This study examined the development and change of child welfare facilities through the process of change from the establishment of Isaac's House to the present. Isaac's House began as simple shelter for children whowere not under the care of their families in Sangdo-dong after the war, where they were fed, clothed, and placed inprivate home. However, as the paradigm of child welfare changed over time, Isaac's home also developed into a comprehensive child welfare facility that provides various programs such as learning support, psycho therapy, and self-reliance preparation education. In particular, with the strengthening of programs to support children's independence and psychological and emotional stability, facilities have come to play an important social role in helping children grow as a whole person. Collaboration with the local community was also an important change. Isaac's House was initially fundedby churches and charities, but nowit is working with various local organizations and businesses to provide practical support to children. These change shave contributed to Isaac's House's close interaction with the local community and its sustainable operations.

This paper describes the practice of “special foster parents(Tokushu Satooya)” in Chiba prefecture in Japan during the 1950s and 1970s. In the 1950s, ten years after World War II, the number of war orphans gradually decreased; however, the problems of fostering, accommodating, and working with children with disabilities, including mentally retarded children and children with personality disorders and behavioral problems, became a growing concern in the child welfare sector. In particular, the major problem was how to make these handicapped children independent and provide for their lives after they grew up,even though facilities for the handicapped were still underdeveloped. In the mid-1950s, during the period of rapid economic growth in Japan, many orchards were in the Ichikawa area, and young people were for urban areas, resulting in a shortage of workers for tasks that could not be performed by machines. Special foster parents helped children with disabilities engage in farming and lived with them while providing guidance in employment and daily life. Many special foster parents were wealthy farmers and extended families who formed networks of local communities and relatives to guide children with disabilities. Special foster parents played the role of ‘intermediaries’ in some cases, connecting disabled children who could not be taken care of at home to society where they could work. However, in many cases, they were unable to obtain jobs, and in some cases, they became ‘permanent caretakers’ who continued to care for children with disabilities after the consignment ended. The roles and limitations of special foster parents are discussed at the end of this paper, with reference to the future possibilities of foster parenting.

This study aims to shed light on the achievements of Colonel Russell Lloyd Blaisdell, a chaplain of the US 5th Air Force, who took the lead in saving the lives of war orphans during the Korean War, and to clarify the historical truth of the war orphan rescue process, which has been controversial. Not many people remember the historical event of miraculously rescuing not only the numerous war orphans caused by the Korean War, but also the lives of the soldiers. This is due to the absence of official government recognition or commemorative events regarding the historically significant US military operation to rescue Korean war orphans. In addition, the absence of research that can clarify the historical truth cannot be overlooked. With this awareness of the problem, the researcher conducted a literature study, mainly on testimonies and memoirs of war orphans and Chaplain Russell Blaisdell, and as a supplementary measure, conducted in-depth interviews with war orphans and other related parties to clarify the overlooked role of Chaplain Russell during the war orphan rescue operation. The results of the study are as follows. First, when examining testimonies and memoirs about the Korean War orphan rescue operation, Colonel Russell Blaisdell, who served as a U.S. Air Force chaplain at the time, played a leading role in the war orphan rescue operation. Second, it is pointed out that even after 75 years since the outbreak of the Korean War, there has been little official commemorative work at the government level other than the war orphan rescue operation and the belated awarding of a medal to Colonel Russell Blaisdell. Third, it is necessary to start full-scale government-level support projects for war orphans, which were the starting point of overseas adoption in Korea and played a central role in expanding the category of overseas Koreans. Systematic management of adoption records, support for adoptees to visit their home countries, and support for domestic war orphan-related facilities are also urgently needed. This study, which sheds light on the dedicated life of Chaplain Russell Blaisdell, who is called the “father of Korean War orphans,” will be meaningful in that it raises new understanding and awareness of the problems regarding the existence of war orphans in Korean history.

Workers in child welfare facilities are an important job group that has developed with social changes to realize the welfare and rights and interests of children. This study comprehensively reviews the transition process, role change, treatment and working environment of child welfare facility workers, and institutional change, and presents problems faced by them and solutions to them. Based on this, the following integrated conclusions can be drawn. First, the transition process of child welfare facility workers developed along with historical and social changes in Korean society. Initially, it remained in a simple role centered on protection and parenting, but in modern times, workers have established themselves as professional supporters for the holistic development of children and the protection of rights and interests. This is the result of workers repeating changes and adaptations in accordance with the development of the welfare system and the increase in social demands according to children's rights and interests. Second, the change in role drove the development of child welfare services, but there are still limitations. In the past, roles centered on survival and basic protection were emphasized, but in modern times, advanced services such as psychological counseling, rehabilitation programs, and self-reliance support are required. Accordingly, the demand for heavy work and strengthening expertise poses new challenges to workers. Third, although changes in the treatment and working environment of the times have partially improved, they are still not at the international level. Salaries and welfare benefits remain at low levels, and the gap between regions is still serious. In addition, excessive working hours and lack of manpower are leading to burnout of workers and high turnover rates. This is an important issue that threatens the operational stability of facilities and the sustainability of services. Fourth, institutional changes have provided the basis for protecting the rights and interests of workers and improving their expertise. In particular, the Child Welfare Act and the social worker certification system reinforced the legal and institutional support necessary for workers. However, these changes are still incomplete, and effective system operation and continuous policy supplementation are needed.

This study examines the life of Yu Eul-Hee (1904–1999), focusing on her roles as an evangelist and social worker across different areas of her life. Although she was the daughter-in-law of a prestigious family, the sudden death of her husband left her in deep despair. However, after accepting Jesus, she embarked on the path of faith. Despite being a daughter-in-law from a noble family in a patriarchal era and a widowed woman, Yoo Eul-hee did not live a passive or closed-off life. Instead, with courage and a pioneering spirit, she forged her own path as a modern woman. Throughout her life journey, she cherished the elderly and children she encountered and consistently dedicated herself to mission work and social welfare. Her burning faith led to the founding of numerous churches, and notably, she established welfare facilities for retired female ministers who had been overlooked even within church communities. She also devoted all her assets to taking over an orphanage in order to care for children left destitute by the closure of existing facilities. Even amidst the chaos of the Korean War, she fled with the orphans under her care and, despite severe shortages of resources, remained committed to raising the children with a sense of mission and responsibility for life. Yu Eul-Hee, who always had a strong passion for education, relocated the orphanage to the city during the 1960s and 70s, a time when even sending children to middle or high school was difficult for ordinary families. She traveled nationwide to raise funds and donations to support the children's academic growth. Thanks to these efforts, the orphans raised under her care grew up to become healthy members of society, contributing to communities across the country. Among them are pastors, professors, researchers, entrepreneurs, and high-ranking government officials—individuals who now serve as responsible leaders in various sectors. Starting with missionary work, Yuo Eul-Hee's life, through which she raised over 1,300 parentless children to become valuable members of society, is a profound example of how the determination and devotion of a single person can yield vast and meaningful fruits.
