Advanced countries facing increasing shortage of highly skilled manpower have been concurring with each other especially in the recent time (competition in brain gain), whilst less developed countries suffer the outflow of skilled manpower (brain drain). These countries seem to have no capability to prevent brain drain. The strongest competitiveness in attracting skilled manpower is noticeable with the US, compared with Western Europe and Japan. How about the future? It is s triking that China and Korea will undertake considerable efforts at public and corporate level. Lastly, the trend toward “intelligence divide” between advanced and less developed countries appears to be inevitable.
