경부통증 환자 분류체계와 분류체계에 기반한 맞춤형 치료방법 제안

In this study, we reviewed the literature regarding the classification system for patients with neck pain and matched treatment based on this system to identify the categories of neck pain, criteria or tests for categorizing neck pain, and matched treatments for each category. Studies published from 2000 to 2014 that used pre-post control group designs to develop and apply classification systems to experimental group participants with neck pain were identified based on searches of the Scopus database. Four articles were included in this study. A total of seven categories emerged from these four studies. Each study categorized neck pain based on different criteria, such as the location and presumed source of symptoms, sign and symptoms, and treatment goals. The classification systems for neck pain and matched treatments for each of these categories were determined based on evidence from peer-reviewed literature, clinical experience, and expert opinion. Adopting a classification system for patients with neck pain would help practitioners to systematically apply individualized treatment, and provide data for researchers to design more effective interventions to decrease neck pain.

The aim of this study is to re-establish the classification system by surveying the conditions of classification system in the actual traditional villages based on 'The classification system of environment-friendly design factors of traditional villages' in the preceding study in order to evaluate the environment-friendly design factors of traditional villages. Through the survey of 6 traditional villages, 20 new design factors like the creation of stonewall walkway and walls, etc. were found, and three additional items like the use of surrounding land form, the production of green land, and the division between exterior space and inner space were added to the existing classification system. As a result of the survey on the reestablishing classification system by 40 architectural experts, the improvement draft for the classification system of environment-friendly design factors in traditional villages after integrating and reducing the items was suggested.

본 연구는 천주교 동산문화유산을 대상으로 다양한 조사를 시행하여 천주교 동산문화유산에 대한 인식을 파악하고 유형 및 특성과 보존관리 현황을 조사 및 분석하였다. 문화유산 분야 비전문인 인 실무자의 관리 현황과 실효성이 낮은 기존의 지침으로 인하여 손상 및 멸실 위험이 높아질 것이라 판단하였다. 또한 대부분이 규범에 맞춰 제작되는 전례물품이라는 점에서 나타나는 재질의 획일성 및 근현대기라는 시대적 특성 등을 확인하였다. 이를 고려하여 항목에 해당하는 세부 항목 및 재질을 기재한 새로운 분류체계를 제안하였으며, 명칭 및 상세 정보란을 개선한 관리카드와 두루뭉술하고 단순한 지침을 구체적이고 가시적으로 제시해 비전문 실무자도 쉽게 접근할 수 있도록 하였다. 향후 천주교 동산문화유산 수량의 증가로 보존관리의 필요성이 증가하고 관계 연구가 활발히 진행될 것이 라 전망됨에 따라 본 연구가 천주교 동산문화유산에 대한 관심도를 높이고 후속 연구의 기초자료로 써 활용될 수 있을 것이라 기대된다.
This study conducted various surveys on Catholic Movable Cultural Heritage to understand the perception of them, and to investigate and analyze their types, characteristics, and conservation management status. It was determined that the risk of damage and loss is high due to the management status of practitioners who are non-professionals in the field of cultural heritage and the existing guidelines that are not effective. In addition, we identified the uniformity of materials and the period characteristics of the modern era, as most of the items are liturgical items made according to the norms. In consideration of this, we proposed a new classification system that lists the subcatagory’s items and materials corresponding to each item, a management card with improved nomenclature and detailed information fields, and concrete and tangible instructions to make it easier for non-professional practitioners to access. As the number of Catholic Movable Cultural Heritage is expected to increase in the future, the need for conservation and management and related research is expected to be actively conducted, and this study is expected to increase the interest in Catholic Movable Cultural Heritage and serve as a basis for further research.

2022년에 발발한 우크라이나–러시아 전쟁에서 볼 수 있듯이 드론을 이용한 전쟁이 본격화되었다. 우리나라에서도 육군에 서 드론 작전사령부를 창설하는 등 드론의 중요성이 대두되는 추세에 맞추어 대응하고 있다. 한편, 국방부에서는 국방 혁신 4.0을 추진하고 있는데, 인공지능 기술을 국방 전 분야에 적용하는 것을 중요과제로 인식하고 있으며, 특히 객체 탐지 모델인 YOLO(You Only Look Once)를 활용한 연구가 활발히 진행되고 있다. 기존의 드론을 이용한 공격은 조종자의 숙련된 조종 실 력에만 의존하는데, 본 논문에서는 객체 탐지 모델인 YOLO v7과 드론을 융합해 병력과 차량을 인식하고, 가장 효과적인 공 격 지점을 선정하여 조종자에게 공격에 대한 가이드라인을 제시하는 지능화된 미래형 드론 공격 시스템을 소개하고자 한다. 기존에 수동으로 조작하던 드론에 대해서 국방 혁신 4.0에서 핵심적으로 다루고 있는 인공지능 기술을 융합해 드론을 더욱 효 율적으로 사용할 수 있게 함으로써 국방 분야가 나아갈 방향을 제시했다는 점에서 의의가 있다.
The Ministry of National Defense is promoting Defense Innovation 4.0, recognizing the application of artificial intelligence technology across all defense sectors as a key task. Research utilizing the object detection model YOLO (You Only Look Once) is particularly active. Traditional drone attacks rely solely on the operator's skilled piloting. This paper introduces an intelligent future drone attack system that integrates the object detection model YOLO v7 with drones to recognize troops and vehicles, select the most effective attack points, and provide operators with guidelines for attacks. By integrating AI technology, a core component of Defense Innovation 4.0, into manually operated drones, this system demonstrates a direction for more efficient drone utilization in the defense sector, indicating a significant advancement in military operations.
Evaluating Korean Personal Assistance Services Classification System

Objective To evaluate the utility of using the Personal Assistance Services classification system (PAS-CS) that examines individuals with disabilities for services and government funding. To this end, this study also tests for significant differences in PAS-CS scores across disability grades and disability types.Methods A retrospective analysis was conducted using the 2014 National Survey on People with Disabilities (NSPD) data set. We selected patients with three types of disabilities (physical disabilities, brain lesions, and visual impairments). We compared the average PAS-CS scores of patients with different disability types and grades using general linear models with multiple comparisons. Results A total of 4,810 patients were included in the analysis. Patients with brain lesions had the highest average PAS-CS scores in activities of daily living (ADL) and instrumental activities of daily living (IADL) domains. Patients with visual impairments had the highest average scores in ‘Disease-specific disability’ and ‘Social-environment’ domains. For patients with physical disabilities and visual impairments, no PAS-CS domains were significantly different between patients with disability grade III and those with disability grade IV (p>0.05).Conclusion The PAS-CS scores of disability grades were not equivalent among individuals with different disability types. The Korean Ministry of Health and Welfare currently only considers certain disability grades for PAS pre-eligibility, as a result disregarding the characteristics of different disability types. Thus, the current PAS-CS requires modifications.

Purpose: The purpose of this study was to evaluate the clinical usefulness of the Critical Patient Severity Classification System (CPSCS) and Glasgow Coma Scale (GCS) for critically ill neurological patients and to determine the applicability of CPSCS and GCS in predicting their mortality. Methods: Data were collected from the medical records of 187 neurological patients who were admitted to the intensive care unit of C university hospital. The datawere analyzed through chi-square test, t test,Mann-Whitney, Kruskal-Wallis, goodness-of-fit test, and receiver operating characteristic curve. Results: In accordance with patients’ general and clinical characteristics, patient mortality turned out to be significantly different depending on intensive care unit stay, endotracheal intubation, central venous catheter, and severity by CPSCS. Hosmer-Lemeshow goodness-of-fit tests were applied to CPSCS and GCS. The results of the discrimination test using the receiver operating characteristic curve were CPSCS0, .743, GCS0 .583, CPSCS24, .734, GCS24 .612, CPSCS48, .591, GCS48 .646, CPSCS72, .622, and GCS72 .623. Logistic regression analysis showed that each point on the CPSCS score signifies a 1.034 higher likelihood of dying. Conclusion: Applied to neurologically ill patients, early CPSCS scores can be regarded as a useful tool.

정부는 연구시설장비가 과학기술의 발전을 견인하는 매우 중요한 도구이자, 수단으로 여겨지면서 국 가적으로 R&D와 연구시설장비에 대한 예산 투자를 지속적으로 확대하였다. 또한, 기 구축된 국가연구 시설장비의 효율적 운영 및 체계적 관리의 필요성이 점차 대두되면서 2010년 12월, 국가연구시설장비 표준분류체계를 개발하였다. 그러나 연구현장에서는 국가연구시설장비의 NTIS(National Science and Technology Service) 정보수집 초기단계로 누적정보 부족에 따른 표준분류체계의 과학적 검증절차 부 재와 동일계층 간 분류기준의 비일관성 문제가 여전히 한계로 제기되고 있다. 따라서 본 연구는 지난 2010년, 2015년 각 제/개정된 국가연구시설장비 표준분류체계(대분류 8개, 중 분류 25개, 소분류 410개)의 분류 정확도를 측정하고자 선형판별분석(LDA)과 분산분석(ANOVA) 기법 을 적용하여 2단계로 분석하였다. 또한, 본 연구 분석을 위해 지난 10년 동안 NTIS에 누적 등록된 정 보데이터(Big-Data) 50,271건을 수집하여 이를 활용하였다. 이는 단순히 국내외 유사 분류체계와 전문 가 의견을 토대로 만들어진 現 국가연구시설 표준분류체계를 과학적으로 실증 검증한 첫 연구 사례에 해당된다. 본 연구 결과, 대분류 이하 중분류와 소분류로 분류된 개체 수의 집단별 판별정확도는 92.2% 로 매 우 높은 수준이었고, 분산분석을 통한 사후검증에서는 대분류 8개 중 2개 집단의 변별력이 다소 낮게 나타나, 現 표준분류체계 중 일부 개선이 필요한 것으로 조사되었다. 본 연구를 통해 現 국가연구시설 장비 표준분류체계가 향후 지속적으로 개선되길 바란다.
Recently, research F&E(Facilities and Equipment) have become very important as tools and means to lead the development of science and technology. The government has been continuously expanding investment budgets for R&D and research F&E, and the need for efficient operation and systematic management of research F&E built up nationwide has increased. In December 2010, The government developed and completed a standardized classification system for national research F&E. However, accuracy and trust of information classification are suspected because information is collected by a method in which a user(researcher) directly selects and registers a classification code in NTIS. Therefore, in the study, we analyzed linearly using linear discriminant analysis(LDA) and analysis of variance(ANOVA), to measure the classification accuracy for the standardized classification system(8 major-classes, 54 sub-classes, 410 small-classes) of the national research facilities and equipment established in 2010, and revised in 2015. For the analysis, we collected and used the information data(50,271 cases) cumulatively registered in NTIS(National Science and Technology Service) for the past 10 years. This is the first case of scientifically verifying the standardized classification system of the national research facilities and equipment, which is based on information of similar classification systems and a few expert reviews in the in-outside of the country. As a result of this study, the discriminant accuracy of major-classes organized hierarchically by sub-classes and small-classes was 92.2 %, which was very high. However, in post hoc verification through analysis of variance, the discrimination power of two classes out of eight major-classes was rather low. It is expected that the standardized classification system of the national research facilities and equipment will be improved through this study.
Maize Leaf Disease Classification System using Deep Neural Network

Maize is known as one of the healthiest diets in the world, but its productivity is critically harmed by various diseases, with blight, common rust, and gray leaf spot being the most common. Early and accurate detection of these diseases is challenging. We have developed a CNN-based Sequential Model for disease classification, which aids farmers in applying appropriate treatments. Although maize is a vital global staple, its productivity is often threatened by viral leaf diseases, leading to substantial yield losses. Timely and accurate detection of these diseases is essential for effective crop management. This study introduces a deep neural network (DNN) designed to identify maize leaf diseases—specifically Blight, Gray Leaf Spot, and Common Rust—by extracting complex image features. An attention mechanism helps the model focus on critical image areas, enhancing interpretability and robustness. Validation experiments demonstrate the model's efficiency, confirming its potential as a reliable tool for precision agriculture.
Development of Forest Fuel Classification System Fuel Characteristics in Forest Analysis

Fuel structure is one of the major determinants in predicting the forest fire danger rating because it is a major factor in forest fire intensity and behavior. This study was conducted to the establishment of a fuel classification system by researching the fuel characteristics in a total of 12 study sites in Gangwon province, South Korea. There were two study sites in Yeongseo, and 10 study sites were in Yeongdong. We researched the fuel amount (kg/m2) separately in the study site by fuel structure in the forest. The fuel structure was divided into three types: surface layer (Duff, Litter, Twigs), shrub layer (the height of less than 2m), and crown layer (the height of 2m or more). As a result of this study, the fuel classification of 12 study sites was divided into three class by the K-means algorithm (Class Ⅰ: Chuncheon 1, Chuncheon 2, and Dogye-eup 1; Class Ⅱ: Jeo-dong 1, Jeo-dong 2, Yucheon-dong 1, Yucheon-dong 4, and Yucheon-dong 5; Class Ⅲ: Yucheon-dong 2, and Yucheon-dong 3).

본 연구는 화학사고를 예방하고 피해 저감 방안 마련을 위해 화학사고 분류체계를 과학적이고 활용도 높게 개선하고자 한다. 이를 위해 국내·외에서 발생한 재난 등 각종 안전사고의 분류현황을 조사하고 화학사고와 관련한 분류 항목과 방법을 적용했다. 또한, 국내에서 발생한 화학사고 사례를 바탕으로 재분석하여 분류체계의 활용성을 검증했다. 개선된 분류체계는 현재의 단편적인 분류체계에서 벗어나 한가지 화학사고를 다각도로 분류하고 심층적으로 분석하기 위해 형태, 원인, 장소, 피해, 시간, 화학물질, 사고설비, 작업내용, 위반사항에 대한 9가지 항목으로 구분했다. 또한, 9개의 대분류 항목을 64개의 중분류로 구분하고, 중분류를 60개의 소분류로 분류하여 세부원인 파악이 가능하도록 구성했다. 본 연구의 결과물을 통해 구체적인 화학사고 통계데이터를 구축할 수 있으며, 이는 화학물질 취급시설과 취급관리 강화 등과 같은 제도개선 및 화학사고 예방대책 수립을 위한 중요한 기초자료가 될 것이다.
This study has established a highly practical classification system to develop measures for reducing chemical accidents. Taxonomy for chemical accident was improved by investigating accident classification statuses domestically and internationally. And analyzed cases of chemical accidents that occurred domestically for validation. To analyze a single incident from multiple perspectives, it was categorized into 9 major classifications: type, cause, place, damage, date, substance, accident facility, work detail, and violations. The 9 items were classified into 64 categories, which were further subdivided into 60 sub-classifications to enable detailed identification of causes. This study is expected to provide important foundations for institutional improvements such as strengthening regulations on chemical handling facilities and management, as well as formulating preventice measures for chemical accidents.

This study was executed as correlation study to investigate the correla-tion between the dimensions of diaphragm movement, and respiratory functions and pressures in accordance with the Gross Motor Function Classification System (GMFCS) levels on children with cerebral palsy as the participants. Forty-three children in the age range of 5–13 years di-agnosed with cerebral palsy as the research participants were divided into three groups (levels I, II, and III) through systematic stratified ran-dom sampling in accordance with their GMFCS levels. Pearson correla-tion analysis was executed to examine the correlation between dimen-sions of diaphragm movement, and respiratory functions and pressures in accordance with the GMFCS levels of the participants. There was no significant correlation between the dimensions of diaphragm move-ment, and respiratory functions and pressures in all of the three groups in accordance with the GMFCS levels of the participants. Therefore, it is deemed that although measurement of the dimensions of diaphragm movement of children with cerebral palsy by using diagnostic ultrason-ic M-mode imaging device can be considered as auxiliary tool in pre-dicting the breathing capabilities, it cannot be used as independent measurement equipment.

Various algorithms and system development are being required to support the advanced decision making of navigation information support system because of a serious loss of lives and property accidents by officer's error like as carelessness and decision faults. Much of researchers have introduced the techniques about the systems, but they hardly consider environmental factors. In this paper, We collect the context information in order to assess the risk, which is considered the various factor of the sailing ship, then extract the features of knowledge context, which is to apply the weight of correlation coefficients among data in context information. We decide the risk after the extract features through the classification and prediction of context information, and compare the value accuracy of proposed method in order to compare efficiency of the weighted value with the non-weighted value. As a result of experience, we know that the method of weight properties effectively reflect the marine environment because the weight accurate better than the non-weighted.

An automatic speech recognition system is one of the popular research problems. There are many research groups working in this field for different language including Japanese. Japanese vowel recognition is one of important parts in the Japanese speech recognition system. The vowel classification system with the Mamdani fuzzy inference system was developed in this research. We tested our system on the blind test data set collected from one male native Japanese speaker and four male non-native Japanese speakers. All subjects in the blind test data set were not the same subjects in the training data set. We found out that the classification rate from the training data set is 95.0 %. In the speaker-independent experiments, the classification rate from the native speaker is around 70.0 %, whereas that from the non-native speakers is around 80.5 %.

In outdoor optical wireless communication systems, weather-induced turbulence affects optical signals, resulting in distortion, thereby, degradation in communication performance. The channel model including turbulence is used for estimating the performance of optical wireless communication system under turbulence. A deep learning algorithm is developed to classify degree of turbulence. This study is based on channel classification using a convolutional neural network for a 4-PSK optical wireless communication system. The channel characteristics are generated following the gamma-gamma distribution. By labeling each data point and distorted constellation for different degrees of turbulence, the deep learning model is trained, and its classification performance is evaluated.

본 연구는 Jenks Natural Breaks 기법을 사용하여 자연재난에 대한 전국 격자기반의 잠재적 재해위험도 평가체계를 구축한다. 각 대상체별 잠재적 위험 요소인 노출지표 및 취약지표를 구성하여 총 9개의 대상체인 인구, 공업 시설, 공용 시설, 교육 연구 시설, 의료 복지 시설, 편의 시설, 농업, 축산업, 도로에 대해 평가한다. 모든 지표는 전국 대상의 국가지점번호 격자단위인 107,555개의 데이터로 구축하였고, 각 대상체별로 Jenks Natural Breaks 기법을 적용하여 Level 1부터 Level 4까지의 총 4단계의 잠재적 재해위험도 평가 기준을 산정하였다. 또한 도출된 평가 지표 및 평가 기준을 활용하여 전국의 9개의 대상체에 대한 잠재적 재해위험도를 평가하였다. 이를 바탕으로 우리나라에서 발생하는 자연재해 위험 영향 평가를 수행할 수 있는 체계를 마련하였으며, 향후 격자기반의 잠재재난위험영향 산정 등과 같은 추가적인 연구를 진행할 수 있는 가능성을 발견하였다.
This paper proposes a disaster risk assessment system for the natural disaster with Jenks Natural Breaks Classification. The exposure indicators and vulnerability indicators are organized to disaster risk factors for the each receptors. The receptors evaluated the risk assessment are 9 and composed of people, industry, public facilities, educational and research facilities, medical and welfare facilities, amenity facilities, agriculture, livestock industry, and roads. All indicators are composed of 107,555 grid-based data having the codes of the region in the country. With Jenks natural breaks classification, the disaster risk assessment criteria for each receptors were presented per the disaster risk grade (Level 1 ~ Level 4). All of the criteria were evaluated with the grid-base data per the receptors and the evaluated results were presented by the maps of Korea. Through this study, the disaster risk assessment criteria can be used as the reference and forecasting for the natural disaster in Korea.

Technological innovations over the years have accentuated the workings in corporate- connected organizations and different application platforms. Hence, a unified management information system (MIS) that can utilize the Web and propel programming developments is required. Software agents, the latest developments in computer software technology, can be utilized to rapidly and effortlessly build integrated information systems. Consequently, 59 research papers on the use of software agents in MIS were identified from top 40 MIS journals published between 2007 and 2017. Then, we reviewed and classified all the research papers according to two categories: application fields and application categories. The application fields consisted of eight sub-groups: manufacturing, telecommunication systems, traffic and transportation management, information filtering and gathering, electronic commerce, business process management, entertainment, and medical care; whereas the application categories consisted of three sub-groups: multi-agent systems, personal assistants, and multi-agent simulation. The research papers were further divided into journal and year of publication, and journal and application field. The objective of our research was to understand the trend of the use software agent technology in MIS by examining the published research paper beside to add knowledge and content to the information system academic discipline.

그리스도교가 이 땅에 뿌리를 내린지도 200년이 넘어 불교, 유교와 함께 우리 정신문화의 소중한 일부가 되었다. 이 은총 의 역사 안에 한국 천주교회는 건축을 비롯하여 유물, 미술품 등 다양한 문화유산을 보유하고 있다. 그동안 교회사연구소, 성지, 박물관을 통해 수집, 발굴 보존하고 있는 양도 상당하지만 어쩌면 더 많은 유산들이 빛을 보 지 못하고 숨어 있거나 멸실 위기에 처해 있을 수도 있을 것이다. 그중 성당건축 등 부동산은 문화재로 지정 등록되거나 재산가치로 보호되고 있으나, 서적류와 전적류, 유품 등 동산유물은 역사자료와 신앙의 증거로만 취급되고 있을 뿐 문화 유산으로서 체계적으로 보호, 관리가 이루어지지 못하고 있다. 21세기 들어 교황청을 비롯하여 세계 선진 여러 나라들은 문화유산의 중요성과 보존에 특별한 관심을 보여주고 있으며, 정부에서도 등록문화재 제도를 도입하여 교회 문화유산이 속한 근대문화 유산의 보존에 적극적인 정책을 수립 시행하고 있다. 한국천주교회도 《한국 천주교 문화유산 보존관리지침》(주교회의, 2009)을 발간하여 교회내 문화유산에 대한 체계 적인 보존관리의 가이드 라인을 제시하였다. 그러나 각 교구와 본당차원에서 이를 활용하여 기록하고 목록화한 사례는 거 의 없다. 그 이유 중 하나는 문화재청이나 일반 박물관과 연계될 수 있는 분류체계가 정립되어 있지 않기 때문이다. 동산유물은 과학기술의 발달, 사회전반의 급격한 변동, 생활양식의 변화 등으로 퇴출, 멸실되거나 도난, 유출 및 훼손 등 의 위험성이 크고, 실제로 이러한 상황이 빠르게 진행되고 있다. 근대문화유산은 전통문화유산과 달리 그 분야와 유형이 매우 다종다양하여 일시에 전수를 파악하는 것이 불가능하며, 아직 분류체계도 정립되어 있지않다. 교회유산의 기록화와 목록화를 위해서는 합리적인 분류체계의 정립이 필요하다. 따라서 본 연구는 다양한 근대동산문화 유산의 합리적이고 체계적인 보존과 관리를 위해 ① 근대동산문화재의 총체적 분류체계(안)를 제시하고, ② 그 체계 안에 서 천주교 동산문화유산의 분류방안을 제안하고자 한다. 연구결과 다음과 같은 분류체계의 기준 및 기본원칙하에“근대 동산문화재의 총체적 분류체계(안)”을 제시하였다. 첫째, ‘대’분류체계는 중앙정부 기능분류체계(BRM)를 모델로 한다. 둘째, 국제적인 분류체계와 범위 등과 연계될 수 있도록 한다. 셋째, 기존의 국공립 및 사립 박물관의 유물분류체계와 연계되도록 한다. 넷째, 국제적으로 사용되는 분류 용어 사용과 동산문화유산에 대한 정의는 공감될수 있도록 한다. 다섯째, ‘대’ ‘중’ ‘소’ 분류에 대한 일정한 기준과 원칙을 수립한다. 또한 이러한 원칙과“근대 동산문화재의 총체적 분류체계(안)”의 틀 안에서 천주교(소분류)의 세분류 및 세세분류를 제안 하였다.
In order to conserve and supervise the modern cultural properties systematically, in this study, ① We investigated the case studies at home and abroad, and ② examined the status of Catholic museum(Relic exhibition) and the classification of those relic, ③ proposed the overall classification system of modern movable properties, and Catholic cultural propertiesWe analyzed the classification systems of National Museum of Korea, The National Archives, Cultural Heritage Administration of Korea, and Secretary of State as domestic case, and those of Japan, Australia, United Kingdom, China, Etc. as overseas case. And we proposed the direction and method of classification through theoretical analyzing of classification. And under the overall classification system of modern movable properties, we proposed the classification plan of Catholic cultural properties. The basic principles we proposed are as the following :At first, Large classification system is followed the Business Reference Model(BRM) of the central government. Secondly, it should be able to link up to International classification systems. Thirdly, it should be able to link up to the existing national, public and privatemuseums. At fourth, the terminology and definition of classification of the movable cultural properties should have the commonality with the international community. At fifth, certain standard and principle should be established.

우리나라 사무구분체계에는 많은 문제점이 있다. 국가사무의 과다, 위임사무에 의한 국가통제, 현실상 사무구분의 모호, 재정적 조치의 불충분 등이 그것이다. 본고는 이러한 문제점을 해결하기 위하여 새로운 사무구분체계의 도입을 주장한다. 이를 위해 우선 외국의 사무구분체계를 알아본 후, 이에 대한 가능한 대안들을 검토한다. 그 결과, 일본의 법정수탁사무와 유사한 법정수임사무(가칭)가 현실적으로 우리나라가 도입하기에 가장 현실적인 대안임을 언급한다. 그리고 구체적인 법정수임사무의 도입방안 및 그에 따른 쟁점들을 정리한다. 만약 새로운 사무구분체계가 도입된다면 우리나라는 분권화된 사회로 한 발짝 다가가게 될 것이다.
The classification system of public affairs South Korea government employs have several problems the excess of central government affairs, implicit central control over the consigned affairs, the ambiguous classification of public affairs in frontline work place, insufficient financial support for the consigned affairs etc. This study is designed to find the solution to these problems in the classification of public affairs and to give some implications about the new classification system of public affairs. The main body of the study reviews the classification systems of public affairs in other countries and compares some alternatives to the old classification system in Korea. Of those alternatives, the best and plausible one is the legal delegation system of administrative authority 'legal delegation system(tentatively named)' of administrative authority. This new classification system is similar to the legal consignment system of the public affairs the government of Japan employs. The study finally suggests a roadmap for and some issues in the introduction of the legal delegation system. The new classification system of public affairs will make a meaningful contribution to the maturity of the decentralized government system in South Korea, I expect.
