- This paper seeks to substantiate differences between instrumental and solidaric rationality as motivation for NGO's activities under dictatorship, in particular, in North Korea. The instrumental rationality aiming at maximization of positive returns within a short period is not compliant with strategic goal of Kim Jongil's dictatorship. In contrast, the solidaric rationality buttressing activities of especially European Christian NGOs in North Korea implies long term attempts to build up local-pertinent infrastructures for self-reliant development without direct returns and compensation Thus, it seems obvious that the solidaric rationality is tolerable even from the standpoint of dictatorship. This is the very ground why European Christian NGOs (Campus fuer Christus, Diakonie, etc.) are allowed to continue their operations in North Korea.
