본 논문은 한국정부의 통일방안인 ‘한민족공 동체 건설을 위한 3단계 통일방안’(‘민족공동체 통일방안’)의 내용과 문제점을 파악하고 나아가 야 할 방향을 제시하는 데 그 목적이 있다. ‘민족공동체 통일방안’은 3단계(‘화해·협력단 계’ - ‘남북연합단계’ - ‘통일국가 완성단계’)의 통 일과정을 설정하고 있다. 이러한 과정과 함께 통일방안은 경제공동체, 정치공동체, 사회·문화 공동체 형성을 지향하고 있다. 현실적으로 각 공동체가 일시에 형성되어진 다는 것은 사실상 불가능하다. 체제대립과 민족 갈등으로 서로를 한번도 우호적으로 여긴 적이 없고 서로가 상대를 공격하려 한다는 위기감 속 에서 정치, 경제, 사회·문화 교류·협력이 결여되 었기 때문이다. 특히 정치적 불신과 군사적 대 립은 한민족이라는 개념을 무시한 채 심화되어 가고 있다. 그러나 남북한은 부단한 노력과 인내 그리고 상호 이해로 정치, 경제, 사회·문화 전 분야에 있 어 상호 교류·협력을 증대시키고 점진적·단계적 과정을 통해 민족공동체 형성을 위한 길을 걸어 나가야 하며, 그 과정을 통해 화해와 협력, 믿음 과 신뢰를 형성해 진정한 의미의 통합을 완성해야 할 것이다.

This paper seeks to substantiate differences between instrumental and solidaric rationality as motivation for NGO's activities under dictatorship, in particular, in North Korea. The instrumental rationality aiming at maximization of positive returns within a short period is not compliant with strategic goal of Kim Jongil's dictatorship. In contrast, the solidaric rationality buttressing activities of especially European Christian NGOs in North Korea implies long term attempts to build up local-pertinent infrastructures for self-reliant development without direct returns and compensation Thus, it seems obvious that the solidaric rationality is tolerable even from the standpoint of dictatorship. This is the very ground why European Christian NGOs (Campus fuer Christus, Diakonie, etc.) are allowed to continue their operations in North Korea.

This paper evaluates the relationship between economic integration and states’ foreign policy preferences, which are gauged by their voting behavior in the United Nations over the time period, 1946-2002. By examining the impact of economic integration on preference differences between trading states, this research explores the mechanism through which economic integration affects states’ behavior. The empirical results of this paper show that states’ preferences converge over diverse voting issues as their economic ties become stronger. Joint membership in trade blocs has a converging effect on states’ preferences only when the level of trade is high. This paper also finds that regime similarity is relevant to states’ preference convergence, showing that states’ preferences do not merely reflect power politics. Finally, the findings of this paper imply that studies of international politics can be misguided by ignoring the endogenous nature of states’ preferences.
