“Special foster parents(Tokushu Satooya)” in Chiba prefecture, Japan during the 1950s and 1970s - The attempt and reality of making children with disabilities independent -
This paper describes the practice of “special foster parents(Tokushu Satooya)” in Chiba prefecture in Japan during the 1950s and 1970s. In the 1950s, ten years after World War II, the number of war orphans gradually decreased; however, the problems of fostering, accommodating, and working with children with disabilities, including mentally retarded children and children with personality disorders and behavioral problems, became a growing concern in the child welfare sector. In particular, the major problem was how to make these handicapped children independent and provide for their lives after they grew up,even though facilities for the handicapped were still underdeveloped. In the mid-1950s, during the period of rapid economic growth in Japan, many orchards were in the Ichikawa area, and young people were for urban areas, resulting in a shortage of workers for tasks that could not be performed by machines. Special foster parents helped children with disabilities engage in farming and lived with them while providing guidance in employment and daily life. Many special foster parents were wealthy farmers and extended families who formed networks of local communities and relatives to guide children with disabilities. Special foster parents played the role of ‘intermediaries’ in some cases, connecting disabled children who could not be taken care of at home to society where they could work. However, in many cases, they were unable to obtain jobs, and in some cases, they became ‘permanent caretakers’ who continued to care for children with disabilities after the consignment ended. The roles and limitations of special foster parents are discussed at the end of this paper, with reference to the future possibilities of foster parenting.
