최근 산업환경이 미래 산업융합환경으로 변화함에 따라 다양한 영역으로부터의 보안위험이 발생하고 있다. 이러한 보안위험의 변화로 인해 산업현장에서 기 존의 단편적인 보안대책으로 보안 사고를 대응하는데 한계를 느끼고 있으며, 다 차원적 보안대책 설계가 가능한 산업보안 전문인력의 필요성을 느끼고 있다. 하 지만 산업보안 전문인력 양성을 위한 요구역량이 명확하게 정립되지 않아 인력 양성 및 전문인력 적합도 판별에 어려움을 겪고 있다. 따라서 본 논문에서는 요구역량 관련 선행연구 조사와 최근 산업보안 유관분야의 채용공고를 분석하여 산업보안 전문인력 직업군(群)과 요구역량을 도출하였다. 본 연구결과를 통해 전 문인력 양성을 위한 직관적인 기준을 제시함에 따라 효과적인 산업보안 전문인 력 양성에 기여할 수 있을 것으로 예상되며, 나아가 국가 차원의 산업보안 수준 향상에 기여할 수 있을 것으로 예상된다.

As the recent industrial environment changes into a fusion of the future industry, security risks from various areas are occurring. Due to the changes in security risks, the industry is faced with limitations in responding to security incidents as part of existing security measures and feels the need for industrial security professionals capable of multi-dimensional security measures design. Therefore, in this paper, we analyzed the research of previous research related to required capacity and job recruitment in recent industrial security related field, and derived occupation and required capacity of industrial security expert. Through results of this paper to present intuitive standards for training specialized human resources, it is expected that it will be able to contribute to the training of effective industrial security experts, furthermore at the national level industry It is expected that it can contribute to the improvement of the security level.

영업비밀의 성립요건에는 비공지성, 경제적 유용성, 비밀관리성이 있다. 그 중 에서도 영업비밀은 실제로 회사가 비밀로서 관리했는지 여부인 비밀관리성에 대 한 입증 부분이 어렵기 때문에 영업비밀 침해사고가 발생해도 이를 제대로 보상 받지 못하는 경우가 발생한다. 이러한 문제를 해결하기 위해 침해사고 발생 시 효율적인 디지털 증거 수집환경을 구축하며 합리적인 영업비밀 보호를 위한 노 력을 했음을 입증하는 디지털 포렌식 준비도 모델을 제안하고자 한다. 나아가 영업비밀과 관련된 대법원의 핵심판례를 적용하여 타당성을 입증하였다.

Trade secret is made of secrecy, economic value and secret maintenance. Trade secret infringement frequently occurs because it is hard to prove secret maintenance. In order to solve this problem, This study suggests digital forensic readiness to prove secret maintenance with efficient condition for collecting digital evidence. Also, this study tests digital forensic readiness for proof of trade secret infringement with scenario of the supreme court.

본 논문은 방위산업기술보호법 제정 의미와 방위산업기술보호 중요성의 인식 제고 방안을 파악하는 연구이다. 방위산업기술보호법이 2016년 6월 30일 시행됨 에 따라 방위산업기술을 보유한 대상기관은 기술보호체계를 구축해야 하며, 방위산업기술 보호에 관한 법규, 유출 현황 및 대응사례등 대처방안에 대한 교 육을 실시하여야 한다. 본 논문은 방위산업기술보호법 시행에 따라 정부가 어떻게 효율적으로 대상기관의 교육을 지원할지에 대해 초점을 두고 있다. 2016년 상반기 방위산업기술보호법규 교육 시 실시한 311개의 설문조사 결과를 분석하 였으며, 교육을 통한 인식 제고, 기업의 규모와 직급에 따른 방위산업기술보호에 대한 인식수준의 차이에 대하여 검정하였다. 분석결과 인식제고를 위한 정부의 역할이 중요하며, 상대적으로 방위산업기술보호에 대한 인식수준이 낮은 중소기업의 인식제고를 위한 홍보가 필요하고, 기업 내 직급에 따른 맞춤형 교육이 필요함을 시사하고 있다. 또한, 최고경영자의 인식제고 등 향후 정부의 교육 방향과 정책을 수립하는데 시사점을 제공한다.

The purpose of this paper is to study on the meaning of the Enactment of Defense Technology Security Act and recognition improvement. Since Defense Technology Security Act was conducted on June 30, 2016, target organization having defense industry technology should both build a technical protection system and educate their employee regarding to the law and how to protect their defense industry technology. This paper focuses on how the government effectively supports the target organization of training under the implementation of Defense Technology Security Act. The 311 surveys conducted during the Defense Technology Security Act training in the first half of 2016 were analyzed. It was also tested for the recognition of differences in the defense technology protection of both the size and grade of the enterprise as well as awareness through education. The result shows the role of government is important for awareness improvement and needs for promoting awareness since SME's awareness is relatively low for defense industrial technology protection. In addition, this paper suggests a tailored training based on the company's internal grade required. It also provides suggestions for establishing the direction and policies of the future government such as education awareness of the CEO.

현대의 국제 사회에서 기술의 개발과 산업 기술 보호의 중요성은 나날이 높아 져 가고 있다. 하지만 산업보안 관련 유출 사고는 계속되고 있으며 이에 따른 기업에서의 피해가 계속되고 있어 산업보안 전문인력의 확보가 필수적인 상황이 다. 이에 따라 산업보안에 특화된 교육기관을 구축하고 산업보안 전문인력 교육 과정을 개발하여 산업에서의 요구를 충족하고자 한다. 본 논문에서는 산업보안 의 교육동향을 살피고, 교육 요구사항과 산업기술 보호를 위한 필수 교육 요소 를 분석한다. 이를 통해 산업보안 전문인력 양성을 위한 교육 과정과 운영 방안 에 대하여 제안한다.

For a modern industrial technologies it has become the key competitive enterprises to survive in the global market, and therefore management and protection of industrial technology is becoming increasingly important. However, the spill of related industries security followed has, and continues to damage of the company due to this, it is ensured vital situation of industry security professionals. This makes it possible to build an educational institution that specializes in industrial security, to develop the industry safety professionals curriculum, to try to meet the needs of the industry. In this paper, to explore the industry trend of safety education, to analyze the elements of the education necessary for the requirements and industrial technology protection of education. As a result, the proposed curriculum and management scheme for the industry professional security personnel training.

지식기반의 현대사회에서 지식과 기술을 매우 중요하므로 기업의 산업기술 유 출은 기업성과 및 국가경쟁력에 부정적인 영향을 미친다. 국내 창업보육센터에 입주한 기업들은 기술과 아이디어를 확보하고 있다. 입주기업의 기술 및 아이디 어 유출은 기업의 생존 실패로 직결된다. 그러므로 창업보육센터 입주기업의 산 업보안에 관한 연구가 필요하나, 기존 선행연구는 부족한 상황이다. 본 연구는 리더십, 사내기업가정신, 조직신뢰, 최고경영자지원이 조직원의 보 안정책준수의지에 미치는 영향을 연구 하였다. 연구결과 사내기업가정신, 변혁적 리더십, 조직신뢰, 최고경영자지원이 보안정책준수의지에 긍정적인 영향을 미쳤 다. 이런 결과를 토대로 하여 본 연구는 창업보육센터, 입주기업의 최고경영자, 엔젤투자가의 전략 및 정책적 방향을 제시하였다.

Knowledge and technology have an impact of the positive to the firm performance. Therefore, industrial technology leakage of firm has an impact of the negative effect on the competitiveness of firms. Especially, technology leakage of the business incubator firm has an impact of the negative effect on the survival of firms. This paper aims to observe the leadership, corporate entrepreneurship, organization trust and support of the CEO on the compliance of the security policy. As a result, transformational leadership, corporate entrepreneurship, organizational trust and support of the CEO positively effected on the compliance of the security policy.

헬스케어산업의 성장과 더불어 유전정보는 개인의 유전자 프라이버시는 물론 기업의 핵심 기술의 기반이 되는 데이터베이스의 구성요소로서 작용하고 있다. 그러나 우리 법제가 의료기관 없이 검사할 수 있는 유전정보 분야를 제한하면서 국외이전을 통한 유전자 검사는 헬스케어산업 내에서 공공연하게 증가하는 추세 에 이르고 있고, 이는 개인정보보호법 및 정보통신망법, 특히 생명윤리법상의 엄 격한 규제로도 제한하기 어려운 형국이다. 특히 유전정보 국외이전의 경우, 이전 된 국가의 법제의 보호망은 국내 규제에 비해 느슨하고, 이를 통제할 방안이 없 다는 점에서 유전정보 유출 문제의 심각성을 인식해야만 하는 실정이다. 본고는 이러한 문제제기에서부터 생명윤리법상 간단한 서명만으로도 유전자검사 검체의 국외이전을 가능하게 하는 우리 법제가 유전자프라이버시 보호에 있어 갖는 한 계를 인식하고, EU의 정보보호지침 및 일반정보보호법을 검토하여 생명윤리법과 개인정보보호법의 개정을 통한 대안을 모색한다.

Along with growth of health-care industry, gene information has been not only related private gene privacy but also core component in the database of enterprise. However, as Korean legislation has regulated genetic information sector without medical appliance, genetic testing by cross border transfer has been increased to the point of trouble to regulate by Personal Information Protect Act, Act on Promotion of Information and Communication Network Utilization and information Protection and Enforcement Decree of Bioethics and Safety Act. Especially, one of the most serious problem is the cross border transfer of genetic information, since the third countries may not have enough laws for personal information protection even though it be enough, consumer can’t know. Therefore, this report try to clarify the limitation of gene protection part in health-care industrial security legislation and seek alternatives by looking through European Data Protection Directive 95/46/EC and General Data Protection Regulation.

산업전반에 있어 각 기업들이 열심히 쌓아온 핵심기술들이 빈번히 유출되고 있다. 하지만 대부분의 기업에서는 핵심기술 유출에 대해 별 다른 대책 없이 핵 심기술이 유출당한 사실을 모른 채 유출에 활용된 컴퓨터를 계속 사용하기도 한 다. 이때, 유출에 사용된 저장매체에 대해 유출 의심자 혹은 대상자의 유출여부 를 확인하기 위해서는 유출에 사용된 하드디스크의 무결성이 가장 중요한 사항 이다. 대부분의 기업에서는 하드디스크에 대한 관리를 별도로 하지 않고 후임 사용자가 해당 컴퓨터를 사용하기 때문에 컴퓨터의 접근시간, 실행 날짜 등이 최근시간으로 변경된다. 이후 하드디스크는 무결성이 사라져 핵심기술 유출에 대한 유출 의심자 혹은 대상자 조사는 매우 어려워지게 된다. 따라서 본 연구에 서는 무결성 확보를 위해 디지털포렌식 이미징 프로그램을 이용한 초기 대응 방 법을 연구하고 어떤 이미징 프로그램이 실질적으로 잘 활용될 수 있는지 실험을 통해 분석하고자 한다. 정보보호 담당/겸임 인력이 없는 대부분의 중소기업에서 는 디지털포렌식 이미징 시간이 길어지면 담당 업무를 진행하기가 어렵고 외부 업체를 통해 진행하는 비용도 많이 들기 때문에 최대한 짧은 시간에 디지털포렌 식 이미징 처리를 하여 자체적인 Hash 값 획득을 통해 검증하는 것은 하나의 시간 및 비용절감의 방안이 될 수 있을 것으로 판단된다.

When it comes to general industry, the core techniques accumulated by each company are being leaked. But, most companies are not aware of the leakage and continuously use the infected computers without any particular measures. At this time, the integrity of used hard disk or the suspected person is the most important. In many companies, there are no extra management for hard disk so that the next user continuously uses the computer, which changes the excess, execution date changed to the recent time. After, the integrity of hard disk is removed, thereby making it more difficult to investigate the suspect for the leakage. Accordingly, the research takes care of initial measures utilizing digital forensic imaging program for procuring integrity, and finds out which imaging program can be utilized effectively through an experiment.
