A Socio-Technical Model for Open Government Data Research

National and local governments around the world have been allowing access to administrative data to increase transparency, motivate civic engagement of citizens, and improve collaboration between the public and the government. This study reviews and classifies existing literature on open government data (OGD). To create a structure to organize the existing studies, the researchers devised a framework based on socio-technical theory and summarized the significance of studies along four major points: (1) readiness, (2) implementation, (3) emerging effects, and (4) actors of open data. Studies in OGD have been growing steadily in the recent years because of the rapid development of adoptable technologies that have enabled easier access to government data. Nonetheless, an examination of existing research not only shows a disparity in research and development of OGD across countries in the Open Government partnership program but also reveals pertinent issues that have arisen in different stages of the OGD initiative. The growing number of studies and expanding body of knowledge show the importance of organizing existing literature. This step is timely and significant to map out the current breadth and depth of OGD research. According to existing research, current open governments fall short in encouraging citizen participation and collaborations among citizens and the government. This study pointed out how studies on OGD actors might be the reason as well as the solution to existing findings. This paper aims to provide a framework for organizing OGD studies, present the status of OGD research, and provide recommendations on current gaps that must be addressed.
An Empirical Study of Knowledge Sharing Behavior of the SNS : A Case Study of “Sina Weibo”

Social networking services (SNS) have become a significant platform for Internet users to obtain knowledge and information. Users can share messages mutually via this platform. This kind of sharing enables users to exchange and gain useful information. However, in recent years, the crisis of stickiness has appeared in SNS, calling attention to the social network industry. Relevant professionals explain that the interest of users in sharing knowledge on SNS websites and applications may gradually decrease, eventually leading to users giving it because the platforms utilize simple and uninteresting methods to attract active participation from users. However, factors affecting the knowledge sharing on SNS websites and applications should be identified clearly through studies. Sina Weibo is one of the largest SNS platforms in the world, and studies on the factors affecting knowledge sharing of users could be valuable in addressing this issue. This paper establishes the theoretical analysis model of knowledge sharing in SNS sites and applications, analyzes the factors affecting knowledge sharing on these sites, and proposes the corresponding strategies to address the issues. Using questionnaire surveys on Sina Weibo users, this article will discuss the factors affecting knowledge sharing, and analyze these factors on SNS as well as improve the stickiness of users to achieve the aim of SNS platforms enabling the expansion of the range of users. The study will discuss theoretical foundations and the hypotheses that arise. The method of study will also be discussed. The study concludes with theoretical implications, practical implications, limitations, and future research opportunities. The results of this study could aid researchers in understanding the underlying reasons for social network activities as well as for SNS developers in improving SNS services.

The qualities of the technological artifact of online shopping websites and the overall support delivered by the service provider through the website are generally agreed to be crucial elements in creating customer satisfaction and loyalty. However, a lack of consensus exists on how those qualities are related to each other, what they consist of, and how they can be conceptualized. Based on relevant literature and using a servicescape framework as a theoretical lens, we divide online shopping website qualities into information and system qualities and argue that both factors affect service quality. We conceptualize each of the three types of quality as a second-order formative construct comprising its most salient quality dimensions: information quality consisting of reliability, understandability, currency, and relevance; system quality consisting of usability, availability, and responsiveness; and service quality consisting of efficiency and fulfillment. Our model of how information, system, and service qualities are related to one another and to customer satisfaction and loyalty is then tested empirically with a data set of 570 online shopping customers. Our integrated model reconciles the seemingly contradictory conceptualizations of previous researchers and provides an effective way to create customer satisfaction and loyalty.

The stochastic phenomena of traffic network condition, such as traffic speed and density, are affected not only by exogenous traffic control but also by endogenous changes in service time during congestion. In this paper, we propose a mixed M/G/1 queuing model by introducing a condition-varying parameter of traffic congestion to reflect structural changes in the traffic network. We also develop congestion indices to evaluate network efficiency in terms of traffic flow and economic cost in traffic operating system using structure-changing queuing model, and perform scenario analysis according to various traffic network improvement policies. Empirical analysis using Korean highway traffic operating system shows that our suggested model better captures structural changes in the traffic queue. The scenario analysis also shows that occasional reversible lane operation during peak times can be more efficient and feasible than regular lane extension in Korea.

This study examines how an initially perceived product value affects consumer’s purchase intention after reading online reviews with various tones. The study proposes that associations among initially perceived overall product value, degree of confirmation resulting from reading the reviews, and final purchase intention differ across review tones such that 1) when the tone is favorable, the effect of an initially perceived product value is stronger than when the tone is critical, and 2) when the tone is extreme, the effect of confirmation is stronger than when the tone is moderate. The survey was conducted with 276 online shopping mall users in Korea, and most of the hypotheses were supported. This study asserts that the effects of online reviews should be considered together with customer’s level of expectation formed prior to reading online reviews, which resulted from extensive search and screening processes that the customer went through before reading online reviews.
