Korea's aviation security law is designed to comply with the contents of Annex 17 to the Internationa Civil Aviation Convention. This article focuses on the legal content of the countries that enacted the law under the name of the Aviation Security Act-Germany, the United Kingdom, the United States, and the EU regulations. In the case of Korea following the Continental Law, we specifically looked at the contents of German law. The areas to be improved in the Aviation Security Act were studied, focusing on the German Aviation Security Act, which regulates the limitation of basic rights, and the United States regulations, which regulate the rights relief. We also studied the provisions of Regulation (EC) No 300/2008, which clearly define the definition of terms with respect to aviation security. Based on the legislation of other countries in aviation security, we have studied the areas in which Korea's aviation security law should be developed and suggested directions for future legislation.

Recently, Incheon Airport has in trouble for failing to detect folding knives of passengers who are traveling Incheon to Dubai. In order to upgrade the aviation security search, relevant legal provisions need to be organized systematically. In Korea, the classification system for dangerous goods prohibited from being brought into the aircraft was provided by law for the security and safety, but the need for notice arose due to changes in the standards under the Aviation Safety Act. Accordingly with the recent revision of the notice, the government is striving to enhance aviation security by cooperating with relevant agencies and scheming their procedures. By examining the revised notice and presenting the expected effects of the notice, this paper aims to contribute to the revision of relevant laws and formation of countermeasures in the future.

GASeP will bring together ICAOs, governments, industries and other stakeholders in an integrated and organized effort to address current and new global aviation security challenges. Security is an important pillar for sustainable growth in the global aviation industry. The recent increase in airplane turbulence and terrorist risks has increased the need for cooperation between countries rather than a single national response, and consists of an analysis of the basic concept of air security in ICAO and the background, status and details of the global aviation security plan. Based on the review of the ICAO Global Aviation Security Plan, we should develop detailed countermeasures for our aviation security plan, aviation security risk analysis, aviation security training, self- aviation security plan, and aviation security search.

As the threat level of terrorists to civil aviation, the international community agreed on the need for a concrete and systematic global roadmap to enhance aviation security. In response, ICAO adopted the GASeP at its 39th General Assembly in 2016. GASeP selected five priority outcomes to enhance the awareness and responsiveness of aviation-related parties, to enhance aviation security culture and human capabilities, to promote technological enhancement and institutional improvement, to improve security supervision and level management, and to expand cooperation and support at home and abroad. In addition, 32 implementation plans and 94 roadmap implementation tasks were selected. However, the current security measures in Korea do not fully reflect the original intent of GASeP. The main goal of GASeP is to establish risk-based approach for all security areas by risk management measures such as SeMS. In order to operate SeMS, data collection is essential, which is closely related to security culture. Therefore, this paper tries to present the establishment of a SeMS based on the requirements that GASeP is aiming for and the establishment of a security culture to promote self-reporting system.

Since the terrorist attack on September 11, 2001, there have been many concerns about aviation security around the world, and the awareness that aviation security measures above the minimum level should be taken in common has increased worldwide. In view of this need, the ICAO initiated the establishment of the Universal Security Audit Program (USAP), which includes security assessments for all ICAO contracting countries. Currently, this program has become established as a groundbreaking program that strengthens aviation security around the world. This article reviews the details of ICAO Universial Security Audit Programme(USAP) and Contiguous Monitoring Approach(CMA) methodology in terms of effectiveness and efficiency based on the experiences of Republic of Korea. The article explains the background of ICAO civil aviation security effots to improve global aviation security activities. Republic of Korea has major achievement in ICAO USAP. Republic of Korea should do more proactive works to maintain and improve aviation security regime and operations at ariport level.

The U.S. government imposed an open ban on the use of 3D printer guns as a possible abuse of terrorist criminal means, but there is a potential threat to terrorism as thousands of guns were illegally distributed before the shutdown. It is highly likely that plastic guns can be manufactured using design drawings of online distribution, and that it will be difficult to detect metal detectors at airports and ports when brought into South Korea. The 3D printer production gun can be manufactured by anyone without specialized skills as long as the 3D printer and design drawings are available, and there is no serial number of guns, so it is highly likely to be abused, such as the murder of a factor, as it is difficult to trace Even in the event of a live-fire, it was possible to kill people, including power and accuracy, and because it is difficult to detect, there is an inherent possibility of terrorist abuse such as illegal entry. Therefore, in order to prepare for threats such as terrorism that exploited 3D printer production guns, preventive activities such as the training of X-ray reading should be strengthened. It is no exaggeration to say that the unmanned aerial system (UAS) was developed for military purposes and developed through war. Drones have expanded from a simple reconnaissance mission to a role as long-distance reconnaissance and attack aircraft following the war with Al-Qaeda that began with the 9/11 terrorist attack, expanding the technical use area of unmanned flight systems. Due to the US military's war against terrorism, al Qaeda also remodels commercial drones or uses paramilitary drones to counter the US military. In addition to terrorism, illegal activities such as invasion of privacy and invasion of no-fly zones are prevalent in the private sector due to the reckless operation of drones. The most vulnerable time in airport security is the take-off and landing time of aircraft. At this time, if a physical impact is applied to the engine or the cockpit, it may lead to a steering disorder or incapacity of the aircraft. The physical impact of unmanned aerial vehicles is higher than that of birds, and if an attack is carried out with the intention of terrorism, it cannot be stopped by existing defense systems due to artificial intelligence or autonomous flight. Defense technologies to counter the evolving threat of unmanned aerial vehicles, like spears and shields, are also evolving. The purpose of this study is to consider the technologies that can be defended against illegal acts and attacks, and to use them as basic data for future research tasks.

This paper deals with the research on the improvement of laws, systems and technology to introduce anti-drones response systems at airports for safe operation of aircraft from illegal drones, protection of airport facilities and human factors. Although drones have been developed for military purposes and have become limited use within the set laws and systems, they have been actively used for industrial purposes in the private sector such as shooting, racing, performing, and precision farming. As various drone operators are using drones for various purposes, the problem of illegal activities using drones is raised. In particular, the illegal activities of drones at airports, one of the nation's major facilities, have been confirmed through overseas cases to cause fatal damage, but research on ways to prevent illegal activities of drones is lacking. This paper deals with ways to improve the drone system and the anti-drone technology to prevent illegal activities of drones. First, the threat of drones will be subdivided to present methods of responding to the plans and technologies by type of threat, and the improvement of laws and systems for introducing anti-drone technology for airport safety will be reviewed. Through the results of this research, we improved the illegal drone response system for airport safety and developed technologies to identify the possibility of developing and applying illegal drone response technology suitable for airports. It is also expected that the research results will contribute to the activation and foundation of the illegal drone response industry, which is about 10% of the drone industry, and which is an important industry that can be continuously growing.
