the cockpit to protect the aircraft was opened, making it impossible to use external power on the ground. In this paper, reliability test procedures applied to aircraft design and existing maintenance procedures, such as BIT and automatic test equipment utilization, were studied to detect and resolve electrical system defects. A plan was established and implemented, and the test results were verified through an aircraft ground-mounted inspection.

In July 2019, an American airline mechanic destroyed the navigation system of a 737-800 aircraft at Miami International Airport. However, the mechanic admitted to tampering with the exterior to investigators. Mechanics glued pieces of foam to the aircraft's fittings and air data module, which was revealed when security cameras captured the suspect approaching the cabin at the time of the incident. Each national and aviation-related international organization has established and implemented various response regulations to respond to the new security threat, insider threats. Insider threats arise not only in the aviation industry but also across all industries, thus responding through international organizations and internal regulations in each industry. This study presents this proposal for the purpose of introducing a plan through the study of how to apply it to the domestic aviation industry situation by identifying various excellent regulations or measures currently in place with the aviation industry.

As the demand for air travel increases rapidly, the number of disorderly conduct in-flight is also increasing, and strict measures are being taken against aviation security, but the types are also showing a variety of common crimes. In the past, the types of in-flight sabotage frequently occurred that threatened the safety of the aircraft, such as causing disturbances by passengers or assaulting flight attendants, but smoking on board, abusive language, intimidation, harmful behavior after drinking, and sexual harassment. In particular, refusal to wear a mask on board due to corona is a new phenomenon. In light of the fact that illegal sabotage that occurs inside an aircraft, which is an enclosed space, can impede safe operation and cause great damage to life or property, it is difficult to evaluate illegal sabotage as the same as acts that occur in general situations on the ground. It can also be seen in the ruling that it cannot. In recent years, disorderly conduct acts in-flight have a significant impact on aircraft safety, so the number of occurrences has not changed despite efforts such as raising penalties and mandating criminal police handover. The reason is to supplement the lack of judicial measures and lack of publicity for passengers through effective revision of the law.
