이 글의 목적은 ‘입으로 배설하는’ 어떤 사람이 외국에서 재취업에 성공한 이야기를 ‘우화’의 형태로 살펴보는 데 있다. 어떤 사람이 입과 항문 양방향으로 배설하는 ‘고인류(古人類)의 유전자’를 지니고 있음이 세상 에 밝혀져 유명해지고, 마침내 외국 정부에 재취업한 이야기를 우화의 형태로 살펴보고, 그 교훈을 생각해 보고자 한다.

The purpose of this short note is to present, in the form of a ‘fable’, the story of a person who ‘excretes things through his mouth’ and succeeded in re-employment in a foreign country. In the fable, we will look at the story of how a person became famous after being revealed to the world to have ‘ancient human genes’ that allow excretion through both the mouth and anus, and eventually found re-employment in a foreign government, and consider the lessons learned.

본 논문은 ‘정책으로 증강된 인적자본’(policy-augmented human capital)이 급속한 경제발전에 미친 영향을 간략히 고찰하는 데 있다. 경제발전을 촉진하는 근본 요인은 기회를 인식하고 포착하는 능력과 기회를 이용하려는 동기에 있다. 개방경제에서 기회 포착은 발전 정신과 ‘정책으로 증강된 인적자본’의 역량에 따라 주어진다. ‘정책으로 증강된 인적자본’의 경제적 정의는 기회를 인식·포착하고 성취하는 능력이다. 이러한 인적자본과 효과적인 정책의 승수적 결합(multiplied combination) 은 잠자던 발전 능력을 일깨워 국가의 경제적 잠재력을 분출할 환경을 조성함으로써 급속한 경제발전을 가져다주었다. ‘정책으로 증강된 인적 자본’은 (1) 생산물의 전문화, 무역의 본질과 방향, 경제성장의 속도를 결정하는 데 핵심적인 역할을 수행할 뿐만 아니라, (2) ‘산업 포트폴리 오’(industrial portfolio)의 크기와 구성을 결정하는 데에도 중요하다.

This paper aims to examine the implications of “policy-augmented human capital” on Korea’s rapid economic development. In an open economy, opportunity capture is endogenous because it is a function of the spirit of development and the capacity of “policy-augmented human capital”. The economic definition of policy-augmented human capital is the ability to recognize, seize, and achieve opportunities, i.e., the ability to acquire and digest information and the policy-augmented human capital to achieve the economic goal of rapid economic development. The multiplied combination of this human capital and effective policies leads to rapid economic development. Korea’s rapid economic development is characterized by two key propositions. The first is that Korea’s industrial revolution was driven by ‘policy-augmented human capital’, which played a key role in determining the specialization of output, the nature and direction of trade, and the pace of economic growth. The second proposition is that the size and composition of the “industrial portfolio” was driven by ‘policy-augmented human capital’.

애덤 스미스는 ‘경제학, 시장, 거래와 무역’에 대해서 뿐만 아니라 오늘 날 우리가 직면하고 있는 ‘불평등, 문화, 인간 사회’의 심오한 문제들에 대해서도 우리를 가르치고 일깨워 줄 많은 통찰력을 가지고 있다. 애덤 스미스 사상의 중심에는 ‘위대한 계몽주의 프로젝트’(Enlightenment project)가 자리 잡고 있다. 이 프로젝트는 “인간에 대한 과학”(a science of man)을 규명(糾明)하는 것으로, 철학, 종교, 정치경제학, 법학, 예술뿐 만 아니라 과학, 심지어 언어까지 포괄하는 인간 삶의 모든 주요 측면에 걸쳐서 ‘통일되고 일반적인 설명’을 제시하는 것이었다. 본 소고의 목적 은 정치적 좌·우파에 의해 제기되는 애덤 스미스에 대한 인식의 차이와 미신들을 타파하고 ‘진짜 애덤 스미스’의 모습을 제시하는 데 있다. 이를 위해 애덤 스미스에 대한 미신을 서술하고, 진짜 애덤 스미스의 모습을 제시하고자 한다. 애덤 스미스의 통찰력은 자본주의가 앞으로 나아갈 방향과 공동화(空洞化)된 중심을 재건하는데 출발점이 되는 ‘새 로운 서사’(敍事)를 제시해 줄 것이다.

Adam Smith has useful insights to teach and enlighten us not only about ‘economics, markets, transactions and trade’, but also about the profound problems of ‘inequality, culture, and human society’ that we face today. At the center of Adam Smith’s thought is to shed light on the ‘great Enlightenment project’. This project seeks (i) to investigate “a science of man”, covering all major aspects of human life, including philosophy, religion, political economy, law, and art, as well as science and even language, and (ii) to present a ‘unified and general’ explanation. The purpose of this short study is (i) to overcome the differences in perception and myths about Adam Smith raised by the political left and right and (ii) to suggest the caricature of the “real Adam Smith”. To this end, I would like to describe the several myths about Adam Smith and present the real Adam Smith. Adam Smith’s valuable insights will guide a ‘new narrative’ that will serve as a starting point for the future direction of capitalism and for rebuilding its hollowed-out center.

본 소고는 새마을운동의 시작과 성공 요인을 간략히 기술하고, 이 과정 에서 신문과 방송을 통한 대대적인 홍보가 큰 역할을 했음을 서술하고자 한다. 우리나라의 새마을운동은 ‘새마을 가꾸기 사업’과 ‘소득증대사업’ 및 ‘정신계발사업’으로 나누어 전개되었고, 새마을 가꾸기 사업은 ‘환경 개선 10대 사업’이라는 이름으로 시행되었다. 새마을운동은 마을 단위 의 경쟁체제를 도입하여, 마을을 ‘기초, 자조, 자립’의 3단계로 나누고, 우수마을에 시멘트와 철근을 더 많이 공급해 주었을 뿐만 아니라 전기를 먼저 가설해 주었다. 새마을운동의 성공 요인으로 마을 간 경쟁뿐만 아니라 신문과 방송을 통한 대대적인 홍보에도 크게 기인하였다. 우수마 을의 성과를 신문과 방송사에 대대적으로 홍보함으로써 새마을운동에 소극적인 마을들도 우수마을을 따라가기 시작했기 때문이다.

This short paper aims to briefly describe the start and success factors of the “Saemaul Movement” in Korea, and to show that mass publicity through newspapers and broadcasting played a major role in this process. The Saemaul Movement in Korea was divided into the ‘Saemaul Cultivation Project’, ‘Income Enhancement Project’, and ‘Spiritual Development Project’, and the Saemaul Cultivation Project was implemented under the name of ‘10 Environmental Improvement Projects’. The Saemaul Movement introduced a competition system at the village level, dividing villages into three stages: basic, self-help, and self-reliance, and providing more cement and rebar to the best villages, as well as providing electricity first. The success of the Saemaul Movement was largely due to competition among villages as well as extensive publicity through newspapers and broadcasting. In particular, by publicizing the achievements of the best villages in newspapers and broadcasters, even villages that were less active in the Saemaul Movement began to follow suit.

본 소고는 남명 조식(南冥 曺植)의 ‘경의사상’(敬義思想)을 바탕으로 한국 기업가정신의 원류와 특성을 살펴보고자 한다. 한국의 기업가정신 은 ‘사람 중심의 기업가정신’으로서 그 원류를 조식의 ‘경의사상’(敬義 思想)에서 찾을 수 있다. 한국 기업가정신의 원류로서 조식의 경의사상 (敬義思想)은 정신으로서 ‘경’(敬)과 실천으로서 ‘의’(義)로 구성되어 있다. 또한, 조식의 경의사상은 한국 기업의 사명과 핵심 가치에도 내포 되어 있다.

This paper attempts to examine the origin and characteristics of Korean entrepreneurship based on Jo-Shik’s thought. Korean entrepreneurship is a ‘human-centered entrepreneurship’ whose roots can be traced back to Jo Shik’s thought. Moreover, the thought of Jo Shik is embedded in the mission and core values of Korean companies.
