This study analyzed the current status of aviation security and presented biometric technology-based aviation security in an innovative way that can simultaneously be promoted to enhance aviation security and improve passenger experience. Recently, research and development of biometric information and its applications has been actively carried out at home and abroad as interest in biometric technology has been heightened in order to increase the accuracy of user authentication or to identify identity. However, since biometric technology extracts and analyzes human physiological or behavioral characteristics to create a certification system, the view that biometric information itself represents human characteristics is also very important, along with aviation security, as well as privacy protection for biometric information. In addition, based on this study, the following practical implications can be derived from the global airport authorities and airlines for the smooth introduction of biometric technology. If airport authorities and others provide performance and learning-time information, such as the accuracy of biometric technology, to reduce the performance risk and time risk of passengers by dispelling vague anxiety about biometric technology, aviation security and passenger experience could be improved simultaneously through the use of higher biometric technology-based identification. Furthermore, as an innovative way to enhance aviation security and improve passenger experience, we would like to propose a future converged aviation security model called Moving Airport. Finally, biometric identification technology is a function that replaces the presentation of identification cards and tickets at each stage of the boarding process, and can be used in the same form as the departure hall in other procedures at the airport, such as check-in and boarding. In addition, the realization of Moving Airports requires an enterprising improvement in aviation security-related legislation so that boarding procedures and security checks can be carried out on mobile vehicles other than airport passenger offices.

The unlawful interferences, especially smoking on board, are strictly prohibited by Aviation Security law. In order to eradicate the smoking in aircraft, the law has been revised several times to strengthen the level of punishment since 2002. Nevertheless the efforts, the number of smoking on board keeps increasing and some arguments between passengers and cabin crew are raised about what smoking is. According to a case, Some passengers insist that the use of smoke-free cigarettes are not a smoking because the essential element of smoking is 'smoke'. But cabin crew stick on that smoking means the use of any cigarettes irrespective of 'smoke-free'. The reason why the argument has occurred is there is no in-depth discussion of the legislative purpose of the smoking in the aircraft till now. To address these problems, the legislative purpose of the smoking can be divided into three as for aircraft safety, aircraft security or protection of passengers from second-hand smoking. This study is going to review each purpose and find the basis and limitation and then will suggest the better way including revising the law to handle with the smoking in aircraft.

Taser guns are widely used by law enforcement officers in many countries as they have the advantage of minimizing the damage to the target compared to guns that use live ammunition. However, the use of taser guns has become a subject of constant controversy at home and abroad. Taser guns are widely used as an advantage to neutralize the other party while minimizing the injury of the target, but sometimes they do not work properly and are useless to the target, raising questions about the effectiveness of the taser. Others say the use of taser guns is a means of over-suppression that can cause excessive pain or injury to the target, while others say it is less burdensome than the gun and that the use requirements are also authorized to be used as relaxed criteria, but this leads to abuse of taser guns and violates the human rights of the target. Therefore, in this paper, we will check whether the use of taser guns, a means of suppression of public power, actually has an effect on the suppression of the target, through a comparative analysis of the limitations of taser guns in everyday environments and constraints on their use in aircraft, and also look specifically at whether physical force and use of taser guns are factors of over-suppression and human rights infringement to the subject.

Amid the trend of internationalization, the Korean aviation industry has achieved remarkable growth. However, the growth of the aviation industry has also increased problems in various fields such as aviation safety and aviation security. Among them, according to a survey by the Ministry of Land, Infrastructure and Transport of the Republic of Korea from 2013 to 2018, sexual assault crimes against cabin crew members were reported to have increased in 2018. It has increased by about three times compared to before, and sexual assault against cabin crew is an obvious in-flight illegal activity, but the incidence rate continues to increase. According to surveys from Australia and the United States, which show the leading position of sexual violence in aircraft, the increase in sexual violence in aircraft is a global phenomenon. Cabin crew is a person who performs duties for safety in the aircraft, and sexual violence against the crew is a risk to aviation safety, and the damage goes to passengers in the aircraft, so various measures to reduce sexual violence against cabin crew This must be prepared.In order to effectively reduce sexual violence against cabin crew, not only severe punishment, but also by recognizing the current situation of sexual violence against cabin crew and clearly notifying the standards of sexual violence against cabin crew. I think it can be prevented.

A comprehensive overview of aviation policies for future aviation security professional organizations to continue to implement aviation security policies should first be carefully examined for aviation security professional organizations that are in line with the current aviation security system. So the Specialized, Systemized Aviation Security Agency of the National Aviation Security Organization should be established. This could be an efficient, rapid and resilient solution to the world's number one airport aviation security. Second, the TSA has reorganized its system to have overall control over the security of all airports in the United States. It must be imprinted that true profitability stems from thorough prevention. The Korea Aviation Security Corporation is established to ensure that aviation security is systematically managed and operated as a specialized organization dedicated to aviation security at airports across the country. Third, the security inspector qualification system is expected to be a qualification system that can be expanded not only in the aviation sector, but also in the public safety areas such as ports, railways, government offices, and other important national facilities, customs and correctional facilities, as well as in the private security areas such as general enterprises and research institutes. Security search education in other areas besides aviation is being deployed to the relevant tasks after completing some training, such as equipment operation, so the education and training system needs to be improved.

Accurate knowledge and understanding of airport operations, regulations and business models is required to design airport facilities and systems for new construction, renovation or expansion purposes. In addition, facilities should be designed and resources optimized to anticipate the evolutionary rate of operational, technical and regulatory aspects and to be sustainable. Airport construction is subject to many regulations, but the aviation security aspect, one of the sensitive areas of airport design, has been underestimated over the past several decades. It is urgent to prepare countermeasures for this as it is becoming more intensified with the aim of mass killing lives in densely populated areas such as Landside. As a result of the study, major countries such as the Airport Council International (ACI), the United States, and Europe have adopted the 'Risk-based security design' method, which reflects and operates the latest threat assessment information in airport design. In Korea, due to lack of understanding of the government and industry, only 「security guidelines for airport construction and maintenance 」are being introduced and operated, and the need to reflect 'risk-based security design' for airport buildings reflecting the latest threat trends is raised. Therefore, it drew practical implications that the government and airport operators prepared a legal basis for reinforcing the security of domestic airport buildings, which have been underestimated, and raised the need for Blaster Resistance Design of airport buildings that were not covered in existing domestic studies.

The development of international aviation law has significantly reduced major illegal acts targeting aircraft, but the number of in-flight incidents that threaten safe operation continues to increase. In Korea, the number of in-flight incidents is increasing due to its weaker penalty system compared to other countries. Even though, in reality, the rules of punishment for illegal acts in aircraft are being strengthened, the cases of actual punishment are lacking. Besides, the suspects are, even if the punishment is enforced, subject to a probation or a fine. Thus, its actual effectiveness has been questioned. For the occurrence of in-flight disturbances can interfere with the operation of the aircraft, investigative agencies and courts need to view the activities as a critical crime considering the peculiarity of in-flight context, and the strict legal application is highly required. Other Major countries, to reduce the number of aviation crime, clarified the crime provisions, raised the punishment level, and are enforcing strong penalties, and these turned out to be effective. Therefore, it is time for Korea as well to reconsider whether its punishment system for in-flight crimes which violate the Aviation Security Law is not too weak

Humans have dreamed of being able to fly freely in the sky anytime, anywhere. People’s desire for a flying car is always the object of admiration of people from when airplanes were not commercialized until now, however it is gradually coming to reality. In fact there are few empirical studies in this field so far. this study examines the evolution process from a remote piloted vehicle, which is the first model of a drone, to a personal aerial vehicle (PAV) developed to improve today's traffic congestion. As a result, by examining the concept of drones and the development process of drones extensively, a more accurate policy should be presented on how drone-related laws and policies should be revised in the future. Therefore, through this study, it is believed that it will help to provide guidelines on which areas should focus on in revising the drone law.

As the number of airport users continues to grow over the past decade and the increasing threat to terrorism and terrorism against civil aviation has led to an increasing number of aviation security vulnerabilities, the infrastructure involved, including aviation security equipment, is becoming more advanced. In response, the relevant organizations and States, including the International Civil Aviation Organization (ICAO), are make an endeavor in many ways to strengthen aviation security.Workers engaged in aviation security work are classified as airport special security guards and air security search personnel and they can be considered as performing important tasks in airport safety and security. However, due to the vertical organizational culture arising from the nature of the task and the high resignation rate by heavy workload, personnel input with a lack of professionalism and the lack of security supervisors, it is difficult to maintain order at the airport and at the same time some cases of failure and failure in aviation security have occurred. Therefore, the government is endeavoring to take various measures for the enhancement of aviation security in terms of quality, including measures to enhance expertise in 'Aviation Security Master Plan', but it is a situation that there is a lack of comprehensive measures to enhance the expertise of aviation security personnel, which is one of the main factors in aviation security. The security screening is considered the beginning of the journey that air passengers face when they visit the airport and the biggest factor to determine their satisfaction with a passenger experience at the airport. Since, among these, an air security screening personnel can be classified as service personnel who are actually facing with passengers and who are in the position of screening, this study aims to find a way to be efficient, perfect, and faithful to safety and security tasks by seeking the ways to relieve the stress and pressure of air security search personnel, enhance their professionalism. Therefore, the purpose of this paper is to identify whether job satisfaction of aviation security screening personnel is a deterrent to the professionalism of aviation security personnel by conducting a task satisfaction survey among aviation security personnel who are actually higher interaction with passengers and to contribute to the formation of comprehensive measures to further enhance aviation security by seeking improvements.

Everyone knows that the Internet is widespread, but it's more extensive than you know and contains information you don't know. This is not because you are not familiar with ICT. It's an area that can't be found on its own, and this is the dark web. This study examined the relevance of various terrorist crimes on the dark web, especially air terrorism. In other words, starting with a review of the structure of the Internet, including an understanding of the dark web, the terrorist trends of recent years have been examined. Lastly, three major countermeasures were proposed.. As a result of the study, the first is to stop terrorist criminals from acquiring the violent means through the Dark Web, and the second is to stop the spread of political, religious and ethnic purposes, which are important elements of terrorist crime. Finally, the value of freedom of expression that can arise through this was once again enhanced.

In response to the fear of air terrorism, security authorities around the globe have taken various precautions to prevent air terrorism. Advanced countries, including the United States, are tightening security on aircraft by introducing Air Marshall system. However, the Republic of Korea has not yet implemented Air Marshall system, and in order to meet the terms of the visa agreement with the United States in 2008, security personnel selected among the flight attendants have been designated and placed under the name of "in-flight sheriff". As the in-flight sheriff carries out both the crew's and security duties, there is doubt about its effectiveness. In this regard, this research suggests that the Republic of Korea should introduce Air Marshall system, which is currently being used by the air transport advanced countries, to effectively prepare for aviation security issues, and explored an Air Marshall system suitable for Korea. meaningful in its aim to maximize aviation security by raising awareness of aviation security and seeking Air Marshall systems that can prevent large-scale terrorist incidents in advance.

The Aviation Security Supervision is provided in Article 33 of the Aviation Security Act as part of preventive security police action. The Aviation Security Supervision specifically consists of the inspection as an administrative investigation and the corrective action as an administrative guidance. In this regard, it is necessary to understand its contents and limitations through the Framework Act on Administrative Investigations and the Administrative Procedure Act. In particular, the problem can be described as a Corrective Measures based on the inspection results. Recommendations for improvement and On-site corrections is non-power administrative guidance under the National Aviation Security Level Management Guidelines in the form of administrative rules. Only Corrective action under the this Guidelines is regulatory and administrative action and can be appealed and administrative litigation under the Administrative Litigation Act. Meanwhile, the Aviation Security Act and its subordinate statutes are silent on the prior remedy of corrective action. The Guidelines provide for petitions, including Corrective action, Recommendations for improvement, and On-site corrections. However, the period of seven days is very short, and there is a problem in the form and authority.
