그동안 국내외적으로 제기되었던 한반도 중립화 혹은 중립화통일 방안을 역사적으로 검토하고, 찬성론과 반대론의 논리를 파악/비교한 후 찬반론의 오류를 지적하고, 그것 이 통일한국의 국가전략으로서 갖는 의미, 현실성 등을 논하는 것을 목적으로 한다. 4 강의 이해가 첨예하게 대립하는 한반도의 지정학적 “운명”은 여전히 한반도중립화안 이 한국의 대전략(grand strategy)로서 유용한 것이라고 인식하는 논자들이 국내외적 으로 구한말부터 현재까지 지속적으로 존재하게끔 만드는 근본적인 이유라고 할 수 있다. 구한말부터의 현재까지 제기된 한반도중립화에 관한 논쟁을 개략적으로 분석 한 후 필자는 통일한국이 미국, 혹은 중국 등 어느 한 강대국에 대하여 편승정책을 취하는 것 이 외에도, 국가전략으로서 점진적, 단계적, 한시적 (혹은 영구) 중립화안을 고 려할 가치가 충분히 있다는 것을 강조한다.

This presentation tries (1) to examine the domestically and internationally raised debates on the neutralization of the Korean peninsula or reunification of the Korean peninsula via neutralization process in history; (2) to grasp and compare logics in pros and cons on these debates, pointing out the errors of the both logics; (3) to discuss the meaning and applicability of the neutralization as the reunified Korea's national grand strategy. Due to the Korean peninsula’s geopolitical “destiny” where the four major powers’ strategic interests intersect, the ideas on the neutralization of the Korean peninsula have incessantly attracted many thinkers both in Korea area and abroad since the late 19th century until today. This presenter, after briefly analyzing these debates, comes to conclude that seeking for the gradual, phased, and temporal (or permanent) neutrality status could be a Korea’s grand strategic alternative to its jumping on America's (or China’s) bandwagon.

IKorean peninsula is one of the most valuable areas in strategic in North Pacific Ocean, and USA possesses Geopolitics Values in this area. In fact, Korean Peninsula locates among China, Russia and Japan, being very important in Geopolitics, Korean Peninsula becomes the focus of the political conflicts in Northeast Asia. Geopolitically, Korean Peninsula is a rim land between the Asian –euro up Continent and Pacific Ocean, a “natural bridge” from the Japanese’s islands to the Asian Continent, and a “throat thoroughfare” for the sea traffic of the Northeast Asia.

朝鲜半岛是北太平洋最有战略价值的地区之一，美国在该地区拥有地 缘 政治利益，同时，朝鲜半岛介于中、俄、日三大国之间，由于朝鲜半岛所显现出的 独特地缘政治属性，便成为东北亚国际政治斗争的焦点。从地缘政治学角度来看：朝 鲜半岛是亚欧大陆与太平洋之间的“边缘地带”， 朝鲜半岛是日本列岛通往亚洲大陆之 间的“天然桥梁”， 朝鲜半岛是控制东北亚海上交通的“咽喉要道”。

1991 蒙古国年成立了证券交易所，蒙古国的股票市场开始发展。蒙古国的 股票市场是个非常特殊的股票市场, 成交量非常小，人们对股票市场知识与信息的了解 也很不足。不过蒙古国股票市场的情况正在发生改变,近几年颁布了关于股票和证券市 场的法律法规。近年来蒙古国的股票市场不断发展，2001 年蒙古国政府制定了国家社 会经济发展的政策,其中就包括股票市场进一步发展的计划；2011 年蒙古国政府与伦敦 证券交易所签订了战略伙伴协议，这一协议的签订有着重大的积极影响，是蒙古证券 交易所发展过程中的一个里程碑。在伦敦证券交易所的协作下，蒙古证券交易所将进 行全面的改革。 总体来看，蒙古国股票市场存在着规模小、投资者专业知识不足、开放度不高、 监管没有对投资者形成强力保护体系、法律规范不健全、基础设施不完备等问题。尽 管如此，进一步促进蒙古国的经济发展和金融发展，仍需要有一个有活力的股票市 场。

Advanced countries facing increasing shortage of highly skilled manpower have been concurring with each other especially in the recent time (competition in brain gain), whilst less developed countries suffer the outflow of skilled manpower (brain drain). These countries seem to have no capability to prevent brain drain. The strongest competitiveness in attracting skilled manpower is noticeable with the US, compared with Western Europe and Japan. How about the future? It is s triking that China and Korea will undertake considerable efforts at public and corporate level. Lastly, the trend toward “intelligence divide” between advanced and less developed countries appears to be inevitable.

The Chinese Korean is one of the 55 ethnic minorities in China, its rich and colorful national costumes are expression of Korean people's ideology and spirit, and is an important part of the national culture. The historical origin of Korean clothing and the artistic evolution are analyzed in this paper. The dress different characteristics of men and women clothing are elaborated, according to the differences of informal dress and formal attires. The artistic features of the Korean costumes are analyzed from the aspects of the clothing shape, the pattern and the color of clothing. View on the worship of nature and the worship of totem, the messages of national culture implicated in the Korean people's costume, and the measures of protection and inheritance are puts forward.

朝鲜族是我国55 个少数民族之一，其丰富多彩的民族服饰既是朝鲜族人民思 想意识和精神风貌的体现，又是该民族文化的重要组成部分。本文分析了朝鲜族服装 的历史渊源、服饰的艺术演变，按照常服、礼服的不同阐述了男女服饰特征，从服饰 的造型、图案和色彩等方面分析了朝鲜族服饰的艺术特色，从自然崇拜和图腾崇拜的 角度分析了朝鲜族服饰艺术中蕴含的民族文化信息，并提出了保护与传承朝鲜族民族 服饰的措施。
