Due to global climate change, the frequency of unpredictable natural disasters has increased and their impacts also tend to become greater. Recently, there often have been unusual weather phenomena such as the heaviest rainfall, the biggest snowfall, scorching heat and cold wave in the last 100 years because of climate change. While experiencing economic growth, urbanization and global warming that contribute to climate change, South Korea also have experienced much damage caused by natural disasters. In addition, the size of damage caused by natural disaster is continuously increasing. To elaborate, there were 670 human injuries and property loss that equates to sixteen trillion, six hundred seventeen billion, two hundred million won during the past 10 years (from 2001 to 2010). Accordingly, it is necessary to build a scientific disaster management system such as scientific techniques for disaster management, disaster information delivery and alarm system in order to prevent and minimize the damage of natural disaster. Therefore, this study aims to address the establishment of scientific disaster management system in accordance with the change of disaster circumstance.

This study was offered as the title of a study on the augmentation plan of personnel, organization according to promotion in status of veterans Ministry. The major finding are as follow; The new organization of project control department is composed of law part, budget, emergency plan post. compensation policy department is necessary internation compensation post. the new organization of commendation education post, department is necessary school commendation education post, internation commendation education post, The organization of welfare policy department is necessary to new welfare facilities part, the veterans solder departmenrt is new part veterans solder education, veterans solder inauguration of an enterprise. The new organization of medical managrment department is composed medical policy, medical support, epidemiology research, job exhabilitation. national cemetery department is composed of cemetery management, international cemetery support, cemetery policy post. the pesonnel of new organization is necessary total 344 persons. in concrete, a high-grade government clerk is 13 person, four grade government clerk is 28 person, five grade government clerk is 56 person, six grade government clerk is 84 persons.

The jury system of US guarantees of principle of prosecution by grand juror and maintains examining the fact by petty juror in principle. The trial by jury is usually divided into grand juror & petty juror in judging convict or innocence of the accused. In general, jury means petty juror. One of the interesting points of jury system of US is that US is the only country which guarantees right of trial by jury as basic right of Constitutional Law in federation and each state if suit value exceeds US$ 20 in civil & criminal case. As the trial method of tribunal in common law, trial by jury refers to trial procedure by cooperation of judge and 12 jurors selected among the citizen. The Article 6 of Federal Constitutional Law grants all of the accused right of trial by jury. The Federal Supreme Court has interpreted that the meaning of trial by jury in the above rules is that whether the accused is guilty or innocent must be judged by jury whether case whose maximum penalty allowable by law is death penalty or not without including assessment of a case by jury. Thus, according to the judicial case of Federal Supreme Court, the accused has no right of assessment of a case by jury or the participation of jury in the case of trial by jury. However, this does not mean that the right of assessment of a case should be granted to judge only or assessment of a case by jury or the participation of jury in the assessment of a case should be prohibited in the case of trial by jury. Further, no decision of Federal Supreme Court in such judgment is not found.

This study was to analyze difference in perception on job characteristics, role conflicts in the organization and job satisfaction of firefighting public servants according to type of service. Accordingly, the followings were found; first they perceived that those who worked in firefighting or emergency call department were relatively more dangerous that administrative workers, that their job needed urgency, and that they should stand‐by and accept shift work. Second, in role conflicts in the organization, emergency workers had more role conflicts than firefighters and administrative workers, and firefighters and emergency workers perceived that their roles were ambiguous and obscure than those of firefighting administrative workers. Additionally, they perceived that roles of administrative workers were overloaded comparing to firefighters and emergency workers. Third, in the aspect of job satisfaction, firefighters and emergency workers had more job satisfaction than administrative workers, and felt more sense of fulfillment. On the other hand, firefighters had more pride than emergency workers and administrative workers.

The privatization and competition of electricity restructuring in the public sector was regarded as a solution for future investment and efficiency in the electricity infrastructure. However, by 2004, privatization interruption caused to people a lot of trouble, the occurrence of blackout, Korean electric power corporation’s deficit and the debt increase. At this point, what change can the electricity of korea do? To find this out, this study is to explore the development of Korean electricity restructuring through derogation in the existing state of things. Then, it suggests plan for critical electricity restructuring to consider profit structure improvement, to realize limitations to the conventional “cheap and abundant” electricity supply. It suggests 4 scenario in the light of active and passive supply and demand to normalize power system focusing on profit structure change prediction. The scenario comparison result, active supply plan is desirable in case of privatization. Furthermore, passive demand plan is desirable in case of privatization. Finally, considering crisis of electric power, it emphasizes the overall profit structure through the reform of tax system and a raise of the charge.

Most urban administrative governments are regarded Culture as a core ʻ ʼ policy and brand for the development of their region. Since the beginning of local autonomy, Busan has also chosen international film festival as a new cultural policy, and the Busan International Film Festival(BIFF) was 17th on 2012. This article aims to overview the present condition and evaluation of the film festival, as one of the cultural policies for the embodiment of cultural city, and draw up a plan for them, focused on a comparison between BIFF and three major international film festivals, such as Berlin, Cane and Venice international film festivals. This article finds some problems of the BIFF and offers several recommendations for the success of cultural city with the BIFF. First, establishing the BIFF's own identity. Second, the development of cultural expertise. Third, the city government is the introduction of an advanced culture policy. Fourth, balancing of culture and cultural industries and the implementing of human-centric arts.
