This short paper aims to briefly describe the start and success factors of the “Saemaul Movement” in Korea, and to show that mass publicity through newspapers and broadcasting played a major role in this process. The Saemaul Movement in Korea was divided into the ‘Saemaul Cultivation Project’, ‘Income Enhancement Project’, and ‘Spiritual Development Project’, and the Saemaul Cultivation Project was implemented under the name of ‘10 Environmental Improvement Projects’. The Saemaul Movement introduced a competition system at the village level, dividing villages into three stages: basic, self-help, and self-reliance, and providing more cement and rebar to the best villages, as well as providing electricity first. The success of the Saemaul Movement was largely due to competition among villages as well as extensive publicity through newspapers and broadcasting. In particular, by publicizing the achievements of the best villages in newspapers and broadcasters, even villages that were less active in the Saemaul Movement began to follow suit.

본 소고는 새마을운동의 시작과 성공 요인을 간략히 기술하고, 이 과정 에서 신문과 방송을 통한 대대적인 홍보가 큰 역할을 했음을 서술하고자 한다. 우리나라의 새마을운동은 ‘새마을 가꾸기 사업’과 ‘소득증대사업’ 및 ‘정신계발사업’으로 나누어 전개되었고, 새마을 가꾸기 사업은 ‘환경 개선 10대 사업’이라는 이름으로 시행되었다. 새마을운동은 마을 단위 의 경쟁체제를 도입하여, 마을을 ‘기초, 자조, 자립’의 3단계로 나누고, 우수마을에 시멘트와 철근을 더 많이 공급해 주었을 뿐만 아니라 전기를 먼저 가설해 주었다. 새마을운동의 성공 요인으로 마을 간 경쟁뿐만 아니라 신문과 방송을 통한 대대적인 홍보에도 크게 기인하였다. 우수마 을의 성과를 신문과 방송사에 대대적으로 홍보함으로써 새마을운동에 소극적인 마을들도 우수마을을 따라가기 시작했기 때문이다.
