Workers in child welfare facilities are an important job group that has developed with social changes to realize the welfare and rights and interests of children. This study comprehensively reviews the transition process, role change, treatment and working environment of child welfare facility workers, and institutional change, and presents problems faced by them and solutions to them. Based on this, the following integrated conclusions can be drawn. First, the transition process of child welfare facility workers developed along with historical and social changes in Korean society. Initially, it remained in a simple role centered on protection and parenting, but in modern times, workers have established themselves as professional supporters for the holistic development of children and the protection of rights and interests. This is the result of workers repeating changes and adaptations in accordance with the development of the welfare system and the increase in social demands according to children's rights and interests. Second, the change in role drove the development of child welfare services, but there are still limitations. In the past, roles centered on survival and basic protection were emphasized, but in modern times, advanced services such as psychological counseling, rehabilitation programs, and self-reliance support are required. Accordingly, the demand for heavy work and strengthening expertise poses new challenges to workers. Third, although changes in the treatment and working environment of the times have partially improved, they are still not at the international level. Salaries and welfare benefits remain at low levels, and the gap between regions is still serious. In addition, excessive working hours and lack of manpower are leading to burnout of workers and high turnover rates. This is an important issue that threatens the operational stability of facilities and the sustainability of services. Fourth, institutional changes have provided the basis for protecting the rights and interests of workers and improving their expertise. In particular, the Child Welfare Act and the social worker certification system reinforced the legal and institutional support necessary for workers. However, these changes are still incomplete, and effective system operation and continuous policy supplementation are needed.
