e-Government Systems Success and User Acceptance in Developing Countries : The Role of Perceived Support Quality

The concept of e-Government was first developed and implemented in industrialised countries. Consequently, it should not be assumed that this concept is automatically appropriate for developing countries. This study aims to examine the roles of perceived support quality and support satisfaction in the context of government- to-citizen (G2C) transactions towards behavioural intention and usage in developing countries. To test the proposed model, the official website of Kuwait Government Online Services (KGOS) was selected. A survey with a total of 628 responses was analysed using Structural Equation Modelling (SEM) to investigate the goodness of fit of the model and the underlying indicators. The findings confirm the significance of support quality perceived by citizens and provide insights to explain citizens’ intention to use e-Government systems.

Applications of Machine Learning Models on Yelp Data

The paper attempts to document the application of relevant Machine Learning (ML) models on Yelp (a crowd-sourced local business review and social networking site) dataset to analyze, predict and recommend business. Strategically using two cloud platforms to minimize the effort and time required for this project. Seven machine learning algorithms in Azure ML of which four algorithms are implemented in Databricks Spark ML. The analyzed Yelp business dataset contained 70 business attributes for more than 350,000 registered business. Additionally, review tips and likes from 500,000 users have been processed for the project. A Recommendation Model is built to provide Yelp users with recommendations for business categories based on their previous business ratings, as well as the business ratings of other users. Classification Model is implemented to predict the popularity of the business as defining the popular business to have stars greater than 3 and unpopular business to have stars less than 3. Text Analysis model is developed by comparing two algorithms, uni-gram feature extraction and n-feature extraction in Azure ML studio and logistic regression model in Spark. Comparative conclusions have been made related to efficiency of Spark ML and Azure ML for these models.

The success of Wikipedia is due to the large number of volunteers collaborating to provide content to Wikipedia articles. In this paper, we study the effect of network position on the promotion of an article to a featured article. We focus on the edits of featured Wikipedia articles to study the effects of the centrality of editors and centrality of articles on the promotion of featured articles. Considering the editing precedence among editors within an article, editor collaboration networks for a single article are generated using the total English-written featured articles on Wikipedia. In addition, based on the affiliation network of editors and articles, an article-to-article network and an editor-to-editor collaboration network are constructed. Based on the investigation of the networks, we find that article centrality in an article-to-article network has a negative effect on the promotion of an article, and editor centrality in an article-to-article networks has a positive effect on promotion. In addition, editor centrality in an editor-to-editor network has a negative effect on promotion. Some theoretical and managerial implications are provided in view of these results.

Technological innovations over the years have accentuated the workings in corporate- connected organizations and different application platforms. Hence, a unified management information system (MIS) that can utilize the Web and propel programming developments is required. Software agents, the latest developments in computer software technology, can be utilized to rapidly and effortlessly build integrated information systems. Consequently, 59 research papers on the use of software agents in MIS were identified from top 40 MIS journals published between 2007 and 2017. Then, we reviewed and classified all the research papers according to two categories: application fields and application categories. The application fields consisted of eight sub-groups: manufacturing, telecommunication systems, traffic and transportation management, information filtering and gathering, electronic commerce, business process management, entertainment, and medical care; whereas the application categories consisted of three sub-groups: multi-agent systems, personal assistants, and multi-agent simulation. The research papers were further divided into journal and year of publication, and journal and application field. The objective of our research was to understand the trend of the use software agent technology in MIS by examining the published research paper beside to add knowledge and content to the information system academic discipline.

Given the critical role of information technology (IT) in achieving organizations’ strategic goals, it becomes increasingly important for organizations to develop and retain a competent IT workforce. We investigate how organizations make IT personnel feel content with their job, motivate them to perform at their best, and consequently retain them. We develop a model in which IT leadership, conceptualized as “transformational” and “transactional” IT leader behaviors, influences IT personnel’s perceptions of requisite soft skills and IT personnel’s Quality-of-Work-Life (QWL), and how IT personnel’s QWL in turn affects IT personnel’s intention to stay. Using survey data from 205 IT professionals, we found that IT leadership behaviors, particularly transformational leadership behaviors, positively influence IT personnel’s intention to stay. We also found that this relationship is fully mediated by IT personnel’s QWL. In addition, we found that transformational leadership behaviors positively influence IT personnel’s perceptions of requisite soft skills. We discuss the implications of our findings for theory and practice.

Understanding of the Fintech Phenomenon in the Beholder’s Eyes in South Korea

Advances in information technology (IT) bring about technological innovation in financial businesses, referred to as financial technology (fintech), beyond the traditional financial industry. While fintech implies more convenient and various financial services to customers, it leads to more complexity in the financial sector, as different industry players (e.g., IT firms) can participate in financial businesses. The complexity of fintech causes controversial issues related to policies and the appropriate development direction. In order to provide insight into the current state of fintech, this study explores the fundamental understanding of the fintech phenomenon from the perspective of the major stakeholders (i.e., financial authorities, financial companies, IT firms) in South Korea. This study analyzed news articles, where those stakeholders expressed their arguments, by using a content analysis. The study also conducted an intensive examination of their arguments by using a core–periphery approach of social representations. This study found that while the three beholders had a common opinion on deregulation of the fintech industry, each of them had different knowledge of the phenomenon. By revealing each beholder’s structure of representations of fintech, this study not only provides common knowledge regarding fintech but also explicates the perceptual gaps among stakeholders. Findings of the study offer a big picture of current fintech initiatives, which can be useful knowledge for future research on fintech.

IT Manager Behavior in Crisis Response: Understanding Crisis Cases Using Recommendations from the Crisis Management Literature

In their role as stewards of organizational information technology (IT), IT managers participate in crisis management activities. While much has been said about the power of technology in improving preparation for emergencies, the behavior of IT managers in crisis situations is not well understood. This paper addresses IT manager actions during the crisis response effort, when appropriate actions need to be taken at short notice. Recognizing that few guidelines exist for IT managers in these situations, we use recommendations from the crisis management literature in analyzing five earthquake cases from Japan and Taiwan. We identify several recommendations from this set for IT managers, which are related mainly to communications and leadership behaviors, suggesting that the IT manager role is a vital one in crisis response. The research additionally shows that recommendations from the crisis management literature have value also when applied to IT managers. Finally, we conclude on several ways that our understanding of IT manager crisis response could be developed by future research.
