보안문화 증진을 통한 보안검색요원 직무역량 강화 방안

Through the enactment of the Global Aviation Security Plan (GASeP) in 2017, ICAO selected tasks that the Contracting States should focus on and decided to check the performance of the Contracting States through the Universal Security Audit Programme –Continuous Monitoring Approach (USAP-CMA) method. ICAO continues to promote security culture promotion policies through the recent revision of GASeP. This is because a positive security culture is the basis of all policies. Policies that do not support a security culture with security as the top priority and the will of the CEO cannot succeed and will never last. Therefore, this study aims to change the perception of the government, airport operators, and the public in order to strengthen the job competency of security screeners through the promotion of domestic security culture. Since culture is settled when various subjects actively and continuously participate, this study suggests that the government, airport operators, and the public should all strive for a positive security culture to strengthen the national aviation security.

보안검색장비의 국산화 개발을 위한 비활성 모의 폭발물의 개발

This paper focused on developing an explosives simulant for localizing explosives detection equipment. To achieve this, a simulant was created by blending actual explosives such as trinitrotoluene (TNT), hexogen (RDX), and Pentrite (PETN) with Petrolatum. The simulant samples were subjected to analysis using Nuclear Magnetic Resonance (NMR), Fourier-transform Infrared Spectroscopy (FT-IR), and High Performance Liquid Chromatography (HPLC). Furthermore, detection limit tests were conducted on Explosive Trace Detectors (ETD) to verify the suitability of the prepared simulant for localization development of explosives detection equipment. The results revealed that the original properties of the explosives remained unchanged after mixing with Petrolatum, and ETD detection was feasible at a weight of at least 30 ng. Meanwhile, research on the manufacture of inert simulated explosives for EDS has never been conducted in Korea, so it remains a challenge.

As Korea's commercial air transportation business has grown rapidly since the 1980s, aviation-related laws have also been revised in line with the trend of the times. This legal system is acting as a limitation to growth in the business aviation sector due to the system centered on commercial air transport and large air transport companies. In this study, as the national economy develops, the convenience and efficiency of business aviation are gradually recognized, and demand and operation are expanding centering on some large companies, but it is still only a few companies. However, as aviation crime is increasing worldwide, and we want to identify problems with aviation security in the field of business aviation operated by overseas flight aircraft and seek improvement measures. So, Chapter 2 examines the legal definition and current status of domestic overseas flight aircraft, and Chapter 3 analyzes problems about aviation security under the Aviation Security Act.

This paper focused on side effect management and supervision according to the use of biometric information. The benefits of using biometric information are endless. It is hard to deny that it can be used for high accuracy, rapid identification, and criminal investigation. However, biometric information has a different specificity from other individual sensitive information. It should be considered that leakage and misuse of biometric information with the specificity of invariance and uniqueness can cause irreparable damage to the data subject. Therefore, management and supervision based on preventive principles for leakage and misuse of biometric information are urgently needed. However, after analyzing the current Personal Information Protection Act and the Personal Information Protection Committee, it was found that they were immersed in post-termination and civil reconciliation. As I continue to emphasize, the side effects of using biometric information bring irreparable damage. Reconciliation termination or monetary compensation and compensation for such irreparable damage are difficult to see as restoration. Therefore, it is judged that preliminary management and supervision of biometric information is very important. Leakage and misuse of biometric information mainly results from manager carelessness or external attacks by hackers. Therefore, the management and supervision of biometric information starts with the stability of the database. The importance of information protection and biometric information management and supervision are in line. Therefore, the main point of this study is that an independent supervisory body for the collection and management of biometric information should be conducted by an institution specialized in information protection or information security.

항공보안법 제7조 관련 시행령 개정에 따른 문제점 개선방안

In order to secure the security of civil aviation and prevent illegal activities in aircraft, airport operators and air transport operators are obligated to cooperate with the national policy for air security. Recently, the Aviation Security Council, an organization consulted by government agencies, airport operators, and air transport operators, was selected as the target of maintenance work by the Administrative Agency Committee, and the Act on the formation of the Aviation Security Council was partially revised as of October 4, 2022. Accordingly, less than 20 members of the Aviation Security Council consist of only government and public institution members, and civilian members such as those who have abundant knowledge and experience in aviation security or representing air transport operators were excluded from the Aviation Security Council. Accordingly, this paper will examine the current status of the administrative committee in operation, derive problems and present improvement measures through various analyses following the revision of the National Civil Aviation Security Committee.

This paper was conducted to contribute to the advancement of the performance certification system of aviation security equipment(PCS-AVSEC) in Korea. In terms of institutions, Korea and the European Union(EU) equally use "Certified" to mean that the equipment meets the minimum specifications. Certified equipment is classified into 8 categories(Explosive Detecting Systems, Explosive Trace Detector, X-ray Screening System, Bottled Liquid Scanner, Advanced Imaging Technology, Walk-Through Metal Detector, Hand-Held Metal Detector, Shoes Metal Detector) in Korea and 7 categories(Explosive Detecting Systems, Explosive Detecting Systems-Cabin Baggage, Explosive Trace Detector, Liquid Explosive Detector, Security Scanner, Walk-Through Metal Detector, Metal Detector Equipment Scanner) in the EU. There is one certification grade in Korea, but the EU classifies it into three(Standard 1, 2, 3). In terms of organization, Korea has one certification institution and one testing agency, while the EU has one certification institution and six testing agency.

In spite of the recent security checks, cases of failed security checks are occurring one after another. Failures in security checks can continue unless new changes are made by seeking improvement measures. It is important to enhance the professionalism of security work. To do so, an environment in which security search screener can fully concentrate on security work must be created. In order to reduce their work fatigue, secured specifications should be put in to expand the manpower pool, and sufficient rest should be provided through break times and shift systems. It is necessary to motivate employees by improving their treatment, such as qualification allowance, differential position system, and evaluation management system. Many hours of hands-on training are conducted to strengthen X-Ray image reading ability based on scenarios applied with real cases. Expertise as a security screening agent should be addressed by governments and agencies. If this advanced aviation security professional manpower infrastructure is expanded, it will be possible to establish a future-oriented global aviation security system.

You can easily access media articles raising issues about in-flight sabotage, such as the discovery of live ammunition, which is a prohibited item on board, and the opening of emergency doors. According to various statistical data, it is analyzed that the frequency and degree of illegal immigrants are continuously increasing. The reason why the illegal interference with aircraft continues to increase without decreasing is because there is a lack of understanding or awareness of the concept of illegal interference with aircraft, which is regulated by the current law. Accordingly, the concept of illegal interference was examined through comparative analysis at home and abroad, and the legal authority of the captain was examined through related laws. In addition, in the event of an illegal act on board, the limitations of the captain's actual exercise of authority will be reviewed, and realistic improvement plans will be suggested, such as granting the captain the authority of a judicial police officer, strengthening the supervisory authority of in-flight security personnel, and judicial immunity for follow-up measures.
